सा.का.जन. 498(अ).—जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) जनयम, 2016 का संिोधन करने के जलए जनम्नजलजखत जनयमों का प्रारूप, जिसे केन्द्र सरकार, जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए बनाने का प्रस्ट्ताव करती है, ऐसे सभी व्यजियों की िानकारी के जलए, जिनके इन जनयमों से प्रभाजवत होने की संभावना है, उि अजधजनयम की धारा 18 की उपधारा (1) की अपेक्षानुसार प्रकाजित दकया िाता है; और एतद्द्वारा यह सूचना िी िाती है दक उि प्रारूप जनयमों पर उस तारीख से, जिसको इस अजधसूचना की रािपत्र में प्रकाजित प्रजतयां िनसाधारण को उपलब्ध करा िी िाती हैं, तीस (30) दिन के पश्चात् जवचार दकया िाएगा; इन प्रारूप जनयमों पर आपजत्तयां अिवा सुझाव, यदि कोई हों, जनर्िधष्ट अवजध के भीतर उप सजचव (जवस्ट्फोटक), उद्योग संवधधन और आंतररक व्यापार जवभाग, वाजणज्य और उद्योग मंत्रालय को कक्ष संख्या 204, वाजणज्य भवन, नई दिल्ली-110001 अिवा ई-मेल expl-dipp@nic.in; पर भेिे िा सकते हैं;

 उि प्रारूप जनयमों के संबंध में दकसी भी व्यजि से, जवजनर्िधष्ट अवजध के भीतर प्राप्त होने वाली आपजत्तयों या 

सुझावों पर केंर सरकार द्वारा जवचार दकया िाएगा।
प्रारूप जनयम 1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों को जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) (संिोधन) जनयम, 2024 कहा िाएगा।
(2) ये रािपत्र में इनके प्रकािन की तारीख को लागू होंगे।
2. जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) जनयम, 2016 में जनम्न संिोधन दकए िाते है 3. अनुसूची-I मेंताजलका खके बाि, जनम्नजलजखत ताजलका अंत:स्ट्िाजपत की िाएगी, अिाधत्; ग. जनयम 13, 18, 19, 33 एवं 43 के अंतगधत जनरीक्षण, परीक्षण एवं प्रमाणन के जलए जनरीक्षक या सक्षम व्यजि या तृतीय पक्ष जनरीक्षण एिेंसी (टीपीआईए) को िेय िुल्क जनम्नानुसार होगा:- क्रम सं. उद्देश्य िुल्क 1.
प्रत्येक िाब पात्र के जलए जनयम 13 के अंतगधत चरणवार जनरीक्षण और जनयंत्रण का प्रमाणपत्र िारी करना 4000 2.
प्रत्येक िाब पात्र के जडिाइन ड्राइंग और जडिाइन गणना का जनयम 13 के अंतगधत मूल्यांकन 2000 3.
िाब पात्र की मरम्मत के जलए जनयम 13 के अंतगधत जनमाधण ड्राइंग का मूल्यांकन 2000 4.
िाब पात्र पर लगे प्रत्येक सुरक्षा वाल्व का जनयम 18 के अंतगधतपरीक्षण और प्रमाणन 1000 5.

िाब पात्र की मरम्मत के जलए जनयम 13 के अंतगधत जनमाधण ड्राइंग का मूल्यांकन 2000 4.
िाब पात्र पर लगे प्रत्येक सुरक्षा वाल्व का जनयम 18 के अंतगधतपरीक्षण और प्रमाणन 1000 5.
प्रत्येक िाब पात्र का जनयम 19 के अंतगधत आवजधक परीक्षण और प्रमाणन

i) भूजम के ऊपर क्षैजति या ऊर्धवाधर पात्र 3000 ii)हॉटधन स्ट्फेयर 5000 iii)भूजमगत या माउंडेट पात्र

जनयम 33 के अंतगधत सुरक्षा का प्रमाणपत्र

i) जनयम 22 की ताजलका 1, 2 और 3 के अंतगधत आने वाले पररसर 3000 ii) जनयम 22 की ताजलका 6 और 7 के अंतगधत आने वाले पररसर 1000 iii) जनयम 22 की ताजलका 4 और 5 के अंतगधत आने वाले पररसर 5000 7.
जनयम 43 के अंतगधत पररवहन वाहन के जलए सुरक्षाप्रमाणपत्र 2000 [फा. सं. पी-13033/68/2023-जवस्ट्फोटक] डॉ. संर्धया भुल्लर, संयुि सजचव रटप्पण : मूल जनयम, भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) में अजधसूचना सं. सा.का.जन. 1109(अ) द्वारा दिनांक 1 दिसंबर, 2016 को प्रकाजित दकए गए िे और बाि में सा.का.जन. 388(अ), दिनांक 20 अप्रैल, 2018, सा.का.जन. 148(अ), दिनांक 25 फरवरी, 2019 और सा.का.जन. 609 (अ) दिनांक 31/08/2021 द्वारा संिोजधत दकया गया।

MINISTRY OF COMMERCE AND INDUSTRY (Department of Industrial Policy and Promotion) NOTIFICATION New Delhi, the 13th August, 2024 G.S.R. 498(E) —The draft of the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 which the Central Government proposes to make in exercise of the powers conferred by section 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub-section (I) of section 18 of the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Deputy Secretary (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 204, Vanijya Bhavan, New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above; The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government. 1. Short title and commencement- (1) these rules may be called the Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules 2024.(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Static and Mobile Pressure Vessels (U) Rules, 2016 following may be amended
3. In the Schedule -I after table B, following table shall be inserted namely; C. Fees payable to Inspector or Competent Person or Third Party Inspection Agency (TPIA) for inspection, testing and certification under rules 13, 18, 19, 33 & 43 shall be as follows:-
