Attention of Officers and staff members of Customs posted in Import Docks is invited to the Standing Order No. 02/2008 dated 02.01.2008 and Facility Notice No. 15/20016 dated 28.01.2016 wherein time schedule of Registration of Bill of Entry, Examination of Goods, Feeding Examination Report in System and giving out of charge has been given. 2. However, it is noticed that officers posted at Import Docks are not maintaining punctuality of time. Complainants are being received from the Trade that officers are coming late which is causing delay in clearance of consignments and increasing dwell time. It has been pointed out that the first set of out of charge for Bills of Entry presented in the morning is given only by 3.00 PM. This issue has also been raised in the PTFC Meetings by the trade. 3. It is reiterated that as mentioned in Facility Notice No. 15/20016, for the Bills of Entry presented in the morning, the registration of the Bills of Entry, examination of the imported gods and out of charge will be given by 1:30 PM. This will ensure faster delivery of the consignments and lesser congestion in the evening. 4. AC/DC, EDI will generate a weekly report (CFS wise) in this regard, which shall be submitted to respective Commissioners. 5. AC/DC (In charge of Docks) shall monitor and ensure that the rounds of inspection/examination is carried out by the above mentioned schedule strictly. 6. Attention of all the importers, Customs Brokers, Warehouse Licencee and the member of the Trade is invited to the Board’s Instructions vide F. NO. 450/146/2015-Cus-IV dated 31.08.2016 on the subject of implementation of Risk based criteria for PGAs. Accordingly RMS has been modified to provide Risk based selection for NOC to field formations in respect of PGAs. 2. In this regard, to make facilitation of NOC (Waiver of NOC) amply clear, same is being printed on the First Copy/Out of charge copy regarding status of NOC for various PGAs including Waiver status.

To accommodate further requirements of PQIS (Plant Quarantine Information System) following two changes are made in Integrated Declaration, without which the BE declaration may be rejected. (i) PLC (Plant Category Code) qualifier is now modified such that along with Info_code, UQC (Unit Quantity Code) in prescribed quantity also should be given. The list of prescribed UQC for each PLC is provided on Page 10-14 of SWIFT REFERENCER VL.5 uploaded in ICEGATE Website. (ii) The approximate date on which inspection is requested for such Bill of Entry in Plant Quarantine is to be provided in Control Table with Control Type Code as 004W01, Control Result code as 004W0101 along with user values in control location in free text & control start date as inspection date. It may also be ensured that the Invoice no. and item no. is 0. 4. The changes specified in para 3 would be effective from 27.09.2016. Importers and Custom brokers are advised to correctly declare all information in the Integrated Declaration to ensure hassle free processing of Bills of Entry. 5.
