Subject: Revised checklist for import of pesticides

Reference is invited to the Standing Order 51/2015 dated 23.11.2015 of JNCH, wherein checklist for Customs on the import of pesticides was elaborated, for compliance of all the officers. 2. Now, the Department of Agriculture and Family Welfare, vide D.O. letter No. 12080/01/2023-PP dated 04.08.2025, has recognized the need for stronger measures to curb the illegal import of insecticides into the country. The Registration Committee, under Section 5 of the Insecticide Act, 1968, in its 465th meeting held on 10th July, 2025 has approved a revised checklist (copy enclosed) to effectively verify the import consignments of pesticides prior to their release. 3. In pursuance of the above, the Customs Policy wing, CBIC, vide F. No. 401/25/2023-Cus.III-Part(1) dated 19.08.2025, has directed to implement the revised checklist rigorously and uniformly across all points of entry as defined in Rule 45 of the Insecticides Rules, 1971. 4. All concerned officers are hereby directed to take note of the above and ensure strict compliance while processing import consignments of pesticides. 5. Difficulties, if any, in the implementation of these instructions may be brought to the notice of the undersigned.
