Subject: Addendum to the Standing Order 07/2023 - reg.

It has been noticed that trade is still facing problems in those cases where Bank / RBI status is showing “pending” or “failed” on ICEGATE, but their bank account has been debited and the money is neither shown in ECL ledger nor credited back to their bank account. In such cases, consignments are getting held up even though duty payment has been made by the importers, though not reflected in the System till now.

2: Thus, it has been decided to insert following paragraph in Standing Order No. 07/2023 dated 18-04-2023: “6A. On case to case basis, where Bank / RBI status is showing as “pending” or “failed”, manual Out of Charge may be granted with the approval of concerned Additional / Joint Commissioner in-charge of the Docks / RMSFC /UB Centre /Import Bond, on production of fresh bank certificate confirming that re-credit of the duty amount has not happened in the importer’s account, along with copy of bank statement or ECL ledger entries as available and undertaking.”

3. Difficulty, if any, faced in the implementation of this Standing Order may be brought to the notice of the Additional Commissioner of Customs, NS-I through email at appraisingmain.jnch@gov.in

4. This issues with the approval of Chief Commissioner of Customs, Zone-Il, JNCH.
