सा.का.जन. 615(अ).— केन्द्रीय सरकार, बॉयलर अजधजनयम, 2025 (2025 का 12) की उपधारा 2 के खंड (क), खंड (ख), खंड (ग) और खंड (घ) तथा धारा 3 की उपधारा (3) के साथ परित धारा 39 द्वारा प्रित्त िजियों का प्रयोग करते हुए, तथा केन्द्रीय बॉयलर बोडध (सिस्ट्यों का नामजनिेिन) जनयम, 2008 को उन बातों के जसवाय अजधक्ांत करते हुए, जिन्द्हें ऐसे अजधक्मण से पूवध दकया गया है या करने का लोप दकया गया है जनम्नजलजखत जनयम बनाती है, अथाधत:-
1. संजिप्त नाम और प्रारंभ-(1) इन जनयमों का संजिप्त नाम केंरीय बॉयलर बोडध (सिस्ट्यों का नामजनिेिन) जनयम, 2025 है। (2) ये रािपत्र में इनके प्रकािन की तारीख को प्रवृत्त होंगे। 2.
पररभाषाएं - इन जनयमों में, िब तक दक संिभध से अन्द्यथा अपेजित न हो,- (क) "अजधजनयम" से बॉयलर अजधजनयम, 2025 (2025 का 12) अजभप्रेत है; (ख) "बोडध" से अजधजनयम की धारा 3 के अधीन गरित केन्द्रीय बॉयलर बोडध अजभप्रेत है; (ग) "तकनीकी सलाहकार" से अजधजनयम की धारा 4 की उपधारा (1) के अधीन जनयुि तकनीकी सलाहकार अजभप्रेत है; (घ) "सिस्ट्य" से बोडध का सिस्ट्य अजभप्रेत है। सं. 571] नई दिल्ली, बुधवार, जसतम् बर 10, 2025/भार 19, 1947

अध्यि, पिेन- भारत सरकार का सजचव िो केन्द्रीय सरकार के जवभाग का भारसाधक है, जिसके पास बोडध का प्रिासजनक जनयंत्रण है, अजधजनयम की धारा 3 की उपधारा (2) के खंड (क) के अनुसार पिेन अध्यि होंगे। 4.
सिस्ट्य-सजचव, पिेन: तकनीकी सलाहकार, अजधजनयम की धारा 3 की उपधारा (2) के खंड(घ) के अनुसारपिेन सिस्ट्य-सजचव होगा। 5.
अन्द्य सिस्ट्यों के नामजनिेिन की रीजत (i) बॉयलरों के जनरीिण और परीिण से सुपररजचत एक वररष्ठ तकनीकी अजधकारी, जिसे अजधजनयम की धारा 3 की उप धारा (2) के खंड (ख) के अनुसार प्रत्येक राज्य (संघ राज्य िेत्र से जभन्न) की सरकार द्वारा नामर्नधदिष्ट दकया िाए; (ii) उपरोि उप जनयम (i) में नामर्नधदिष्ट समान संख्या में अन्द्य सिस्ट्यों को अजधजनयम की धारा 3 की उप धारा (2) के खंड (ग) के अनुसार जनम्नजलजखत रीजत से नामर्नधदिष्ट दकया िाए:- (क) भारी उद्योग मंत्रालय का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, िो उस मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए; (ख) इस्ट्पात मंत्रालय का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, िो उस मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए: (ग) पेरोजलयम और प्राकृजतक गैस मंत्रालय का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, जिसे उस मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए; (घ)
श्रम एवं रोिगार मंत्रालय का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, िो उस मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए;

सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, जिसे उस मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए; (च) केन्द्रीय जवद्युत प्राजधकरण का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, जिसे जवद्युत मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए; (छ)
भारतीय मानक ब्यूरो का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, जिसे उस ब्यूरो के परामिध से नामर्नधदिष्ट दकया िाए; (ि) संघ राज्य िेत्रों का प्रजतजनजधत्व करने के जलए एक सिस्ट्य, जिसे गृह मंत्रालय के परामिध से नामर्नधदिष्ट दकया िाए; (झ)
भारतीय उद्योग पररसंघ (सीआईआई) या भारतीय वाजणज्य एवं उद्योग महासंघ (दिक्की) या एसोजसएटेड चैंबसध ऑि कॉमसध एंड इंडस्ट्री ऑि इंजडया (एसोचैम) से एक सिस्ट्य; (ञ)
बॉयलसध जवजनमाधता संगम से एक सिस्ट्य; (ट) बॉयलर घटक जनमाधता संघ से एक सिस्ट्य; (ि)
बॉयलर और बॉयलर घटक जवजनमाधण उद्योग का प्रजतजनजधत्व करने के जलए चार सिस्ट्य: (ड)
राष्ट्रीय प्रयोगिालाओं का प्रजतजनजधत्व करने के जलए िो सिस्ट्य;
(ढ) इंिीजनयररंग परामिध संगिनों या जनरीिण एिेंजसयों का प्रजतजनजधत्व करने के जलए िो सिस्ट्य; (ण) बॉयलर उपयोगकताध उद्योग का प्रजतजनजधत्व करने के जलए चार सिस्ट्य; और, (त) दकसी अन्द्य जहत का प्रजतजनजधत्व करने के जलए पांच से अनजधक ऐसे सिस्ट्य, जिनका केन्द्रीय सरकार की राय में बोडध में प्रजतजनजधत्व होना चाजहए।

्योग का प्रजतजनजधत्व करने के जलए चार सिस्ट्य; और, (त) दकसी अन्द्य जहत का प्रजतजनजधत्व करने के जलए पांच से अनजधक ऐसे सिस्ट्य, जिनका केन्द्रीय सरकार की राय में बोडध में प्रजतजनजधत्व होना चाजहए।

नामर्नधदिष्ट सिस्ट्यों की कायध अवजध- (1) जनयम 5 के अधीन नामर्नधदिष्ट प्रत्येक सिस्ट्य साधारणतया केन्द्रीय बॉयलर बोडध के गिन हेतु अजधसूचना के रािपत्र में प्रकािन की तारीख से तीन वषध की अवजध के जलए पि धारण करेगा, िब तक दक केन्द्रीय सरकार द्वारा अन्द्यथा जनिेि न दकया िाए। (2) कोई नामर्नधदिष्ट सिस्ट्य बोडध के अध्यि को संबोजधत पत्र द्वारा अपने पि से त्यागपत्र िे सकेगा। [िा. सं. पी-30015/1/2025-बॉयलर] डॉ. संध्या भुल्लर, संयुि सजचव

G.S.R. 615(E).— In exercise of the powers conferred by section 39 read with clause (a), (b), (c ) and
(d) of sub-section 2 and sub-section (3) of section 3 of the Boilers Act, 2025 (12 of 2025) and in supersession of the Central Boilers Board (Nomination of Members) Rules, 2008, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules, namely: - 1. Short title and commencement. – (1) These rules may be called the Central Boilers Board (Nomination of Members) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.

Definitions. – In these rules, unless the context otherwise requires,- (a) "Act" means the Boilers Act, 2025 (12 of 2025); (b) "Board" means the Central Boilers Board constituted under section 3 of the Act; (c) “Technical Adviser” means the Technical Adviser appointed under sub-section (1) of section 4 of the Act; (d) "member" means a member of the Board. 3. Chairperson, ex officio. – The Secretary to the Government of India incharge of the Department of the Central Government having administrative control of the Board shall be the Chairperson, ex officio as per clause (a) of the sub-section (2) of section 3 of the Act.
4. Member-Secretary, ex officio. – The Technical Advisor shall be the Member- Secretary, ex officio as per clause (d) of the sub-section (2) of section 3 of the Act.

Manner of nomination of other members. – (i) a senior technical officer conversant with the inspection and examination of boilers to be nominated by the Government of each State (other than Union territory) as per clause (b) of sub-section (2) of section 3 of the Act; (ii) Equal number of other members nominated in sub-rule (i) above, shall be nominated as per clause (c) of sub-section (2) of section 3 of the Act in the following manner :- (a) one member to represent Ministry of Heavy Industries to be nominated in consultation with that Ministry; (b) one member to represent Ministry of Steel to be nominated in consultation with that Ministry;
(c) one member to represent Ministry of Petroleum and Natural Gas to be nominated in consultation with that Ministry;
(d) one member to represent Ministry of Labour and Employment to be nominated in consultation with that that Ministry; (e) one member to represent Ministry of Micro, Small and Medium Enterprises to be nominated in consultation with that Ministry;
(f) one member to represent Central Electricity Authority to be nominated in consultation with Ministry of Power;
(g) one member to represent the Bureau of Indian Standards to be nominated in consultation with that Bureau; (h) one member to represent Union territories to be nominated in consultation with Ministry of Home Affairs;

(i) one member from Confederation of Indian Industry or Federation of Indian Chamber of Commerce and Industry or The Associated Chambers of Commerce and Industry of India; (j) one member from Boilers Manufacturers Association; (k) one member from Boiler components Manufacturers Association; (l) four members to represent boilers and boiler components manufacturing industry; (m) two members to represent National Laboratories; (n) two members to represent Engineering Consultancy Organisations or Inspection Agencies; (o) four members to represent boiler user industry; and, (p) not more than five members to represent any other interest which, in the opinion of the Central Government, ought to be represented on the Board. 6. Term of office of nominated members. – (1) Every member nominated under rule 5 shall ordinarily hold office for a period of three years from the date of publication of the notification in the Official Gazette for constitution of the Central Boilers Board unless otherwise directed by the Central Government.
