Regulation 3 of the SCMTR is reproduced below: 4 E "Registration.—(1) Any person who is required to deliver an arrival manifest or - | departure manifest shall apply to the jurisdictional Commissioner of Customs for : registration in Form-I," 4 Further, attention is invited to Para 3.2 of the Technical Guidelines on SCMTR, 2018, dated : 27.02.2019, issued by the Directorate General of Systems and Data Management, which States: . : "Child Registration for Authorised Persons: Every individual authorised to carry out : : operations under the regulation should be registered as a Child User of the entity | registered. For example, a Shipping Line company is registered as Master and transacts through the ICEGATE Portal.

However, the proper officer to approve the addition of Child Users has not been defined : | either in the SCMTR, 2018 or in any CBIC Circular/Notification. : Accordingly, in exercise of the powers conferred under Regulation 3 of the SCMTR. 2018. the Commissioner of Customs, NS-General (Jurisdictional Commissioner), hereby | delegates the power to approve Child User registrations for entities already registered under SCMTR, 2018 to the Assistant/Deputy Commissioner of Customs, SCMTR Cell. INCH. Any difficulties faced in the implementation of this Standing Order may be brought to the ! notice of the undersigned.
