Subject:-Procedure for re-sealing of containers with broken/absence / mismatch of seal
including tampered seal to be followed at Port Terminals-reg.
Attention is invited of Exporters, Importers, General Trade, Port Terminal Operators, Shipping Lines/Shipping Agents, CFSs coming under the Jurisdiction of JNCH, Nhava-Sheva, who are responsible for movement of import containers form port terminals to destination CFSs/ ICDs or Direct Port Delivery (DPD) on the abovementioned subject.
It has come to the notice that divergent procedures are in practice in port terminals in this regard.
To streamline, following procedure will be followed in respect of re-sealing of import containers found
with broken/missing/mismatch or tampered seals at the time of unloading at port terminals:-
I. Containers with broken/missing or tampered seal:-
a. In case of DPD containers: The containers shall be re-sealed by the terminal operators. Customs Officers at Boarding section shall be immediately intimated regarding the re-sealing of containers by the terminal operators . The details of seal numbers should be brought to the notice of AC/DC (Preventive General) and AC/DC (DPD) on the same day or immediate next working day.
b. In case of DPD-Container Freight Station (CFS): The containers shall be re-sealed
by the terminal operators with proper intimation to officers at Boarding section, and
written intimation to the AC /DC (Docks) of the destination CFS where the container
is going to be examined.
c. For CFS / ICD bound Containers: The containers shall be re-sealed by the terminal
operators and proper intimation should be issued to the destination ICD/CFS
authorities under signature of the officers of Boarding section furnishing the details of
fresh seals used for re-sealing.The container at destination CFS/ICD should be
subjected to examination (100 percent).
II. Containers with Mismatch of Seal Numbers:-In case of any mismatch of seal(s) the terminal operators shall immediately bring the discrepancy to the notice of the Customs authorities at Boarding section under intimation to AC/DC (Docks) of respective CFSs where the container is destined for Customs clearance. In case of DPD containers, the terminal operators will intimate AC/DC (Preventive General) and AC/DC (DPD). And, the terminal operators will intimate authorities at destination ICD/CFS with respect to transshipment containers.
III. The shipping lines shall immediately amend the Bill of lading and Import General Manifest (IGM) with the approval of competent authority.
IV. Officers in Boarding section will maintain a record of details of all such re-sealing or seal mismatch containers on daily basis and submit weekly report to AC/DC (Preventive General) on 1st working day of every week.
V. All containers with mismatch / missing / broken or tampered seal except containers meant for transshipment shall be examined (100 percent) under the supervision of AC/DC (Docks) at the CFS including DPD container.
This Public Notice shall come into force with immediate effect. In case of any difficulty, the specific issue may be brought to the notice of AC/DC (Preventive General).
