"Document Processing Area" in the central parking plaza and gate automation for export-creation of Buffer Yard in CPP-reg. -----------***----------- Attention of exporters, customs brokers, all other stakeholders & officers of JNCH is invited to the Public Notice No: 13/2019, dated 06.02 2019 and 28/2019 dated 20.03.2019 issued by this Customs House, on the above mentioned subject. 2. Paragraph 6 of the Public Notice No. 13/2019 dated 06.02.2019 stipulated that "only in exceptional cases/ circumstances, such as vessel missed, etc. the self - sealed containers can be taken out from a parking plaza for keeping/ storage in the buffer yard/ CFS with prior permission/ approval of the Dy. Commissioner of Customs incharge of the parking plaza who shall accord such permission after verifying genuineness of the case on merit." 3. With the inauguration of Buffer Yard in Central Parking Plaza on 12.09.2022 the permission for which was granted vide P.N/F.No.S/5-Gen-18/2022-23 CCSP Cell dated 05.08.2022, the need for shifting such self-sealed container to other buffer yard/CFS is no more warranted. Now in cases where vessel is missed and the container could not be loaded on to the vessel the container may be kept in buffer yard of the Central Parking Plaza. Therefore, there is no need of Customs permission for shifting a container which entered CPP to buffer yard of CPP. However the Incharge/Man8:ge~ of the Custodian/Service Provider of CPP, will submit a rep~rt to the Dy.

As the facilit~ for storage of the ~f 1:fazardous Cargo is not presently available in the Central Parkmg Plaza, the perm1ss1on to move the containers to other buffer yard for the Hazardous c~go may _be granted by the Dy. Commissioner of Customs, CPP on case to case basis depending on the genuineness of the request and in th absence of Dy. Commissioner of Customs,. CPP the same may be granted b; Superintendent of Customs, CPP. The Supermte_nd~nts of the CPP shall put up a consolidated weekly. report of all such perm1ss1ons to the Deputy/ Assistant Commissioner, CPP m the foreno~n _of the succeeding Monday for ex-post facto approval. 5 . Custodiru1/~ervice provider shall be responsible for the safety and security of the goods under its custody. Custodiru1/Service Provider shall abide by all the provision of Customs Act, 1962 and Handling of Cargo in Customs Areas Regulation 2009(HCCAR, 2009) . ' 6 . It is once again reiterated that self-sealed containers dispatched from the factory / warehouse in advance, need not to be brought inside parking plaza, and the same be brought to parking plaza for LEO as per terminal gate open schedule. 7. The Public Notice No 13/2019 dated 06.02.2019 stands modified to the above extent and the P.N. 28/2019 dtd. 20.03.2019 stands superseded. 8. The contents of this public notice shall operate as a standing order so far as officers and staff of Jawaharlal Nehru Custom House are concerned. 9. Difficulty, if any, faced while implementing the Public Notice may be brought to the notice of Deputy Commissioner in charge of parking plaza through email/phone (email address: apmainexp@jawaharcustoms.gov.in, Phone No 022- 27244917) .
