सा.का.जन. 123.—रा्‍ रृजत, संजविान के अनुच् छेि 309 के ृरंतुक ्ारा प्रित् त िजि ों का प्र ोग करते हुए अनुसंिान अजिकारी (भती) जन म, 2012 का अजिक्रान्त करते हुए उन बातों के जसवा जिन् िें ऐसे अजिक्रमण से ृिले दक ा ग ा िज ा करने का लोृ दक ा ग ा िज, उद्योग संविगन और आंतंरक व् ाृार जवभाग में अनुसंिान अजिकारी के ृि की भती की ृद्धजत का जवजन मन करने के जलए जनम नजलज त जन म बनाते िैं, अ ागत्:-
1.

रमण से ृिले दक ा ग ा िज ा करने का लोृ दक ा ग ा िज, उद्योग संविगन और आंतंरक व् ाृार जवभाग में अनुसंिान अजिकारी के ृि की भती की ृद्धजत का जवजन मन करने के जलए जनम नजलज त जन म बनाते िैं, अ ागत्:-

1. संजक्षप् त नाम और प्रारंभ.— (1) इन जन मों का संजक्षप् त नाम उद्योग संविगन और आंतंरक व् ाृार जवभाग, अनुसंिान अजिकारी भती जन म, 2021 िज।
   (2) े रािृत्र में उनके प्रकािन की तारी को प्रवषत् त िोंगे।
2. ृि सं्‍ ा, वगीकरण, और वेतन मजंरक् स में स्ट् तर.— उि ृि की सं्‍ ा, उनका वगीकरण और वेतन मजंरक् स में स्ट् तर वि िोगा, िो इन जन मों से उृाबद्ध अनुसूिी के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्िग्‍ ट िैं।
3. भती की ृद्धजत, आ ु-सीमा, अितागएं आदि.—भती की ृद्धजत, आ ु-सीमा, अितागएं और उससे संबंजित अन् बातें वे िोंगी िो उक् त अनुसूिी के स्ट् तंभ (5) से स्ट् तंभ (13) में जवजनर्िग्‍ ट िैं।
4. जनरिगता.—वि व् जि- (क). जिसने ऐसे व् जि से जिसका ृजत ा जिसकी ृत् नी िीजवत िज, जववाि दक ा िज ा जववाि की संजविा की िज; ( ). जिसने अृने ृजत ा अृनी ृत् नी के िीजवत रिते हुए दकसी व् जि से जववाि दक ा िज, ा जववाि की संजविा की िज! उि ृि ृर जन ुजि का ृात्र निीं िोगा: ृरन् तु दि केंरी सरकार का ि समािान िो िाता िज दक ऐसा जववाि ऐसे व् जि और जववाि के अन् ृक्षकार को लागू स्ट्वी जवजि के अिीन अनुज्ञे िज और ऐसा करने के जलए अन् आिार िैं तो वि दकसी व् जि को इस जन म के प्रवतगन से छूट िे सकेगी।

5. जिज ल करने की िजि.—ििां केंरी सरकार की ि रा िज दक ऐसा करना आव‍ क ा समीिीन िज, विां वि उसके जलए िो कारण िैं, उन्िें ले बद्ध करके, इन जन मों के दकसी उृबंि को दकसी वगग ा प्रवगग के व् जि ों की बाबत, आिेि ्ारा जिज ल कर सकेगी।

(i) दकसी मान् ताप्राप् त जव‍ वजवद्याल ा संस्ट् ान से अ गिास्त्र ा अनुप्र ुि अ गिास्त्र ा व्यवसा संबंिी अ गिास्त्र ा अ गजमजत में स्नातकोत्तर जडग्री; अ वा दकसी मान् ताप्राप्त जवश्वजवद्याल ा संस्ट् ान से अ गिास्त्र में एक ृेृर के सा गजणत ा सांज्‍ की में स्नातकोत्तर जडग्री ; और (ii) अनुसंिान, अन्वेषण, संग्रिण, संकलन जनवगिन और सांज्‍ की डाटा के जवश्लेषण के क्षेत्र में तीन वषग का अनुभव ंटप्ृण 1: आमेलन के जलए केवल केंरी सरकार ा रा सरकार ा संज रा क्षेत्र प्रिासन के अजिकांर ों ृर जविार दक ा िाएगा। ंटप्ृण 2: केंरी सरकार के इसी अ वा अन् संग न ा जवभाग में इस जन ुजि से तत्काल ृूवग िांरत अन् ृूवग कॉडर ृि में प्रजतजन ुजि (अल्ृकाजलक संजविा को सजममजलत करते हुए) की अवजि सजित प्रजतजन ुजि की अवजि (अल्ृकाजलक संजविा को सजममजलत करते हुए) समान् त: तीन वषग से अजिक निीं िोगी। ंटप्ृण 3: प्रजतजन ुजि (अल्ृकाजलक संजविा को सजममजलत करते हुए) ृर स्ट् ानांतरण ्ारा जन ुजि के जलए अजिकतम आ ु सीमा आवेिनों की प्राजप्त की समाृन तारी को 56 वषग से अजिक निीं िोगी। [फा. सं. ए-12018/1/2019-स्ट् ा. MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) New Delhi, the 8th September, 2021 G.S.R. 123.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Research Officer (Recruitment) Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Research Officer in the Department for Promotion of Industry and Internal Trade, namely:-

1. Short title and commencement.— (1)These rules may be called the Department for Promotion of Industry and Internal Trade, Research Officer Recruitment Rules, 2021. (2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc.The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(a)(i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with two years service rendered after appointment to the post on a regular basis in posts in level-9 of the pay matrix (Rs. 53100-167800/-) or level-8 of the pay matrix (Rs. 47600- 151100/-) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience: (i) Masters degree in Economics or Applied Economics or Business Economics or Econometrics from a recognised University or institute; Not applicable.
