All Officers of Mumbai Customs, Zone-II are hereby informed that presently in the EDI system, the Bills of Entry filed are dealt in the following manner:- (i) Selected for both assessment and examination; (ii) Selected for assessment and RMS facilitated for examination; (iii) Facilitated for assessment and selected for examination; and (iv) Facilitated for both assessment and examination. 2. It is noticed that the Bills of Entry picked up by the RMS for assessment and facilitated for examination have a specific remark in the examination field that ‘Examination has not been prescribed for this BE. So Examination order is not required’. However, it is noticed that in few of such Bills of Entry, the Assessing Officer has given examination order to open and examine the consignment during the assessment. 3. It is clarified that the RMS instructions prevail unless and until there is a specific reason to open and examine such consignment. In such specific cases, order for examination will be sought from the Addl. /Joint Commissioner of Customs (in charge). 4. Similarly it is also directed that the Assessing Officers shall refrain from giving examination orders for obtaining NOC’s from the respective Participative Government Agencies (PGAs) in cases wherein the RMS instructions provides for waiver of NOC from the respective PGAs. 5. All the Officers are hereby directed to follow the above mentioned instructions scrupulously. 6. Difficulties, if any, may be brought to the notice of the undersigned.
