PART II—Section 3—Sub-section (ii) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY वाजणज्य और उद्योग मंत्रालय (उद्योग संवधधन और आंतररक व् यापार जवभाग) अजधसूचना नई दिल् ली, 11 नवम् बर, 2022 का.आ. 5282(अ).—जवस्ट् फोटक अजधजनयम, 1884 (1884 का 4) की धारा 14 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्रीय सरकार यूएन क्लास 1 (जवस्ट्फोटक) के अंतगधत आने वाले स्ट्पेस रॉकेट हेतु ठोस प्रणोिक के जवजनमाधण, भंडारण, उपयोग और पररवहन के जलए जवस्ट्फोटक जनयम, 2008 के सभी उपबंधों के प्रचालन से भारतीय अंतररक्ष अनुसंधान संगठन को छूट प्रिान करती है, िो जनम्नजलजखत ितों के अधीन होगा, अर्ाधत : - (i) जवस्ट्फोटकों के जवजनमाधण, भंडारण हेतु भवन जनमाधण, पररवहन और जवस्ट्फोटकों के उपयोग के जलए जवस्ट्फोटक के भंडारण और पररवहन संबंधी सजमजत (एसटीईसी) के दििाजनिेिों का पालन करना; और (ii) अजि, जवस्ट्फोटक और पयाधवरण सुरक्षा केंद्र (सीएफईईएस), रक्षा मंत्रालय के एक सिस्ट्य की भागीिारी के सार् ठोस प्रणोिक जवजनमाधण सुजवधाओं का जद्ववार्षधक सुरक्षा ऑजडट कायध करना। [फा. सं. पी-13033/112/2021-जवस्ट्फोटक] सुजमता डावरा, जविेष सजचव

THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 11th November, 2022 S.O. 5282(E).—In exercise of the powers conferred by sub-section (2) of section 14 of The Explosives Act,1884 (4 of 1884), the Central Government hereby exempts Indian Space Research Organisation from the operation of all the provisions of the Explosives Rules, 2008 for manufacturing, storage, use and transportation of “Solid Propellant for Space Rockets falling under UN Class 1 (Explosives) subject to the following conditions, namely:-
(i) to follow the Storage and Transportation of Explosives Committee (STEC)guidelines for construction of buildings for manufacture, storage, transportation and use of explosives; and (ii) to carry out biennial safety audit of the solid propellant manufacturing facilities with the participation of a member from The Center for Fire, Explosive and Environment Safety, (CFEES), Ministry of Defence.
