वाजणज्य और ईद्योग मंत्रालय (ईद्योग संवधधन और अंतररक व् यापार जवभाग) ऄजधसूचना नइ ददल् ली 2 फरवरी, 2021 सा.का.जन. 96(ऄ).—जस्ट्थर और गजतिील दाब पात्र (ऄज् वजलत) जनयम, 2016 का संिोधन करने के जलए जनम् नजलजखत जनयमों के प्रारूप, जजसे केन्द र सरकार, जवस्ट् फोटक क ऄजधजनयम,1884 (1884 का 4) की धारा 5 तथा 7 द्वारा प्रदत्त िजियों का प्रयोग करते हुए ईक् त ऄजधजनयम की धारा 18 की ईपधारा (1) द्वारा यथा ऄपेजित व्यजियों को जानकारी के जलए प्रकाजित की जाती है, जजनके ईससे प्रभाजवत होने की संभावना है; और यह नोरटक स ददया जाता है दक ईक् त प्रारूप जनयमों पर, जजस तारीख से आस ऄजधसूचना वाले राजपत्र की प्रजतयां जनता को ईपलब् ध करा दी जाती हं, ईससे तीस ददन या ईसके पश् चात जवचार दकया जाएगा; आन प्रारूप जनयमों के बारे में, अपजत्तयााँ या सुझाव, यदद कोइ है, को श्री सुिील के. सातपूते, जनदेिक (जवस्ट् फोटक क), ईद्योग संवधधन और अंतररक व् यापार जवभाग, वाजणज् य और ईद्योग मंत्रालय, कमरा नं. 265, ईद्योग भवन, नइ ददल् ली– 110001 या इमेलः sushil.satpute@nic.in को उपर जनधाधररत ऄवजध के भीतर भेजे जा सकेंगे । ईक् त प्रारूप के बारे में, दकसी व् यजि से प्रा् त अपजत्तयााँ या सुझाव, को ईपयुधक् त जवजन्द् टक ऄवजध के भीतर केंर सरकार द्वारा जवचार दकया जाएगा।

प्रारूप जनयम
- संजि् त नाम और प्रारम् भ.–(1) आन जनयमों का संजि् त नाम जस्ट्थर और गजतिील दाब पात्र (ऄज् वजलत) (संिोधन)
जनयम, 2021 होगा।
(2) ये राजपत्र में प्रकािन की तारीख को प्रवृत होंगे । - जस्ट्थर और गजतिील दाब पात्र (ऄज् वजलत) जनयम, 2016 में जनम् नजलजखत संिोधन दकया जाएगा
- ईक् त जनयम में, जनयम 2 में, ईप जनयम (xxix) के पश् चात जनम् नजलजखत ऄंतःस्ट् थाजपत दकया जाएगा; “(xxix) (क) अइएसओ टक ंक कंटक ेनर से ऐसा टक ंक कंटक ेनर ऄजभप्रेत है जजसमें दो बुजनयादी तत्व िाजमल हं, पात्र और ढांचा, जो सड़क, रेल और समुर के द्वारा संपीजडत गैस पररवहन के जलए ईपयुि है, जजसमें पररवहन के आन रूपों के बीच ऄंतबधदल िाजमल है, और जो अइएसओ 1496 की ऄपेिाओं का ऄनुपालन करता है ”।
- ईक् त जनयम में, जनयम 2 (xl) के पश् चात, जनम् नजलजखत पंजि प्रजतस्ट् थाजपत की जाएगी:- “(xl) (क) थडध पाटक ी आंस्ट्पेक्िन एजेंसी (टक ीपीअइए) से ऐसा पेिेवर संगठन ऄजभप्रेत है जो मुख्य जनयंत्रक द्वारा जनरीिण, प्रमाणन, परीिण और खतरनाक रसायन जनमाधण, भंडारण और अयात जनयम, 1989 के तहत पररभाजित प्रमुख दुघधटक ना खतरों (एमएएच) पररसर की सुरिा ऑजडटक करने के जलए मान्दयता प्राप्त हं और जजसमे ऐसे व्यजि िाजमल होगें जजनके पास सिम व्यजियों के समान योग् यता और ऄनुभव हो”।
- ईक् त जनयम में, जनयम 2 ईप जनयम (xliii) में, ‘दाब पात्र’ िब् द के पश् चात जनम् नजलजखत िब् द ऄंतःस्ट् थाजपत दकए
जाएंगे: ऄथाधत-
“,अइएसओ टक ंक कंटक ेनर” - ईक् त जनयम में, जनयम 18 (2)(xiii) में, ‘सिम व् यजि’ िब् दों के पश् चात जनम् नजलजखत िब् द ऄंतःस्ट् थाजपत दकए
जाएंगे: ऄथाधत-
“,थडध पाटक ी आंस्ट्पेक्िन एजेंसी (टक ीपीअइए)” - ईक् त जनयम में, जनयम 19 (1)(क) और 19(7) में, ‘सिम व् यजि’ िब् दों के पश् चात जनम् नजलजखत िब् द ऄंतःस्ट् थाजपत
दकए जाएंगे;
“,थडध पाटक ी आंस्ट्पेक्िन एजेंसी (टक ीपीअइए)” - ईक् त जनयम में, जनयम 33 में, ‘सिम व् यजि’ िब् दों के पश् चात जनम् नजलजखत िब् द ऄंतःस्ट् थाजपत दकए जाएंगे:
ऄथाधत-
“,थडध पाटक ी आंस्ट्पेक्िन एजेंसी (टक ीपीअइए)” - ईक् त जनयम में, जनयम 43 में, ‘सिम व् यजि’ िब् दों के पश् चात जनम् नजलजखत िब् द ऄंतःस्ट् थाजपत दकए जाएंगे:
ऄथाधत-
“,थडध पाटक ी आंस्ट्पेक्िन एजेंसी (टक ीपीअइए)” - ईक् त जनयम में, जनयम 49 ईप जनयम (4) में, ‘एलएस-2’ िब् द और ऄंक के पश् चात जनम् नजलजखत िब् द और
ऄंक ऄंतःस्ट् थाजपत दकए जाएंगे: ऄथाधत-
“,एलएस-2क” - ईक् त जनयम में, जनयम 50 ईप जनयम (ग) के पश् चात जनम् नजलजखत ऄंतःस्ट् थाजपत दकया जाएगा: ऄथाधत-
“प्ररूप एएस -4 में, यदद अवेदन भारतीय िेत्र के भीतर भूजम मागध से अइएसओ टक ंक कंटक ेनर में संपीजड़त गैस पररवहन की ऄनुमजत के संबंध में है या अइएसओ टक ंक पोत में संपीजड़त गैस के अयात और पररवहन की
ऄनुमजत हं”

12. ईक् त जनयम में, पररजि् टक IIक में, क्र.सं. 2 में, कॉलम 4 में, “(1) न्द यूनतम 10 विध का ऄनुभव - ” िब् दों को

जारी करने की ताररख
मुख् य जवस्ट् फोटक क जनयंत्रक / जवस्ट् फोटक क जनयंत्रक
यदद वाहन जस्ट् थर तथा गजतिील दाबपात्र (ऄज् वजलत) जनयम 2016 के ऄध्यायों II और IV की ऄपेिाओं के ऄनुरूप नहीं
पाए जानेया जजन जनयमों एवं िततों के ऄधीन यह ऄनुमजत जारी की गइ है, ईनमें से दकसी का ईल्लंघन होने की दिा में यह
ऄनुमजत रे की जा सकती है एवं ऄनुमजत धारक ऄजधजनयम के ऄधीन दण् डनीय होगा ।
ितें
1.
अइएसओ टक ंक कंटक ेनर का ईपयोग ईस संपीजड़त गैस के पररवहन के जलए दकया जाएगा जजसके जलए ऄनुमजत दी
गइ है ।
2.
लोड वाहन का वजन अइएसओ टक ंक कंटक ेनर पर माईन्न्द टक ग के ईेेश् य से प्रयोग दकए जाने वाले प्रस्ट् ताजवत वाहन के
अरएलडब्ल्यू / जीसीडब्लू / जीवीडब्ल्यू से ऄजधक नहीं होगा ।
3.
अइएसओ टक ंक कंटक ेनर का ईपयोग संपीजड़त गैस के जस्ट् थर भंडारण ऄजध् ठापन के जलए नहीं दकया जाएगा।
4.
भारतीय सीमा के ऄन्द दर अइएसओ टक ंक कंटक ेनर के बहुजवध पररवहन के मामले में–
क माईन्न्द टक ग एवं डी-माईन्न्द टक ग के स्ट्थानों पर ईठाने और बांधने की पयाध् त सुजवधाएं सुजनजचित की जाएंगी।
ख- रेलवे/ पत् तन/पोत पररवहन महाजनदेिक/सीमा िुल् क अदद जो भी लागू हो के सांजवजधक ऄपेिाओं के
ऄनुपालन का ईत् तरदाजयत् व ऄनुमजत धारक का होगा ।
5-
अइएसओ टक ंक कंटक ेनर पर अइएसओ 6348 की ऄपेिाओं के जचहनांकन होगा ।

IMDG में जवजन्द् टक ानुसार अइएसओ टक ंक कंटक ेनर का अवजधक जनरीिण दकया जाएगा।
7-
अइएसओ टक ंक कंटक ेनर की मरम्मत मूल ईपकरण जवजनमाधता द्वारा की जाएगी ।
8-
ऄनुमजत पत्र को ऄनुमजत प्राप्त वाहन में हर समय रखा जाएगा और जनयम 70 में जवजन्द् टक ानुसार, दकसी
ऄजधकारी द्वारा मांगे जाने पर प्रस्ट् तुत दकया जाएगा ।
9-
ऄनुमजत प्रा् त वाहन चलाने या तत् सम् बन्द धी दकसी भी कायध के जलए केवल ऐसे जजम् मेदार व्यजियों को ऄनुमजत दी
जाएगी जो ऄनुमजत की िततों के जानकार हों ।
10-
ऄनुमजत प्रा् त वाहन के साथ हमेिा एक जजम्मेदार व्यजि तथा संपीजड़त गैस के पररवहन के समय कम से कम दो
व्यजि मौजूद रहेंगे ।
बिते ऄनुमजत प्राप्त वाहन, यदद खाली हो, तो मुख्य जनयंत्रक या जनयंत्रक द्वारा जलजखत रूप में, ईस
ईेेश्य के जलए स्ट्वीकृत दकए गए स्ट्थान पर जबना दकसी की मौजूदगी के खड़ा दकया जा सकता है ।
11-
ऄनुमजत प्रा् त वाहन में हमेिा ईपलब् ध रखा जाए –
ए- कम से कम दो पोटक ेबल ऄजग् निमन यंत्र, जो 9 लीटक र से कम न हों एवं रासायजनक अग बुझाने के जलए ईपयुि
हों;
बी- ज्वलनिील संपीजड़त गैस के पररवहन के जलए ईपयोग दकए जाने वाले वाहन के मामले में जवद्युत बॉन्न्द डग के
जलए एक मजबूत लचीला केबल; केबल कम से कम 5 मीटक र लंबा होगा और प्रत्येक छोर पर एक ईपयुि क्लंप या
जक्लप होगा।
12-
संपीजड़त गैस, मुख् य जनयंत्रक या जनयंत्रक द्वारा जनयमों के ऄन्द तगधत जन्द् टक से ऄनुज्ञ् त पररसर के ऄन्द दर ऄनुमोददत
स्ट् थान के ऄजतररक् त दकसी ऄन्द य स्ट् थान परया जब पात्र मय दफटक मेन्द टक लीक,दोिपूणध या ऄन्दयथा ऄसुरजित
हो,अइएसओ टक ंक कंटक ेनर में / से लोड या ऄनलोड नहीं दकया जाएगा ।
बिते दकसी दुघधटक ना या ब्रेक डाईन की जस्ट् थजत में अइएसओ टक ंक कंटक ेनर को सभी सावधाजनयों और पयाधप्त
पयधवेिणके साथदकसी भी ऄन्दय स्ट्थान पर ऄनलोड दकया जा सकता है ।
13.
दकसी अइएसओ टक ंक कंटक ेनर दकसी भी संपीजड़त गैस को सीधे दकसी भी प्रोसेस पात्र में जडस्ट् चाजध नहीं दकया
जाएगा ।
14.
यदद कोइ भी दफटक मेंटक मय पात्र लीक,दोिपूणध या ऄन्दयथा ऄसुरजित हो,ऄनुमजत प्रा् त अइएसओ टक ंक कंटक ेनर लोड
नहीं दकया जाएगा ।
15.
ऄनुमजत प्रा् त अइएसओ टक ंक कंटक ेनर में / से संपीजड़त गैस लोड / ऄनलोड करने से पूवध –
क- आसके आंजन को बंद कर ददया जाएगा और बैटक री को एक ईजचत जस्ट्वच या ऄन्दयथा ऄलग दकया जाएगा;
ख- आसके पजहए ब्रेक द्वारा या स्ट्कैन्चग द्वारा सुरजित दकए जाएंगे;
ग- यदद वाहन ज्वलनिील संपीजड़त गैस के पररवहन के जलए ईपयोग दकया जा रहा है, तो आसकी चेजसस को
पाआप के साथ एक केबल द्वारा या जजसमें से आसे लोड या ऄनलोड दकया जाना है, जवद्युत रूप से जोड़ा जाएगा;
घ- दोनों जसरों पर सही प्रकार से भरण या जडस्ट् चाजध पाआप कनेक्िन दकए जाएंगे;
ङ- जब तक लोन्डग या ऄनलोन्डग खत्म न हो जाए एवं वाहन को सील न कर ददया जाए, एक जजम्मेदार व्यजि
साथ में ईपजस्ट्थजत में होगा ।
16-
रैदफक जसग्नलों पर या ऄनुज्ञज् त प्राजधकारी की अवश् यकतानुसार या जनयमों को लागू करने वाले दकसी ऄन्द य
ऄजधकारी के कहे जाने के ऄजतररक् त ऄनुमजत प्रा् त वाहन दकसी सड़क पर, भीड़भाड़ युक् त स्ट् थान पर या दकसी
ऐसे स्ट् थान पर अइएसओ टक ंक कन्द टक ेनर वाहन के लोन्डग एवं ऄनलोन्डग के जलए जो जनयमों के ऄधीन ऄनुज्ञज् त
पररसर के ऄन्द दर कोइ स्ट् थान नहीं है, नहीं रोका जाएगा ।

17- दकसी ज् वलनिीन गैस के पररवहन के जलए के जलए प्रयोग में लाए जा रहे ऄनुमजत प्रा् त वाहन पर धू्रपपान, दकसी
भी प्रकार के ऄजग् न का रोतोत या कृजत्रम रोिनी या कोइ वस्ट् तु जो ज् वलनिील वा् प ईत् पन्द न कर सकता है, की
ऄनुमजत नहीं होगी ।
18-
ऄनुमजत प्रा् त अइएसओ टक ंक कन्द टक ेनर याजत्रयों को ले जाने के जलए प्रयोग नहीं दकया जाएगा ।
19-
ऄनुज्ञ् त प्राजधकारी के जलजखत पूवाधनुमजत के जबनाअइएसओ टक ंक कन्द टक ेनर या ईसके दफटटक ग् स में दकसी तरह का
बदलाव नहीं दकया जाएगा । ऐसे बदलाव ऄनुज्ञज् त में संिोधन के रूप में पृ् ठांदकत होंगे ।
20-
अइएसओ टक ंक कन्द टक ेनर के ऄन्द दर घरटक त दकसी दुघधटक ना, ऄजग् न, जवस्ट् फोटक या दकसी ऄजप्रय घटक ना की सूचना संप्रेिण
के िीघ्रगामी साधन द्वारातत् काल मुख् य जनयंत्रक/जनयंत्रक, जनकटक मत पुजलस थाना एवं जजला मजजस्ट् रेटक को दी
जाएगी ।

जविय : एसएमपीवी (यू) जनयम -2016 के तहत अइएसओ टक ंक कंटक ेनर में संपीजड़त गैस का अयात और पररवहन। महोदय, ईपरोि जविय पर ऄपने पत्र क्रमांक ------- ददनांक -------------- का सन्द दभध लें । अइएसओ कन्द टक ेनर में जनम् न जववरण के ऄनुसार ...................... से .............................. जस्ट् थत अपके फैक् टक री पररसर तक ................... गैस के अयात और पररवहन (और खाली कन्द टक ेनर की वापसी ) के जलए ऄनुमजत प्रदान की जाती है - पात्र सम् बन्द धी जववरण -

च- टक ंक का सकल वजन वाहन के अरएलडब्ल्यू से ऄजधक नहीं होगा ।
छ- ईत्पाद केवल एसएमपीवी(यू) जनयम -2016 के प्ररूप - III में ऄनुज्ञ् त पररसर में ही लोड / ऄनलोड दकया
जाएगा।
ज- अइएसओ कंटक ेनर को भरने / खाली करने के बाद अइएसओ कंटक ेनर की वापसी के जलए दस्ट्तावेजी साक्ष्य प्रस्ट्तुत
करें।
ईपरोि ऄनुमजत सुरिा के जहत में और िततों के ईल् लंघन की दिा में,अवश्यक होने पर दकसी भी समय की

MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 2nd February, 2021 G.S.R. 96(E).—The draft of the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 which the Central Government proposes to make in exercise of the powers conferred by section 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub-section (I) of section 18 of the said Act for information of all persons likely to be affected thereby; and

notice is hereby given that the said draft rules shall be taken into consideration after thirty days from the
date on which the copies of this notification as published in the Official Gazette are made available to the
public;
Objections or suggestions, if any, to these draft rules may be sent to the Shri Sushil K Satpute,
Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce

within the period specified above;
The objections or suggestions which may be received from any person with respect to the said draft
rules, within the period so specified will be considered by the Central Government.
Draft Rules
1.
Short title and commencement-(1) these rules may be called the Static and Mobile Pressure
Vessels (Unfired) (Amendment) Rules 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.

In the Static and Mobile Pressure Vessels (U) Rules, 2016 following may be amended

In the said Rules in Rule 2 after sub rule (xxix) following shall be inserted namely;
―(xxix)(a) ISO Tank Container means tank container which includes two basic elements, the vessel
and the framework, suitable for the carriage of compressed gas for conveyance by road, rail and
sea, including interchange between these forms of transport and complies with requirements of
ISO 1496‖

In the said Rules, in Rule 2 after(xl), the following lines to be added:-
(xl) (a) Third Party Inspection Agency (TPIA) means a professional organization recognized by
Chief Controller to carry out inspection, certifications, testing and safety audit of major accident
hazards (MAH) premises as defined under Manufacture, Storage and Import of Hazardous
Chemicals Rules, 1989, and having persons with qualifications and experience as applicable to the
competent persons.

In the said Rules in Rule 2 sub rule (xIiii) after the word pressure vessel following words shall be
inserted namely;
―,ISO Tank Container‖
6. In the said Rules, in the rule 18 (2) (xiii) after the word ―competent person‖ the following words
shall be inserted, namely: -
―, Third party inspection agency (TPIA)‖.
7. In the said Rules, in the rule 19 (1) (a) and 19 (7) after the word ―competent person‖ the following
words shall be inserted, namely: -
―, Third party inspection agency (TPIA)‖.
8. In the said Rules,in the rule 33 after the word ―competent person‖ the following words shall be
inserted, namely: -
―, Third party inspection agency (TPIA)‖.
9. In the said Rules, in the rule 43 after the word ―competent person‖ the following words shall be
inserted, namely: -

10. In the said Rules, in the rule 49 sub rule (4) after the words & figure LS-2. Following words and

Tank Container by Road within the Indian Territory or to grant permission for Import & Transport
of Compressed Gas in ISO Tank Container‖
12. In the said Rules, in Appendix IIA, at Sl. No. 2, in column 4 the words ―(1) A minimum
experience of 10 years in –’’ shall be substituted with
―(1) A minimum experience of 5 years in –’’
13. In the said Rules, in Appendix III, at Sl. No. A &4, after the word ―competent person‖ the
following words shall be inserted, namely: -
―, Third party inspection agency (TPIA)‖.
14. In the said Rules in Schedule IB after Sl No. 14 following shall be inserted namely;

This Permission is liable to be cancelled if the Permitted vehicle is not found conforming to the
requirements of chapters II and IV of the Static and Mobile Pressure Vessels (Unfired) Rules 2016, or for
the contravention of any of the said rules and conditions under which this Permission is granted and the
holder of this Permission is also punishable under the Act
CONDITIONS
- ISO Tank Container shall be used for transportation of compressed gas for which permission is granted
- Loaded vehicle weight shall not be more than RLW/GCW/GVW of the vehicle proposed to be used for ISO Tank Container mounting purpose
- ISO Tank Container shall not be used for static storage installation for compressed gas
- In case of multimodal transportation of ISO Tank container within the Indian Territory a. adequate lifting and tie-down facilities shall be ensured at mounting and demounting locations b. Permission holder shall be responsible for compliance of statutory requirements of Railways/Ports/ Director General of Shipping/ Customs etc., as applicable.
- ISO Tank Container shall bear Markings as per the requirements of ISO 6348
- Periodic inspection of ISO Tank Container shall be carried out as specified in IMDG
- Repair of ISO Tank Container shall be carried out by Original Equipment Manufacturer
- The permission letter shall be kept at all times in the permitted vehicle and produced on demand by an officer specified in Rule 70.
- Only responsible persons who are conversant with the conditions of this permission shall be employed for driving the Permitted vehicle or attending to it.
- The Permitted vehicle shall be constantly attended to by a responsible person and by at least two persons while it is transporting compressed gas: Provided that the permitted vehicle may, if empty, be kept unattended in a place approved for the purpose, in writing, by the Chief Controller or Controller.
- The permitted vehicle shall at all times carry – a. at least two portable fire extinguishers of capacity not less than 9 litres and suitable for extinguishing chemical fires; b. a strong flexible cable for electrical bonding in case of vehicle used for transportation of flammable compressed gas; the cable shall be at least 5 metres long and shall have at each end a suitable clamp or clip.
- The compressed gas shall not be loaded or unloaded in/from ISO Tank Container except in a place which is approved within the premises licensed for the purpose under the rules by the Chief Controller or Controller or when the fitments including vessel becomes leaky, defective or otherwise insecure.
[भागII—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 13 Provided that the permitted ISO Tank Container may be unloaded at any other place with all the precautions and under adequate supervision if such unloading is necessitated by an accident or break down. 13. No ISO Tank Container shall discharge any compressed gas directly into any process vessel. 14. The permitted ISO Tank Container shall not be loaded if any of the fitments including vessel becomes leaky, defective or otherwise insecure. 15. Before compressed gas is loaded into or unloaded from the permitted ISO Tank Container – a. its engine shall be stopped and the battery shall be isolated by a proper switch or otherwise; b. its wheels shall be secured by brakes or by scotching; c. its chassis shall be electrically bonded by a cable with the pipe into or from which it is to be loaded or unloaded, in case of vehicle used for transportation of flammable compressed gas; d. the correct filling or discharge pipe connections are made at both ends; e. a responsible person shall be in attendance and remain so until loading or unloading is over and the vehicle has been sealed. 16. Except when called upon by traffic signals or required by the licensing authority or any other officer entrusted with the job of enforcing the rules, the permitted vehicle shall not stop on any road, congested area or a place which is not a place situated within the premises licensed under the rules for the loading and unloading of ISO Tank Container vehicle. 17. No smoking and no fire or artificial light or any article capable of igniting flammable vapour shall be allowed on the permitted vehicle used for the transportation of any flammable gas. 18. The permitted ISO Tank Container vehicle shall not be used for carrying passengers. 19. No alteration in the permitted ISO Tank Container or its safety fittings shall be carried out without previous sanction in writing of the licensing authority. Such alteration so sanctioned shall be endorsed on the licence by an amendment. 20. Any accident, fire, explosion or untoward incident occurred within the permitted ISO Tank Container vehicle shall be immediately reported to the Chief Controller, Controller, nearest police station and District Magistrate by quickest mode of communication.

The above permission is accorded subject to the following conditions:-
a. The permission is valid only for one time import/export of ISO container.
b. safety precautions and relevant provisions of the SMPV(U) Rules-2016 should be strictly complied
with during transportation of the ISO Tank Container(s).
c. The exhaust of the vehicle shall be fitted with a spark Arrestor of a make approved by the Chief
Controller of Explosives if applicable
d. The mounting/demounting of the container shall be carried out under the direct supervision of a
responsible officer of your Organization and a Safety Certificate under rule 43 issued under
SMPV(U) Rules 2016 by a competent person duly recognized by this Department.
e. Necessary permission/ clearance/licences shall be obtained from Port/Transport and any other
authority concerned.
f. The gross weight of the tank shall not exceed the RLW of the vehicle
g. Product shall be loaded/unloaded only in the premises licensed in FORM-III of the SMPV(U)
Rules-2016.
h. Please submit documentary evidence for return of ISO container after filling/emptying of ISO
Container.
The above permission may be reviewed, amended and withdrawn at any time, if considered necessary in
the interest of safety and contravention of conditions.
The above permission is otherwise valid for a period of ONE YEAR from the date of issue of this
letter.
