STANDING ORDER NO 25 /2019

Kind attention of officers posted in Import Docks and Assessing Groups is invited to the Public Notice No. 113/2019 Amendment in Policy condition No. 2 (iii) to Chapter 95 of ITC(HS), 2017-Schedule 1 (Import Policy) – Procedure to be followed for clearance of toys.

The said Public Notice No. 113/2019 mandates drawal of representative sample of each type of toy in the consignment at the time of examination for the purpose of testing at one of the NABL accredited laboratories nominated for this purpose by this Customs House as listed in the Public Notice. In this regard, the following procedure is being prescribed for the compliance of the said Public Notice.

i. At the time of assessment of the Bill of Entry, the assessing group will decide the laboratory serial no. wise/sequence-wise (out of the nominated laboratories) to which the sample is required to be sent for testing.

ii. After drawal of representative sealed sample in Import Docks in presence of the representative of Importer/Custom Broker, the same will be forwarded to Central Sampling Cell. The Central Sampling Cell will forward the sealed sample to the nominated labs approved by Customs vide Public Notice No. 113/2019.

iii. On the receipt of test reports from the nominated labs through Central Sample Cell, the same should be conveyed to the Importer/Customs Broker on the email ID provided by them, by the group officers.

iv. The record of import consignment consisting of Toy items is to be maintained by Group, Docks & Central Sample Cell in the following proforma:
