reflected in ICES after payment- reg. With the notification of the Customs (Electronic Cash Ledger) Regulations, 2022 (ECLR) vide Notification No. 20/2022-Customs (N.T.) dated 30.03.2022, the statutory provisions of Section 51 A of the Customs Act, 1962 has come into force with effect from 01.06.2022. However, all the deposits classes were exempted till 31.03.2023, vide Notification No. 47/2022 - Customs (NT) dated 31.05.2022, as amended. Further, vide CircularNo. 09/2023-Cus dated 30.03.2023, the Board has enabled ECL in phases fromn 01.04.2023. However, on enabling the said provisions, in some instances, grievances from trade have been received that after payment of the duty the same is not being reflected in ICES and Out of Charge (00C) is not getting effected by the ICES. Till the process of integration of ECL with ICES, ICEGATE and Banks become smooth and in order to maintain the uninterrupted flow of supply chain, it has been decided to allow manual Out of Charge (00C) to the import consignments of following categories of importers on production of a certificate from the Bank as per Annexure-A, indicating the payment of duty, along with an undertaking that in case duty is not credited to the government account the concerned importer shall deposit the same along with applicable interest, immediately: A. Importers of Perishable Cargo 400707 D. AEO Clients C. Importers of Liquid Bulk Cargo E. DPD Clients B.

Status Holders under Foreign Trade Policy If an importer belonging to any of the above category is not able to produce the aforesaid certificate from the bank due to the closure of banks for the next three days, then on case to case basis, on producing proof of payment of duty, the Additional / Joint Commissioner in-charge of the Docks or RMS FC, as the case maybe, shall permit grant of Out Of Charge for such consignments, subject to the importer submitting the said certificate on opening of the bank on Monday, 10h April, 2023. AC/DC Docks in charge of each cluster of Docks, or JC (In-situ) in charge of RMS-FC, as the case maybe, are directed to maintain a register of cach such clearance granted. At the end of each day a report on all such clearances shall be forwarded to the Appraising Main (Import), along with the copies of the Certificates issued by the Banks. 4 Appraising Main (Import), on receipt of above reports, shall verify the payments with the concerned Banks on the following working day and after verification shall forward this information to the concerned Docks or RMS-FC

for regularization of 00C in the ICES. The AC/DC Docks in charge of each cluster of Docks, or JC ((n-situ) in charge of RMS-FC, as the case maybe, shall ensure that all such manual O0C are duly regularized in the ICES with suitable Departmental Comments', subsequently. 5 Difficulty, if any, faced in the implementation of this Standing Order may be brought to the notice of the Addl. / Joint Commissioner of Customs JAppraising Main (Import)]) through email at appraistngmain, jnch@gov.in. The Standing Order No. 05/2023 dated 05.04.2023 stands withdrawn. 6. This issues with the approval of Chief Commissioner of Customs, Zone-II, JNCH. Customs Duty has been paid in respect of Bill of Entry No. from the Account No. at our Bank Branch Date: Annexure as Dated maintained in the name of and as per our record the said amount has been credited to the government account vide transaction reference number Seal and Signatures of Bank Manager/ Authorised Officer N.B.
