SUB: CONSTITUTION OF TRADE ADVISORY EXPERT VALUERS NOMINATED FOR
VALUATION/EXAMINATION OF PRECIOUS / SEMI-PRECIOUS STONES -REG.
Attention of all the officers and staff working in JNCH, is hereby drawn to
the existing practice followed in respect of valuation of precious /semi-precious
stones classified under Chapter 71 of Customs Tariff. The representative samples
were drawn from the consignment and said RSS were forwarded to approved
expert valuer who camp at BKC, PCCCC. The said approved expert valuers are
empanelled by the APSC Commissionerate, Mumbai Zone III.

The above practice of valuation of goods declared under Chapter 71 is
reviewed. Expert valuers empanelled by customs, Mumbai zone – III to be
consulted wherever any expert opinion is required.

Any reference to approved expert valuers for valuation of consignment
shall be made only after obtaining prior approval of AC / DC, Assessment Groups
and Docks. The concerned officer may get the examination and valuation of
precious / semi-precious cargo done under his supervision. The empanelled
approved expert valuer shall come to JNCh, Mumbai Zone – II for valuation of
import consignments as and when called by DC/AO/Supdt Docks.

has to be maintained in concerned Appraising Group for monitoring the number
of cases referred to empanelled Approved expert valuers and details of Bills of
Entry, empanelled valuer’s name, observations and remarks shall be noted in
the register.
4. All officers and staff working at JNCH, Mumbai Zone II are directed to comply
with the Standing Order with immediate effect. This order shalt be reviewed as
and when deemed necessary.
5. This is issued with the approval of the Commissioner of Customs, NS III,
JNCH, Mumbai Zone – II.
