Subject: Withdrawal of JNCH Public Notice Nos. 46/2020 dated 07.04.2020, 60/2020 dated 23.04.2020 and 68/2020 dated 14.05.2020-reg.

Attention of Importers, Exporters, Customs Brokers, Shipping Lines/ Agents, Logistics Service Providers, CFSs Custodians, Trade, Customs Staff and all other stakeholders is invited to the Board’s Circular no.-38/2020-Customs dated 21.08.2020 (JNCH Public Notice No.-114/2020 dated 10.09.2020) about the introduction of Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 (hereafter referred to as the CAROTAR, 2020) issued vide Notification No. 81/2020-Customs (N.T.) dated 21st August, 2020, which have come into force from 21.09.2020. With the implementation of CAROTAR, 2020, all the cases of availment of Preferential Tariffs under the respective trade agreements (FTA/PTA/CECA/CEPA) have to be dealt with as per the provisions of CAROTAR, 2020.

All the cases of provisional assessment in relation to imports made with claim of Preferential Tariffs are also to be dealt with as per the provisions of the said Rules only. 3. In view of the above, JNCH Public Notice Nos. 46/2020 dated 07.04.2020, 60/2020 dated 23.04.2020 and 68/2020 dated 14.05.2020 are hereby withdrawn with immediate effect.

Difficulties, if any, faced in implementation of this Public Notice may be brought to the notice of the Addl. / Joint Commissioner (Appraising Main (Import)) through email at appraisingmain.jnch@gov.in. 5. This Public Notice should be considered as Standing Order for the purpose of officers and staff of department.
