Sub: - Facilitation of import liquid bulk cargo –reg. 

Trade has represented that while assessing Ex-bond Bills of Entry filed for liquid bulk cargo, the Faceless Assessment Groups (FAG) are giving examination instructions to verify for the DyCC, NOC, even when the corresponding Warehouse B.E. was RMS facilitated and CCR instructions did not prescribe for drawing of sample and testing thereof. It may be for the reason that the FAG has not referred to the warehouse B.E. and so is unaware that the goods were RMS facilitated without requirement of test. 2. In order to overcome this difficulty, the Bond Superintendent giving Out of Charge in the Ex- bond B.E., shall verify the W.B.E. and ascertain as to whether it was a facilitated B.E. without CCR for testing of the goods. In such cases, the Bond officer shall ignore the examination instructions of the FAG in this regard and give Out of Charge, if other requirements of import have been satisfied, and endorse suitably in the system. 3. Further, it has also come to notice that FSSAI, NOC is being insisted even in case of a Warehouse B.E. filed for import of edible oils in bulk while giving Out of Charge.

Insisting for FSSAI, NOC in a W.B.E. will delay the process of warehousing and subsequent clearance of the goods for home consumption. It militates against Ease of doing Business, increases dwell time and transaction costs. 4. The RMS officer/ Gate officer/Dock officer, therefore, shall not ask for FSSAI, NOC for giving Out of Charge for the edible oil in bulk or any other goods to be warehoused. However, NOC of FSSAI/any other PGA, as applicable will have to be checked before giving Out of Charge by the Bond officer in the Ex-bond B.E. filed for clearance of warehoused goods for home consumption.
