Attention of all officers and concerned staff is invited to Standing Order No. 36/2015 and towards guidelines of Additional Director General, Directorate of Export Promotion (DGEP), New Delhi issued vide F.No. DGEP/SEZ/40/2015 dated January 21, 2016 on the above subject.

As per the DGEP guidelines, in the exceptional cases when the Customs officials are unable to ascertain the exact composition and actual value of the carpets may take assistance of any one of the following members for market enquiry :-

After consultation with the Carpet Export Promotion Council, New Delhi following mechanism is devised for sending carpet samples to above mentioned addresses for conducting market enquiry for carpets meant for Export.

i. The Carpets meant for export should not be cut under any circumstances for ascertaining composition valuation etc.

ii. In the exceptional cases, the Carpet samples be sent to the above listed CEPC’s Members or to the O/o the Carpet Export Promotion Council at 3rd Floor, Niryat Bhawan, Rao Tula Ram Marg, Opp. Army R & R Hospital, New Delhi by courier on the cost of the respective CHA/Exporter.

iii. The Carpet Export Promotion Council will examine the samples and send its report to the respective Custom House within 5 working days at the cost of the Council.

Other prevalent practice for sending carpets to textile committee for ascertaining composition, sampling etc. will remain same. However, in no circumstances carpets will be cut for sending samples.

Difficulties, if any, in this regard may be brought to the notice of the Additional Commissioner/AM(X).
