PUBLIC NOTICE NO. - 12/2021 DIN- 20210178NW0000666AD1

Subject: Budget Updation 2021-22 -reg.

Attention of Importers/Exporters, Custom Brokers, Trade and other stakeholders is invited to ICES Advisory No. 05/2021 dated 28.01.2021 issued by CBIC on the above subject. 2. The Union Budget 2021-22 is expected to be presented in the Parliament on 01.02.2021. Consequent to the same the exercise of updation of ICES Notification and Tariff Directories would be undertaken at the selected Directory Managing sites. 3. The System Managers of the aforementioned sites will be alloting roles viz. Budget Officer and Budget Manager to the officers nominated for the Budget Updation exercise. 4. Consequent to the presentation of Budget on 01.02.2021, filing of Bills of Entry (BE) would not be available from 20:00 hours onwards on 01.02.2021 till the completion of updation of all changes in the ICES. Section 48 approvals would also be stopped after 20:00 hours on 01.02.2021. Other than filing of BE, all other services at ICEGATE will | continue as usual. System will also be available to officers for other functions in ICES. | 5. Since Shipping Bill (SB) filing and assessment will continue as usual, in the event of changes in the Export Duty and Export Cess or other export related levies in the forthcoming Union Budget, it is advised that the respective sites will keep a track of the relevant SBs given Let Export after Ist February 2021 till the directory changes are made | online. Till such time export duty or cess or any other export levies imposed should be collected manually thereon.

6. Further, while processing of BEs filed before 20:00 hours on 1 February 2021 will continue as usual, the Officers should also keep a track for Prior Bills of Entry filed before Ist February 2021 for any change of duty liability before giving OOC.

7. System will be available only after suitable updation is made in ICES according to the Budgetary changes. This is generally carried out within 48 hours in association with Directory Management sites/NIC if no substantial new levies are notified in the Budget.

8. Therefore, Importers / Customs Brokers and members of the trade are hereby advised to schedule clearance of their BEs in view timelines as indicated above.

9. This Public Notice should be considered as Standing Order for the purpose of officers and

staff of department.
