सा.का.जन. 617(अ).— केन्द्रीय सरकार बॉयलर अजधजनयम, 2025 (2025 का 12) की धारा 39 की उप-धारा (1) और उप-धारा (2) के खंड (ख) और (ग) द्वारा प्रित्त िजियों का प्रयोग करते हुए जनम्नजलजखत जनयम बनाती है, अर्ाधत:- 1. संजिप् त नाम और प्रारंभ (1) इन जनयमों का संजिप्त नाम तकनीकी सलाहकार (अहधता, अनुभव, वेतन और भत्ते) जनयम, 2025 है।
(2) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत् त होंगे। 2. पररभाषा- इन जनयमों में, िब तक दक संिभध से अन्द्यर्ा अपेजित न हो,- (क) "अजधजनयम" से बॉयलरअजधजनयम, 2025 (2025 का 12) अजभप्रेत है; (ख)"सरकार" से भारत सरकार अजभप्रेत है; (ग) "मान्द्यता प्राप्त जवश्वजवद्यालय या समतुल्य" से, केन्द्रीय या राज्य जवत्तपोजषत जवश्वजवद्यालय या संस्ट्र्ान, "अजखल भारतीय तकनीकी जििा पररषि" द्वारा अनुमोदित इंिीजनयररंग कॉलेि, जवश्वजवद्यालय अनुिान आयोग द्वारा अनुमोदित जनिी या डीम्ड जवश्वजवद्यालय, इंिीजनयसध संस्ट्र्ान अजभप्रेत है । (घ) “तकनीकी सलाहकार” से, अजधजनयम की धारा 4 की उप-धारा (1) के अधीन जनयुि तकनीकी सलाहकार अजभप्रेत है । सं. 573] नई दिल्ली, बुधवार, जसतम् बर 10, 2025/भार 19, 1947

(2) इन जनयमों में ऐसे िब्िों और अजभव्यजियां जिनका प्रयोग दकया गया है, परंतु िो पररभाजषत नहीं दकया गया है, उनका वही अर्ध होगा िो अजधजनयम में उनके जलए जनयत है। 3.
जनम्नजलजखत अहधता और अनुभव रखने वाले व्यजि तकनीकी सलाहकार के रूप में जनयुि दकए िाएंगे, अर्ाधत:- (क) दकसी मान्द्यता प्राप्त जवश्वजवद्यालय से मैकेजनकल इंिीजनयररंग में स्नातक की जडग्री या समतुल्य; और (ख) अजधजनयम और इसके अधीन बनाए गए जनयमों और जवजनयमों के कायाधन्द्वयन से संबंजधत प्रबंधकीय िमता या बॉयलर के जवजनमाधण या प्रचालन या रख-रखाव या जनरीिण में पंरह वषध का अनुभव। 4. सेवा के वेतन और भत्ते तर्ा जनबंधन और ितें वही होंगी िो भारत सरकार के समतुल्य स्ट्तर के सामान्द्य केंरीय सेवा समूह ‘क’ के रािपजत्रत अजधकाररयों के जलए लागू हैं। [फा. सं. पी-30015/8/2025-बॉयलर] डॉ. संध्या भुल्लर, संयुि सजचव

G.S.R. 617(E).— In exercise of the powers conferred by sub-section (1) and clauses (b) and (c) of sub-section (2) of section 39 of the Boilers Act, 2025 (12 of 2025), the Central Government hereby makes the following rules, namely:-

(2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – In these rules, unless the context otherwise requires, – (a) "Act" means the Boilers Act, 2025 (12 of 2025); (b) “Government” means the Government of India; (c) “Recognised University or equivalent” means a Central or State funded University or Institution, Engineering College approved by “All India Council for Technical Education”, Private or Deemed University approved by the University Grants Commission, Institution of Engineers; (d) “Technical Adviser” means the Technical Adviser appointed under sub-section (1) of section 4 of the Act; (2) Words or expressions used in these rules but not defined shall have the meaning assigned to them in the Act. 3. A person to be appointed as Technical Adviser shall have the qualification and experience, namely:-
(a) a bachelor’s degree in Mechanical Engineering from a recognised University or equivalent; and
(b) fifteen years experience in a managerial capacity in the implementation of the Act and the rules and regulations thereunder or in the manufacture or operation or maintenance or inspection of boilers. 4.

Central Service Group’A’ Gazetted officers of the equivalent level in the Government of India.
