Representations have been received from trade associations, importers and other stake holders that in case where multiple advance authorizations are debited in a single bill of entry, due to persisting system issue the details of Bond Amount (to be debited) in the bill of entry are reflected incorrectly. It mainly results in debiting full duty multiple times from the Bond or from all Bonds and not on the basis of licence wise quantity wise, resulting in excess debit of duty from these instruments. Such bills of entry, which have been already assessed in FAG, are presently being re-called in FAG for proper debiting the bond against multiple advance authorizations. However, the same are assessed by FAG without debiting the bond correctly on the basis of licence wise, quantity wise amount, causing undue delay in clearance of imported goods.
It is, thus, decided that all the groups henceforth will not re-call such bills of entry in FAG. Action towards amendment in such bills of entry to address the above issue, should be taken in PAG.
This issues with the concurrence of Commissioner NS-I, NS-IIT and NS-V.
