It is brought to the notice of all the staff posted at UBC,JNCH that as per Standing Order No.01/2010 it was decided to conduct 100% screening of all Unaccompanied Baggage through X-ray machine installed at Speedy CFS.Attention is also invited to the officers posted at Container scanning Division,JNCH to the Office Order issued vide F.No.S/v-30/Misc-122/2010 CSD JNCH wherein it was directed to conduct 100% examination of suspicious container by the Docks Officer. In the Unaccompanied Baggage Centre, passengers are allowed to claim T.R. benefit for bringing their bonafide baggage as per the Baggage Rules, 2016.The unaccompanied baggage centre is created only for handling bonafide baggage of passengers.Hence,only the bonafide baggage,as defined in the Baggage Rules,2016,can be cleared through the UB centre.However,there have been recent instances,inter-alia,of attempt to use the baggage route for bringing household goods for doot to door delivery.Further, it is noticed that such consignments usually originate from port/countries located in Middle East (Jebel Ali, Damam, Kuwait, Oman, Behrain etc.) and Singapore. In view of the above and,for the better compliance of the Baggage Rules,2016, all consignments from above such countries shall be dealt in the

(ii) The packages opened for examination to be marked as examined with Serial No. and to be entered in system with examination report. (iii) Every 5th Consignment from such countries to be examined in the presence of Superintendent, U.B.C. (iv) Every 10th Consignment from such countries to be examined in the presence of AC/DC, U.B.C.
In respect of all other consignments,the present practice of 10% examination of the packages, will continue. The container’s taken up for scanning by the Container scanning Division,JNCH generates the Scanning image for suspicious containers and is sent to Docks officers for 100% examination.Henceforth,all images generated for the containers(suspicious as well as clean) destined to UB Centre shall be forwarded to the AC/DC posted at UB Centre for necessary action.
