सा.का.जन. 721(अ).—केन्द्रीय सरकार, बायलर अजधजनयम, 2025 (2025 का 12) की धारा 39 की उपधारा (2) के खंड (ङ) और खंड (च) के साथ परित उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, और बायलर पररचर जनयम, 2011 उन बातों के जसवाय अजधक्ांत करते हुए, जिन्द्हें ऐसे अजधक्मण से पूवध दकया गया है या करने का लोप दकया गया है, जनम्नजलजखत जनयम बनाती है, अथाधत्:-

अध्याय 1 प्रारंजभक

संजिप्त नाम और प्रारंभ.—
(1) इन जनयमों का संजिप्त नाम बायलर पररचर जनयम, 2025 है। (2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

(क) “अजधजनयम” से बायलर अजधजनयम, 2025 (2025 का 12) अजभप्रेत है;
(ख) “बायलर पररचर” से ऐसा व्यजि अजभप्रेत है जिसे इन जनयमों के अधीन बायलर पररचर के रूप में सिमता का प्रमाणपत्र प्रिान दकया गया है; (ग) “अध्यि” से सजमजत का अध्यि अजभप्रेत है;
(घ) “मुख्य जनरीिक” दक वही अथध होगा िो उसका उि अजधजनयम, के खंड (ङ) के अधीन है;
(ङ) “सजमजत” से इन जनयमों के अधीन गरित परीिक सजमजत अजभप्रेत है;
(च) “प्ररूप” से इन जनयमों से उपाबद्ध प्ररूप अजभप्रेत है;
(छ) “सरकार” से राज्य सरकार या संघ राज् यिेत्र का प्रिासन अजभप्रेत है;
(ि) “सजचव” से सजमजत का सजचव अजभप्रेत है;
(झ) “धारा” से अजधजनयम की धारा अजभप्रेत है;
(ञ) इन जनयमों में दकसी बायलर या बायलरों का कोई संिभध के अंतगधत दकसी इकानामाईिर या इकानामईिरों के संिभध में भी जलया गया समझा िाएगा।
(2) उन िब्िों और पिों के, िो इन जनयमों में प्रयुि हैं ककंतु िो पररभाजषत नहीं हैं, वही अथध होंगे, िो उनके इस अजधजनयम में है। अध्याय 2 साधारण

नामईिरों के संिभध में भी जलया गया समझा िाएगा।
(2) उन िब्िों और पिों के, िो इन जनयमों में प्रयुि हैं ककंतु िो पररभाजषत नहीं हैं, वही अथध होंगे, िो उनके इस अजधजनयम में है। अध्याय 2 साधारण

बायलर पररचर प्रमाणपत्र का धारक व्यजि बायलर का प्रभारी होगा.— एकल बायलर या िो या अजधक बायलरों िो एक श्ृंखला में संबद्ध हैं या अनेक पृथक व्यजिक बायलरों का स्ट्वामी जनयम 23 में यथाउजल्लजखत दकसी बायलर पररचर के साथ-साथ ऐसी संख्या में बायलर पररचरों को रखेगा िो मुख्य जनरीिक या जनिेिक बायलर द्वारा जवजनर्िधि की िाए :

परंतु मुख्य जनरीिक या जनिेिक बायलर इन जनयमों में दकसी बात के प्रजतकूल होते हुए भी, दकसी बायलर पररचर को दकसी बायलर के प्रभार तीन मास की अजधकतम अवजध के जलए अनुज्ञात कर सकेगा:

परंतु यह और दक इन जनयमों की कोई बात कोई व्यजि को िो इन जनयमों के अधीन प्रिान दकए गए प्रथम श्ेणी सिमता प्रमाणपत्र धारक दकसी व्यजि को पररचर और दकसी आकार के दकसी बायलर या बायलरों के प्रभारी होने से जववर्िधत नहीं करेगी और ऐसा प्रमाणपत्र इन जनयमों के प्रयोिनों के जलए इन जनयमों के अधीन दिया गया समझा िाएगा।

सिम व्यजि का प्रमाणपत्र धारण करना और अहधता का जवस्ट्तार- कोई व्यजि िो इन जनयमों के अधीन दकसी बायलर पररचर के रूप में सिमता प्रमाणपत्र नहीं रखता है दकसी बायलर का प्रभार धारण करने के जलए सिम और उपयुि नहीं समझा िाएगा ।
प्रमाणपत्र पेि करना.-इन जनयमों के अधीन सिमता का प्रमाणपत्र धारक बायलर पररचर अपने प्रभार या पररचयाध में दकसी बायलर की अवजध के िौरान सभी युजियुि अवजध के ऐसे प्रमाणपत्र को पेि करने के जलए बाध्यकर होगा िब धारा 20 के अधीन दकसी प्रमाणपत्र को पेि करने के जलए मांग करने के जलए ऐसा व्यजि सिि है, अजधजनयम के अधीन प्रित्त दकसी प्रमाणपत्र या अनंजतम आिेि मांग सकेगा ।

्र को पेि करने के जलए बाध्यकर होगा िब धारा 20 के अधीन दकसी प्रमाणपत्र को पेि करने के जलए मांग करने के जलए ऐसा व्यजि सिि है, अजधजनयम के अधीन प्रित्त दकसी प्रमाणपत्र या अनंजतम आिेि मांग सकेगा ।

प्रमाणपत्र की जवजिजियों को मुख्य जनरीिक या जनिेिक बायलर को स्ट्वामी द्वारा पेि करना. - (1) दकसी बायलर का स्ट्वामी िो दकसी व्यजि को प्रभारी के रूप में जनयुि करता है ऐसी जनयुजि के सात दिन के भीतर मुख्य जनरीिक

3 या जनिेिक बायलर, िैसा भी मामला हो, को ऐसे व्यजि की पूणध जवजिजियां जिसके अंतगधत उसके प्रमाणपत्र का क्म संख्या, तारीख और िारी करने का स्ट्थान भी है, िेगा।

(2) दकसी बायलर का स्ट्वामी िो दकसी व्यजि को ऐसे बायलर को प्रभार धारण करने के जलए जनयुि करता है ऐसे व्यजि के अपने जनयोिन को छोड़ने की ििा में या ऐसे व्यजि की मृत्यु की ििा में इस तथ्य की ररपोर्ध मुख्य जनरीिक या जनिेिक बायलर, िैसा भी मामला हो, को सात दिनों के भीतर िेगा।

उपजस्ट्थजत, जनमुधजि और कारधवाई की पररजध की िैजनक अवजध की सीमा. - (1) दकसी बायलर का प्रभारी व्यजि सीधे और तत्काल प्रभार में समझा िाएगा िब वह ऐसे बायलर से िस मीर्र की िूरी के भीतर है।

(2) दकसी बायलर या बायलरों का प्रभारी व्यजि जिसे इन जनयमों के अधीन दकसी सिमता प्रमाणपत्र की अपेिा है दकसी एक दिन में िो अवजधयों से अजधक के जलए प्रभार से मुि नहीं होगा जिसे दकसी पररचर के रूप में प्रथम श्ेणी सिमता प्रमाणपत्र धारक दकसी व्यजि द्वारा िो घंर्े से अनजधक अवजध नहीं होगी ।

(3) दकसी बायलर पररचर के रूप में प्रथम श्ेणी सिमता प्रमाणपत्र का धारक मुख्य जनरीिक या जनिेिक, बायलर, िैसा भी मामला हो, की जलजखत सहमजत से भी दकसी बायलर प्रचालन इंिीजनयर के रूप में व्यवसाजयकता का प्रमाणपत्र धारक कोई व्यजि दकसी अवजध के जलए िो लगातार िस दिनों तक जवस्ट्ताररत हो सकेगी जिसे जविेष पररजस्ट्थजतयों में मुख्य जनरीिक या जनिेिक, िैसा भी मामला हो, बायलर दकसी भी समय तीस दिनों की अनजधक समयावजध तक जवस्ट्ताररत कर सकेगा।

िब बायलर उपयोग में समझा िाएगा. - (1) इन जनयमों के प्रयोिनों के जलए बायलर को तब उपयोग में समझा िाएगा िब बायलर में पानी को गमध करने के प्रयोिन के जलए या बैंक फावर ििा के अधीन भट्टी आग बक्से में या फायर स्ट्थान में आग है और दकसी बायलर को उपयोग में नहीं समझा ताएगा िब अजि को पर्ा दिया गया हो और संपूणध वाष्प और िल संयोिन बंि कर दिए गए हों।

इन जनयमों के प्रयोिनों के जलए दकसी इकानामाईिर या अपजिि ऊष्मा बायलर को उपयोग में समझा िाएगा िब वहां जचमनी गैसों का प्रवाह हो रहा है या इकानामाईिर या अपजिि ऊष्मा बायलर में ऊष्मा माध्यम से जभन्न और पानी और उजष्मत गैसें या माध्यम के मध्य ऊष्मा स्ट्थानातंरण होता है।

अध्याय 3 परीिकों की सजमजत

चमनी गैसों का प्रवाह हो रहा है या इकानामाईिर या अपजिि ऊष्मा बायलर में ऊष्मा माध्यम से जभन्न और पानी और उजष्मत गैसें या माध्यम के मध्य ऊष्मा स्ट्थानातंरण होता है।

अध्याय 3 परीिकों की सजमजत

परीिकों की सजमजत का गिन.— (1) राज्य या संघ राज्यिेत्र प्रिासन के जलए परीिकों की सजमजत का गिन होगा, जिसमें मुख्य जनरीिक या बायलर जनिेिक, िैसा भी मामला हो, उप मुख्य जनरीिक या जनरीिक या उनके समतुल्य िो मुख्य जनरीिक या बायलर जनिेिक द्वारा नामजनर्िधि हो, और कम से कम तीन ऐसे अन्द्य सिस्ट्यों से जमलकर बनेगा, िो प्राइम मूवर और आधुजनक बायलर व्यवहार के िैिजणक और व्यवहाररक ज्ञान रखते हों, िो समय-समय पर सरकार द्वारा जनयुि होंगे। (2) मुख्य जनरीिक या बायलर जनिेिक, िैसा भी मामला हो, पिेन अध्यि होंगे और उप मुख्य जनरीिक या जनरीिक या उनके समतुल्य िो मुख्य जनरीिक या बायलर जनिेिक द्वारा नामजनर्िधि हो, सजमजत के पिेन सजचव होंगे।

[PART II—SEC. 3(i)] 10. सिस्ट्यों की पिावजध. - सजमजत के पिेन सिस्ट्यों से जभन्न प्रत्येक अन्द्य सिस्ट्य की पिावजध तीन वषध होगी और यदि कोई सिस्ट्य राज्य या संघ राज्यिेत्र को स्ट्थायी रूप से छोड़ िेता है या सजमजत की अनुज्ञा के जबना तीन लगातार बैिकों से अपने को अनुपजस्ट्थत रखता है तो ये समझा िाएगा दक उसने सजमजत के अपने स्ट्थान को ररि कर दिया है और अन्द्य व्यजि उसकी पिावजध के िेष भाग के जलए उसके स्ट्थान पर जनयुि होगा। 11. सजमजत के कृत्य.

बैिकों से अपने को अनुपजस्ट्थत रखता है तो ये समझा िाएगा दक उसने सजमजत के अपने स्ट्थान को ररि कर दिया है और अन्द्य व्यजि उसकी पिावजध के िेष भाग के जलए उसके स्ट्थान पर जनयुि होगा। 11. सजमजत के कृत्य. - परीिकों की सजमजत - (i) दकसी बायलर पररचर प्रथम वगध और जद्वतीय वगध के रूप में सिमता प्रमाणपत्र प्रिान करने के जलए स्ट् वयं या इस संबंध में उसके द्वारा प्राजधकृत दकसी अजभकरण के माध् यम से अभ्यर्थधयों की परीिा और व्यवहाररक परीिा का संचालन करेगी; (ii) दकसी परीिा के जलए दकसी व्यजि को पेपर सेर्र या परीिक जनयुि करने की िजि होगी; (iii) दकसी बायलर पररचर को प्रथम वगध और जद्वतीय वगध के रूप में सिमता प्रमाणपत्र प्रिान करना; और
(iv) बायलर पररचर के भाग पर मद्यपता, कतधव्य की उपेिा या उसके भाग पर अवचार के अजभकथन की िांच ररपोर्ध पर जवचार करना। 12.
सजमजत की बैिक. - सजमजत की बैिक िब अध्यि की राय में इसके कारबार के संचालन के जलए आव‍यक हो, और ऐसे स्ट्थान तथा ऐसे समय पर हो सकेगी िो अध्यि द्वारा जनयत की िाए। 13.
बैिक की सूचना और कारबार की सूची. – (1) सजमजत की प्रत्येक बैिक के जलए सजमजत के प्रत्येक सिस्ट्य को दिए गए समय और जनयत स्ट्थान की सूचना डाक की तारीख से पंरह दिन से अन्द्यून िेनी होगी और ऐसी सूचना के साथ बैिक में जवचार के जलए उसके कारबार की सूची संलि होगी : परंतु यदि अध्यि दकसी ऐसे जवषय पर, िो उसकी राय में अत्याव‍यक है, जवचार करने हेतु कोई बैिक बुलाता है तो सूचना िेने के जलए ऐसे युजियुि समय को, िो वह आव‍यक समझे, पयाधप्त समझा िाएगा;
(2)
कोई कारबार िो सूची में नहीं है अध्यि की अनुमजत के जसवाय उस पर बैिक में जवचार नहीं होगा।

गणपूर्तध. – गणपूर्तध अध्यि या सजचव और परीिकों की सजमजत के िो सिस्ट्य से होगी ।

गणपूर्तध. – गणपूर्तध अध्यि या सजचव और परीिकों की सजमजत के िो सिस्ट्य से होगी ।
अध्यि सजमजत की बैिक की अध्यिता करेगा.- अध्यि सजमजत की सभी बैिकों की अध्यिता करेगा और उसकी अनुपजस्ट्थजत में, बैिक में उपजस्ट्थत सिस्ट्यों द्वारा चुना गया सिस्ट्य बैिक की अध्यिता करेगा।
सजमजत का सजचव के कृत्य. – सजमजत का सजचव सिमता प्रमाणपत्र धारक बायलर पररचरों का रजिस्ट्र्र रखेगा और इन जनयमों में जवजनर्िधि या अध्यि द्वारा समय समय पर दिए गए जनिेि के अनुसार ऐसे अन्द्य कृत्यों का अनुपालन करेगा ।
आवेिन पर सजमजत का पृष्ांकन. - सजमजत प्रत्येक आवेिक के मुदरत आवेिन प्ररूप पर यथाजस्ट्थजत, बायलर पररचर वगध-1 और वगध-2 के रूप में सिमता प्रमाणपत्र के जलए उसकी परीिा के पररणाम पर पृष्ांकन करेगा और पृष्ांदकत आवेिन सजचव को वापस होगा।
सजमजत की प्रमाणपत्र िारी करने से इंकार करने की िजि- सजमजत, प्रत्येक अभ्यथी को िो उसके सिस्ट्यों के बहुमत की राय में वृद्ध या अंग जवकार के माध्यम से िारीररक रूप से अनुपयुि, कमिोर गिन या िोषपूणध िृजि या

जत की प्रमाणपत्र िारी करने से इंकार करने की िजि- सजमजत, प्रत्येक अभ्यथी को िो उसके सिस्ट्यों के बहुमत की राय में वृद्ध या अंग जवकार के माध्यम से िारीररक रूप से अनुपयुि, कमिोर गिन या िोषपूणध िृजि या

[भाग II—खण् ड 3(i)] 5 बहरापन या दकसी अंग की िजत के कारण, दकसी बायलर पररचर की कतधव्यों का प्रभावी दक्यान्द्वयन के जलए अनुपयुि प्रतीत होता है से दकसी जचदकत्सक िो सरकार या भारत सरकार की दकसी जचदकत्सा पररषि में पंिीकृत या रजिस्ट्रीकृत जचदकत्सा व्यवसायी हो से उपयुिता का प्रमाणपत्र पेि करने का जनिेि िे सकेगी। तथाजप, यदि अभ्यथी सजमजत को िारीररक उपयुिता का प्रमाणपत्र पेि करने में असफल रहता है तो सजमजत को बायलर पररचर के रूप में दकसी सिमता प्रमाणपत्र को िारी करने से इंकार करने की िजि होगी। 19. परीिकों की फीस. - परीिक सजमजत का प्रत्येक सिस्ट्य और अध्यि तथा सजचव के जसवाय जनयम 9 के अधीन जनयुि प्रत्येक अन्द्य परीिक, सजमजत द्वारा जलए गए जनणधय के अनुसार इन जनयमों के अधीन परीिा िेने वाले अभ्यर्थधयों के जलए फीस प्राप्त करने का हकिार होगा और फीस की न्द्यूनतम िर जनम्नानुसार होगी:- (क) सजमजत की बैिक के जलए गैर पिेन सजमजत सिस्ट्यों के जलए बैिक की फीस - 1000/- रुपए (ख) प्रथम वगध या जद्वतीय वगध बायलर पररचर के जलए प्रत्येक अभ्यथी की परीिा के जलए फीस 50/- रुपए 20. सजमजत की कारधवाइयां. — सजमजत की कोई कारधवाई, सजमजत के गिन में दकसी त्रुरर् के आधार पर या सजमजत में दकसी ररजि की अवजध के िौरान ऐसी कोई कारधवाई के कारण अजवजधमान्द्य नहीं समझी िाएगी।

अध्याय 4 परीिा 21.

की कारधवाइयां. — सजमजत की कोई कारधवाई, सजमजत के गिन में दकसी त्रुरर् के आधार पर या सजमजत में दकसी ररजि की अवजध के िौरान ऐसी कोई कारधवाई के कारण अजवजधमान्द्य नहीं समझी िाएगी।

अध्याय 4 परीिा 21. परीिा.- सजमजत द्वारा या इस संबंध में उसके द्वारा प्राजधकृत दकसी अजभकरण द्वारा दकसी बायलर पररचर के रूप में सिमता प्रमाणपत्र प्रिान करने के जलए परीिा ऐसे स्ट्थान और ऐसी तारीख पर होगी पर िो सजमजत द्वारा, समय-समय पर जवजनज‍ चत की िाएं, आयोजित की िाएगी ।

परीिा का मुल्तवी होना. - िब परीिा के जलए जनयत दकसी दिन रािपजत्रत अवकाि के रूप में घोजषत कर दिया गया है या िब दकसी अकजल्पत कारण के जलए जनयत दिन पर दकसी परीिा आयोजित नहीं की िा सकती है अध्यि, दकसी अन्द्य दिन को परीिा आयोजित करने के जलए जनयत कर सकेगा और उसे अभ्यर्थधयों और परीिक सजमजत की सिस्ट्यों को भी सम्यक् रूप से सूजचत करेगा।

अध्याय 5 प्रमाणपत्र 23. प्रमाणपत्रों के वगध और प्रमाणपत्र धारकों की सिमता. -
(1) इन जनयमों में िैसा उपबंजधत है जसवाय उसके अधीन प्रिान दकए िाने वाले सिमता प्रमाणपत्र के िो वगध होंगे । प्रथम वगध प्रमाणपत्र का अहधताप्राप्त धारक िो दकसी भी प्रकार के वाष्प पाइपों के साथ दकसी एकल बायलर या धाररता या दकसी श्ृंखला में िो या अजधक बायलर या बहुत से पृथक व्यजिक बायलरों का, कुल उजष्मत पृष् िो एक हिार वगध मीर्र से अजधक नहीं होगी, का प्रभारी होगा, परंतु ऐसे बायलर उसी पररसर में तीस मीर्र की जत्रज्या के भीतर जस्ट्थत होंगे और एक ही स्ट्वामी के होंगे तथा वह एक िूसरे वगध के बायलर पररचर या ऐसी फायरमैनों की ऐसी संख्या द्वारा सहायता प्राप्त होगी िो मुख्य जनरीिक या जनिेिक बायलर, िैसा भी मामला हो, द्वारा आव‍यक समझी िाए।

गे और एक ही स्ट्वामी के होंगे तथा वह एक िूसरे वगध के बायलर पररचर या ऐसी फायरमैनों की ऐसी संख्या द्वारा सहायता प्राप्त होगी िो मुख्य जनरीिक या जनिेिक बायलर, िैसा भी मामला हो, द्वारा आव‍यक समझी िाए। (2) िूसरे वगध का प्रमाणपत्र का अहधताप्राप्त धारक दकसी भी प्रकार की ऊष्मा पाइप के साथ एकल बायलर जिसकी कुल ऊजष्मत पृष् िो सौ वगध मीर्र से अनजधक नहीं होगी, का धारक होगा।

तथाजप, जद्वतीय श्ेणी बायलर पररचर, तीन से अनजधक संयोजित बॉयलरों वाले बॉयलरों की एक श्ृंखला की िेखभाल कर सकता है, जिनका कुल तापन सतह िेत्रफल िो सौ वगध मीर्र से अजधक न हो और ऐसे बायलर एक ही पररसर में तीस मीर्र की जत्रज्या के भीतर जस्ट्थत होंगे और एक ही स्ट्वामी के होंगे। परन्द्तु बायलर पररचर को उतनी संख्या में अजििामकों द्वारा सहायता प्रिान की िाएगी जितनी मुख्य जनरीिक या बायलर जनिेिक, िैसा भी मामला हो, आव‍यक समझें।

इन जनयमों के रािपत्र में प्रकािन से पूवध, दकसी सरकार द्वारा उि जनयमों की अजधसूचना की तारीख से पूवध िारी बायलर पररचर के रूप में सिमता प्रमाणपत्र धारण करने वाला बायलर पररचर, सिमता प्रमाणपत्र में उजल्लजखत बॉयलरों का प्रभारी बनने का पात्र होगा।

ार द्वारा उि जनयमों की अजधसूचना की तारीख से पूवध िारी बायलर पररचर के रूप में सिमता प्रमाणपत्र धारण करने वाला बायलर पररचर, सिमता प्रमाणपत्र में उजल्लजखत बॉयलरों का प्रभारी बनने का पात्र होगा।

दकसी प्रमाणपत्र पर पृष्ांकन.- (1) बायलर पररचर के िेत्र में राष्ट्रीय जििुता प्रमाणपत्र धारण करने वाले व्यजि के पास जििु अजधजनयम, 1961 के अंतगधत, आवेिन करने पर, उस राज्य या संघ राज्यिेत्र प्रिासन में, जिसमें वह सेवाओं के जलए आवेिन करता है, इन जनयमों के अंतगधत जद्वतीय श्ेणी बायलर पररचर सिमता प्रमाणपत्र के समतुल्य पृष्ांदकत प्रमाणपत्र होना चाजहए और ऐसा पृष्ांकन सजमजत के अध्यि द्वारा दकया िाएगा।

कोई व्यजि, जिसके पास राज्य व्यावसाजयक परीिा बोडध द्वारा मान्द्यता प्राप्त दकसी औद्योजगक प्रजििण संस्ट्थान द्वारा िारी बायलर पररचर का प्रमाण-पत्र हो और जिसके पास स्ट्र्ीम बायलर पर फायरमैन या ऑपरेर्र या सहायक फायरमैन या सहायक ऑपरेर्र के रूप में कम से कम एक वषध का योग्यता-पश्चात अनुभव हो, उस राज्य की सजमजत के अध्यि को जद्वतीय श्ेणी बायलर पररचर सिमता प्रमाणपत्र के समकि प्रमाणपत्र के जलए पृष्ांकन हेतु आवेिन कर सकता है।

(3)
भारतीय नौसेना का कोई इंिीजनयररंग नाजवक, अथाधत् इंिन कि कारीगर या मैकेजनक या इंिीजनयररंग मैकेजनक, जिसके पास दकसी भारतीय नौसेना पोत के इंिीजनयररंग अजधकारी और कमान अजधकारी द्वारा िारी सहायक मिीनरी जनगरानी पाठ्यक्म प्रमाणपत्र हो, आवेिन करने पर उस राज्य या संघ राज्य िेत्र प्रिासन में, जिसमें वह सेवाओं के जलए आवेिन करता है, जद्वतीय श्ेणी बायलर पररचर सिमता प्रमाणपत्र के समकि होने का पृष्ांदकत प्रमाणपत्र प्राप्त करेगा: परंतु ऐसा अनुमोिन सजमजत के अध्यि द्वारा दकया िाएगा।

(4) भारतीय नौसेना का कोई इंिीजनयररंग नाजवक, अथाधत् इंिन कि कारीगर या मैकेजनक या इंिीजनयररंग मैकेजनक, जिसके पास भारतीय नौसेना पोत के इंिीजनयररंग अजधकारी और कमान अजधकारी द्वारा िारी बायलर कि जनगरानी पाठ्यक्म प्रमाणपत्र है, आवेिन करने पर, उस राज्य या संघ राज्य िेत्र प्रिासन में, िहााँ वह सेवाओं के जलए आवेिन करता है, प्रथम श्ेणी बायलर पररचर सिमता प्रमाणपत्र के समतुल्य होने का पृष्ांदकत प्रमाणपत्र प्राप्त करेगा: परंतु ऐसा पृष्ांकन सजमजत के अध्यि द्वारा दकया िाएगा।

फीस.- प्रमाणपत्र पर पृष्ांकन के जलए संित्त फीस 200/- रुपये (मात्र िो सौ रुपये) िो अप्रजतिेय होगी और फीस का भुगतान खिाना चालान या ऑनलाइन भुगतान के ऐसे अन्द्य तरीके सजहत, िैसा दक सरकार अजधसूचना द्वारा इस संबंध में जनर्िधि करे, के माध्यम से दकया िाएगा। अध्याय 6 परीिा हेतु आवेिन

आवेिन का प्ररूप. - (1) परीिा हेतु प्रत्येक आवेिन प्ररूप 'क' में होगा।

रीके सजहत, िैसा दक सरकार अजधसूचना द्वारा इस संबंध में जनर्िधि करे, के माध्यम से दकया िाएगा। अध्याय 6 परीिा हेतु आवेिन 26.
आवेिन का प्ररूप. - (1) परीिा हेतु प्रत्येक आवेिन प्ररूप 'क' में होगा।

[भाग II—खण् ड 3(i)] 7 (2)
आवेिक प्ररूप का वह भाग भरेगा िो अभ्यथी द्वारा भरा िाना है और उस पर हस्ट्तािर करेगा। (3)
भरा हुआ आवेिन सजचव को भेिा िाएगा और उसके साथ जनम्नजलजखत िस्ट्तावेि संलि होंगे -

(क) िैिजणक अहधताओं, प्रयोगात्मक अनुभव के संबंध में प्रमाणपत्रों में प्रत्येक की एक स्ट्वप्रमाजणत प्रजत और सािात्कार के समय सभी मूल प्रमाणपत्र प्रस्ट्तुत करने होंगे;

(ख) अपने जनयोिक से अच्छे चररत्र के िंसापत्र के साथ उम्र का प्रमाणपत्र;

(ग) जिस परीिा में आवेिक उपजस्ट्थत होना चाहता है, उसके जलए इन जनयमों में जनर्िधि िुल्क के भुगतान के समथधन में खिाना चालान की एक प्रजत या ऑनलाइन भुगतान के ऐसे अन्द्य तरीके सजहत भुगतान का ऐसा तरीका, िैसा दक परीिा के जलए सूचना या जवज्ञापन या जववरजणका में जनर्िधि है; और

(घ)
हाल ही में खींचे गए पासपोर्ध आकार के फोर्ोग्राफ (आकार 50 जममी x 65 जममी) की िो प्रजतयां, जिनमें से एक के पीछे आवेिक के हस्ट्तािर होंगे:

परंतु यदि परीिा के जलए आवेिन ऑनलाइन आमंजत्रत दकए िाते हैं, तो इस जनयम में उजल्लजखत िंसापत्र, फीस, फोर्ोग्राफ आवेिन के साथ अपलोड दकए िाएंगे, िैसा दक परीिा के जलए सूचना या जवज्ञापन या जववरजणका में जनर्िधि है।

अभ्यथी का समाधानप्रि िंसापत्र प्रस्ट्तुत करना.

स जनयम में उजल्लजखत िंसापत्र, फीस, फोर्ोग्राफ आवेिन के साथ अपलोड दकए िाएंगे, िैसा दक परीिा के जलए सूचना या जवज्ञापन या जववरजणका में जनर्िधि है।

अभ्यथी का समाधानप्रि िंसापत्र प्रस्ट्तुत करना. - (1) कोई अभ्यथी दकसी परीिा में प्रवेि नहीं होगा िो अपने अनुभव सिमता और अपनी अहधताप्राप्त सेवा की संपूणध अवजध या अहधताप्राप्त सेवा की अवजध में दकसी जबना खाते के खंडता के जलए अच्छे आचरण का समाधानप्रि िंसापत्र का प्रमाणपत्र प्रस्ट्तुत नहीं करता है। ऐसा िंसापत्र में स्ट्पितः यह अजधकजथत होगा दक अभ्यथी दकस िमता में जनयुि था िैसे प्रजििु पररचर या जद्वतीय वगध बायलर पररचर आदि और ऐसे जनयोिन की अवजध की तारीखें जिसके मध्य ऐसा अभ्यथी जनयोजित था।

(2)
ये िंसापत्र ऐसे व्यजि द्वारा हस्ट्तािररत होगा जिसके अधीन अभ्यथी जनयोजित था और उस पर जमल, कारखाना या वकधिॉप के स्ट्वामी या अजभकताध या इस जनजमत्त सरकार द्वारा जवजहत दकसी अन्द्य व्यजि के द्वारा प्रजतहस्ट्तािररत होगा।

(3)
अभ्यथी जिसने औद्योजगक प्रजििण संस्ट्थान या तकनीकी संस्ट्थान से प्रजििण का कोई पाठ्यक्म दकया है, पाठ्यक्म को पूणध करने में लगी अवजध में दिए गए प्रधानाचायध या संस्ट्थान के अधीिक से पाठ्यक्म का या तो प्रमाणपत्र/जडप्लोमा या प्रमाणपत्र प्रस्ट्तुत करेगा।

(4) वाष्प पोत में सेवा के संबंध में दकसी िंसापत्र पर मुख्य जनरीिक द्वारा हस्ट्तािररत हो सकेगा और प्रजतहस्ट्तािर पोत के मास्ट्र्र द्वारा या दकसी जिपपंग मास्ट्र्र द्वारा िारी दकसी नाजवक का जनवधहन प्रमाणपत्र के प्ररूप में हो सकेगा।

(5) रेल बायलर या दकसी सरकारी जवभाग या स्ट्थानीय जनकाय के बायलरों में सेवा का िंसापत्र दकसी उत्तरिायी प्राजधकारी जिसके अधीन अभ्यथी ने सीधे सेवा की है द्वारा हस्ट्तािररत होगा और प्रजतहस्ट्तािररत संबद्ध जवभाग के प्रमुख द्वारा होगा।

ाग या स्ट्थानीय जनकाय के बायलरों में सेवा का िंसापत्र दकसी उत्तरिायी प्राजधकारी जिसके अधीन अभ्यथी ने सीधे सेवा की है द्वारा हस्ट्तािररत होगा और प्रजतहस्ट्तािररत संबद्ध जवभाग के प्रमुख द्वारा होगा।

[PART II—SEC. 3(i)] 28. िंकाप्रि िंसापत्र. - यदि सजचव दकसी आवेिन या िंसापत्र में दकए गए दकसी कथन की सत्यता पर कोई िंका का कारण रखता है वह ऐसी िांच कर सकेगा िो उसके सत्यापन के जलए वह उजचत समझे।

जमथ्या िंसापत्र. - (1) यदि सजचव को िांच पर यह समाधान हो िाता है दक दकसी अभ्यथी द्वारा िमा दकए गए दकसी िंसापत्र में कोई ताजत्वक जवजिजियां जमथ्या हैं वह अध्यि को अपने जनष्कषध भेिेगा िो ऐसे अभ्यथी को इन जनयमों के अधीन आयोजित की िाने वाली दकसी परीिा में प्रवेि से जववर्िधत कर सकेगा। यदि ऐसी िंसापत्र की सामथध पर कोई अभ्यथी दकसी परीिा में पहले से ही प्रवेि ले लेता है वह ऐसी परीिा में अनुत्तीणध समझा िाएगा और िो ऐसी परीिा में उत्तीणध होने पर घोजषत दकया गया है पर उसे दिए गए प्रमाणपत्र को तत्काल वापस जलया िाएगा और रद्द दकया िाएगा:

परंतु इस जनयम के अधीन आवेिक को जवषय में सुनवाई का अवसर दिए जबना कोई कारधवाई नहीं होगी।

(2)
कोई व्यजि िो अध्यि के जवजनश्चय से व्यजथत होता है आिेि की प्राजप्त की तारीख से तीस दिन की अवजध के भीतर सरकार को अपील कर सकेगा और जिसका जवजनश्चय अंजतम होगा।

आवेिन और िंसापत्रों की प्रजतयों को रखना.- अभ्यर्थधयों द्वारा भेिे गए आवेिन और िंसापत्रों की प्रजतयां अध्यि के कायाधलय में या परीिा आयोजित करने के जलए प्राजधकृत एिेंसी द्वारा रखी िाएंगी। मूल िंसापत्र अभ्यथी को यथासंभविीघ्र वापस होंगे।

अध्याय 7 पात्रता मानिंड

जद्वतीय वगध बायलर पररचर अभ्यर्थधयों के जलए उम्र, अहधताएं और अनुभव.

करने के जलए प्राजधकृत एिेंसी द्वारा रखी िाएंगी। मूल िंसापत्र अभ्यथी को यथासंभविीघ्र वापस होंगे।

अध्याय 7 पात्रता मानिंड

जद्वतीय वगध बायलर पररचर अभ्यर्थधयों के जलए उम्र, अहधताएं और अनुभव. -

जद्वतीय वगध के दकसी बायलर पररचर के रूप में सिमता के प्रमाणपत्र के जलए कोई अभ्यथी बीस वषध की उम्र से अन्द्यून नहीं होगा और वह परीिा में तब तक प्रवेि नहीं कर सकेगा िब तक दक वह :-

(क) दकसी मान्द्यताप्राप्त संस्ट्थान या बोडध से मैररकुलेसन या उसके समतुल्य परीिा उत्तीणध न हो; और

(ख)
और उसने दकसी वाष्प बायलर पर फायरमैन या प्रचालक या पंप मैन या वार्र मैन या सहायक फायरमैन या सहायक प्रचालक के रूप में िो वषध से अन्द्यून सेवा की हो; या

(ग)
दकसी दफर्र के रूप में िहां बायलर जवजनर्मधत, या पररजनर्मधत प्रचाजलत या मरम्मत होते हैं, में तीन वषध से अन्द्यून सेवा की हो। इसके साथ-साथ वह एक वषध से अन्द्यून सहायक फायरमैन के रूप में सेवा की हो; या

(घ)
औद्योजगक प्रजििण संस्ट्थान प्रमाणपत्र धारक की ििा में, लघु उद्योग बायलर पर िो वषध से अन्द्यून अजनवायध रूप से सेवा की हो।

प्रथम वगध बायलर पररचर अभ्यर्थधयों के जलए अपेजित उम्र, अहधताएं और अनुभव. -

ोजगक प्रजििण संस्ट्थान प्रमाणपत्र धारक की ििा में, लघु उद्योग बायलर पर िो वषध से अन्द्यून अजनवायध रूप से सेवा की हो।

प्रथम वगध बायलर पररचर अभ्यर्थधयों के जलए अपेजित उम्र, अहधताएं और अनुभव. -

[भाग II—खण् ड 3(i)] 9 प्रथम वगध बायलर पररचर के रूप में सिमता प्रमाणपत्र के जलए दकसी अभ्यथी की उम्र बाईस वषध से अन्द्यून न होगी और यह जद्वतीय वगध का प्रमाणपत्र धारक हो और वह परीिा में तब तक प्रवेि नहीं कर सकेगा िब तक दक वह :-

(क)
जद्वतीय वगध सिमता प्रमाणपत्र के साथ बायलर पररचर के रूप में दकसी बायलर के एकल भारसाधक के रूप में जिसकी रेर्ेड उजष्मत सतह पचास वगधमीर्र से अन्द्यून नहीं है, के भारसाधक के रूप में िो वषध से अन्द्यून सेवा न की हो; या

(ख)
दकसी औद्योजगक या तकनीकी संस्ट्थान के प्रमुख से कोई प्रमाणपत्र दक उसने तीन वषीय प्रजििण पाठ्यक्म को पूरा दकया है जिसमें से एक वषध उसने दकसी जमल, कारखाने या दकसी इंिीजनयरी वकधिाप िहां इंिन और बायलर की मरम्मत या जनर्मधत दकए िाते हैं, में प्रजििुता की है और इसके साथ उसने जद्वतीय वगध बायलर पररचर के सिमता प्रमाणपत्र के साथ पचास वगधमीर्र उजष्मत िेत्र से अन्द्यून दकसी बायलर के एकल कायधकारी व्यवहार के रूप में एक वषध से अन्द्यून सेवा की है का प्रमाणपत्र िेता है; या

(ग)
पचास वगधमीर्र से अजधक उजष्मत सतह रखने वाले दकसी बायलर पर प्रथम वगध बायलर पररचर के प्रभार के अधीन जद्वतीय वगध बायलर पररचर सिमता प्रमाणपत्र के साथ फायरमैन या सहायक फायरमैन के रूप में िो वषध से अन्द्यून कायध दकया है।

अध्याय 8 परीिा के जलए पाठ्य जववरण 33.
जद्वतीय वगध बायलर पररचर के जलए पाठ्यजववरण.

य वगध बायलर पररचर सिमता प्रमाणपत्र के साथ फायरमैन या सहायक फायरमैन के रूप में िो वषध से अन्द्यून कायध दकया है।

अध्याय 8 परीिा के जलए पाठ्य जववरण 33.
जद्वतीय वगध बायलर पररचर के जलए पाठ्यजववरण. - कोई अभ्यथी जद्वतीय वगध सिमता प्रमाणपत्र के जलए अहधक होने के क्म में परीिकों को समाधानप्रि रूप में अन्द्य बातों के साथ-साथ -

(क) वह स्ट्पि रूप से समझता हो

(i)
वह दकसी वाष्प बायलर और इकोनोमाइिर की कायधकरण और प्रबंध को;

(ii)
जवजभन्न वाल्वों, र्ोंरर्यां, स्ट्थापन और दफरर्ंग्स का उपयोग और प्रयोिन;

(iii)
आग प्रारंभ करने और िब वाष्प उिने लगे से पहले ली िाने वाली पूवाधवधाजनयां और प्रदक्या;

(iv)
भरक पंप और इंिेक्र्र का उपयोग;

(v)
िाब गेि को पािन;

(vi)
आवजधक सफाई और िुद्ध िल प्रिाय तथा मापक या अन्द्य उजष्मत सतह पर अन्द्य िमाव को रोकने के जलए आव‍यकताएं;

बायलर का आवजधक जनरीिण के जलए आव‍यकता और वह रीजत जिसमें जवस्ट्तृत जनरीिण, हाइड्रोजलक िांच और वाष्प िांच के जलए तैयारी होगी;

(viii)
बायलर िो वाष्प के अधीन दकसी अन्द्य बायलर से संबद्ध है में दकसी व्यजि के प्रवेि या अनुज्ञात करने से पहले ली िाने वाली पूवाधवधाजनयां;

(ix)
धुंए को रोकने के जलए आग के उजचत साधन का उपयोग;

(x)
वाष्प नली में पानी के िमाव का खतरा और जनकास के जलए प्रेिण की पूवाधवधाजनयां;

(xi) पानी की कमी या भट्टी या फ्लैर् प्लेर् का उभरना या र्ूर्फूर् या नाजलकाओं का फर् िाना या बायलर या वाष्प नली में दकसी िुघधर्ना का होना;

(xii) पूवाधवधाजनयों का लेना िब दकसी इकोनोमाइिर या कायध दकसी जवराम की अवजध के पश्चात् प्रारंभ होता है;

भरना या र्ूर्फूर् या नाजलकाओं का फर् िाना या बायलर या वाष्प नली में दकसी िुघधर्ना का होना;

(xii) पूवाधवधाजनयों का लेना िब दकसी इकोनोमाइिर या कायध दकसी जवराम की अवजध के पश्चात् प्रारंभ होता है; और

(xiii) कमीिन में दकसी इकोनोमाइिर को लाने में अंगीकृत दकया िाने वाला प्रदक्या और स्ट्र्ीम पर िब बायलर है उसे कमीिन आउर् करने में भी रखना।

(ख) वह सिम है-

(i) दकसी बायलर में कोयले भरने के साथ-साथ उसे साफ करने और कमधकार के समान रीजत में आग को दकनारे करने में सिम है;

(ii) अपूणध िहन से बचने के तरीके समझाना;

(iii) िलप्रमापी कांच और िांच र्ोंर्ी को फूंक माध्यम से और िुद्धता की िांच में;

(iv) दकसी माप कांच को बिलना और जमथ्या िल स्ट्तर को इस प्रकार प्रिर्िधत दकया िाता है, को प्रिर्िधत करने में सिम होना;

(v) दकसी सुरिा वाल्व को ढीला करना और दकसी नीचे बहाव र्ोंर्ी या वाल्व का बहाव करने में उपयोग करना;

(vi) दकसी उच्च वाष्प और जनम्न िल सुरिा वाल्व को समायोजित करने और दकसी गलनीय डार् को बिलना;

(vii) पंप को लगाने या वाल्व पेर्ी ग्रंथी को भरना;

हाव र्ोंर्ी या वाल्व का बहाव करने में उपयोग करना;

(vii) पंप को लगाने या वाल्व पेर्ी ग्रंथी को भरना;

(viii) र्ोंर्ी को वाल्वों को जघसने और उनको समायोजित करना;

(ix) भरण पंप या जहस्ट्से को भरने और उनको कायध करने के िौरान बिलना; और

(x) इकोमोनाइिर को साफ रखने के जलए दिए गए उपष्करों का उपयोग करना ।

प्रथम श्ेणी बायलर पररचर के जलए पाठ्यजववरण. - दकसी अभ्यथी को प्रथम श्ेणी की सिमता के प्रमाणपत्र के जलए अहधत होने के क्म में परीिकों का यह समाधान करना होगा दक जद्वतीय श्ेणी की सिमता के प्रमाणपत्र के जलए जवजनर्िधि जवषयों के साथ-साथ वह िहन, ऊष्मा और वाष्प से संबंजधत प्रमुख प्रारंजभक तथ्यों का कम से कम प्राथजमक ज्ञान रखता है; और वह, अन्द्य बातों के साथ-साथ, जनम्नजलजखत जवषयों को स्ट्पि करने में सिम होगा -

(क)
वाष्प बायलर, उच्च उष्मक और इकोनोमाइिर के कायधकरण और प्रबंधन;

(ख)
जवजभन्न वाल्वों, र्ोंर्ी माउंरर्ंग, दफरर्ंग और अन्द्य सुरिा युजियों का उपयोग और उनका प्रयोिन;

(ग)
भरक पंप, भरक अंतःिेजपत्र, भरक जवजनयामक, भरक िल जनस्ट्यंिक और मृिुकार, भरक तापक, वायु तापक, उष्मक, वाष्प संचायक, प्रणोदित वात प्रवाह, प्रेररत वात प्रवाह और स्ट्वचाजलत वात प्रवाह जनयंत्रक युजियां के जववरणों और उनके कृत्यों को करना;

(घ)
िहन, ऊष्मा और वाष्प तथा दकसी भूजम बायलर में कोयला और पानी तथा वाष्प के पररमाण के खपत की गणना करना िो जवजभन्न वात प्रवाह के अधीन अजष्मत सतह के दिए गए िाजलका िेत्र से उत्पन्न हो सकेगा और बायलर प्लांर् की संपूणध सिमता का पररकलन करने से संबंजधत तथ्यों पर प्रश्नों के उत्तर िेगा;

के खपत की गणना करना िो जवजभन्न वात प्रवाह के अधीन अजष्मत सतह के दिए गए िाजलका िेत्र से उत्पन्न हो सकेगा और बायलर प्लांर् की संपूणध सिमता का पररकलन करने से संबंजधत तथ्यों पर प्रश्नों के उत्तर िेगा;

(ङ)
धुंए को रोकने के जलए उपयोग दकए िाने वाले मुख्य साजधत्रों की साथधकता को और वो जसद्धांत जिसपर वह कायध करते हैं तथा मुख्य यांजत्रक स्ट्र्ोकर, प्रेषणी, गैस, तेल और चुर्नधत ईंधन प्रणाली में उपयोग का वणधन करने में सिम होंगे ;

(च)
आवजधक सफाई की आव‍यकता को पपड़ी या उजष्मत सतह के अन्द्य िमाव को रोकने के जलए उपयोग की िाने वाली पद्धजतयां तथा भरक िल में कजतपय पीएच मान को बनाए रखने के जलए आव‍यकताएं;

(छ)
बायलर में त्रुरर्यों को खोिने और उन्द्हें िीक करने के साधन और पद्धजतयों को वर्णधत करना;

(ि)
दकसी बायलर को प्रारंभ करने के जलए िाने वाली पूवाधवधाजनयां और िंड से या आग के ढेर की ििा में से इकोमोनाइिर को प्रारंभ करने की पूवाधवधाजनयां को करना;

िब बायलर में वाष्प है में दकसी इकोमोनाइिर को कमीिन से बाहर रखने के जलए अंगीकृत की िाने वाली प्रदक्या को करना;

(ञ)
ईंधन जमतव्ययता को प्राप्त करने के जलए अपनाई िाने वाली पद्धजतयों और दकसी बायलर हाउस में उपयोग दकए िाने वाले जवजभन्न उपकरणों का उपयोग करना;

(र्)
संिारण और पपड़ी के मुख्य कारण और उनका प्रभाव और अपनाए िाने वाले सामान्द्य उपचार;

(ि)
िल मृिुकार के उपयोग का उद्दे‍य;

(ड)
जसद्धांत जिस पर भरक पंप और अंतःिेजपत्र कायध करते हैं;

(ढ)
जसद्धांत जिस पर धुएं को रोकने के जलए साजधत्र कायध करते हैं; और

(ण)
उच्च तापक, इकोनोमाइिर, भरक तापक, भरक जनस्ट्यंिक, सिि और प्रेररत वात प्रवाह उपस्ट्करों और यांजत्रक कोयला भरक का प्रयोिन।

अध्याय 9 परीिा का ढंग 35.

रोकने के जलए साजधत्र कायध करते हैं; और

परीिा की प्रकृजत. - दकसी बायलर पररचर के रूप में सिमता के प्रमाणपत्र के जलए परीिा की प्रकृजत ऐसी होगी दक वाष्प उत्पन्न करने वाले बायलरों के प्रभारी होने में अभ्यर्थधयों की व्यवहाररक सिमता और तकनीकी ज्ञान की िांच की िा सके।

परीिा के जलए जवषय.- परीिा जनम्नजलजखत रीजत में आयोजित होगी :-

(क)
बायलर व्यवहार से संबंजधत प्रश्नोत्तर की मौजखक परीिा; और

(ख)
परीिक द्वारा यदि अपेजित हो तो परीिा कि में प्रिर्िधत करना या दकसी बायलर हाउस में उसके कतधव्यों के व्यवहाररक पहलुओं को जनष्पािन की उसकी सिमता प्रिर्िधत करना।

परीिा के जलए फीस.- (1) दकसी अभ्यथी को सिमता के प्रमाणपत्र के जलए जनम्नजलजखत फीस का संिाय करना होगा:-

(क)
प्रथम वगध प्रमाणपत्र के जलए परीिा: 1000/- रुपए (एक हिार रुपए); और उस पर यथा लागू माल और सेवा कर।

(ख)
जद्वतीय वगध प्रमाणपत्र के जलए परीिा: 600/- रुपए (छ: सौ रुपए); और उस पर यथा लागू माल और सेवा कर।

(2)
फीस खिाना चालान या ऑन लाइन भुगतान माध्यम सजहत ऐसे अन्द्य ढंग से िो नोरर्स या जवज्ञापन या जववरण पुजस्ट्तका में जवजनर्िधि दकए गए अनुसार संित्त होगी ।

फीस का प्रजतिाय. - कोई अभ्यथी इन जनयमों के अधीन दकसी परीिा में एक बार प्रवेि कर लेने पर फीस के दकसी प्रजतिाय का हकिार नहीं होगा और िब कोई अभ्यथी जनयत जतजथ को परीिा में अपररहायध अनुपजस्ट्थत रहता है, तो अध्यि अगली परीिा में िूसरी फीस के संिाय के जबना उसे उपजस्ट्थत होने के जलए अनुज्ञात कर सकेगा।

अपात्र पाए गए अभ्यथी की फीस. - कोई अभ्यथी िो परीिा फीस का संिाय कर िेता है दकन्द्तु दकसी परीिा के जलए अपात्र पाया िाता है, उि फीस समपहरण कर ली िाएगी।

अध्याय 10 प्रमाणपत्र प्रिान करना 40.
सिमता का प्रमाणपत्र प्रिान करना. – उन अभ्यर्थधयों के ब्यौरे िो परीिा उत्तीणध करते हैं सजमजत द्वारा अजधसूजचत दकए िाएंगे और उन्द्हें पररणाम की घोषणा के पश्चात् सिमता के प्रमाणपत्र प्रिान दकए िाएंगे।

प्रमाणपत्र का प्ररूप.- दकसी बायलर पररचर के रूप में सिमता का प्रमाणपत्र यथाजस्ट्थजत, प्ररूप 'ख' या प्ररूप 'ग' में होगा और यह भौजतक या जडजिर्ल स्ट्वरूप में िारी दकया िा सकेगा।

(2) सिमता प्रमाणपत्र तब तक वैध रहेगा िब तक प्रमाणपत्र धारक पैंसि वषध की आयु का नहीं हो िाता।

पहचान की अपेिा. - इन जनयमों के अधीन प्रिान दकए गए प्रत्येक प्रमाणपत्र पर जनयम 26 के अधीन उसके आवेिन के साथ पूवध में यथाजस्ट्थजत, िमा दकए गए या अपलोड दकए गए धारक के वि तक का जचत्र होगा और उसके हस्ट्तािर और ऐसे अन्द्य जववरण िो पहचान के प्रयोिनों के जलए अपेजित हों, होंगे।

प्रमाणपत्र की जद्वतीय प्रजत प्रिान करना.

्ट्थजत, िमा दकए गए या अपलोड दकए गए धारक के वि तक का जचत्र होगा और उसके हस्ट्तािर और ऐसे अन्द्य जववरण िो पहचान के प्रयोिनों के जलए अपेजित हों, होंगे।

प्रमाणपत्र की जद्वतीय प्रजत प्रिान करना. - (1) िब दकसी प्रमाणपत्र का धारक अध्यि को समाधानप्रि रूप में यह जसद्ध कर िेता है दक इन जनयमों के अधीन उसे प्रिान दकया गया प्रमाणपत्र खो, चोरी या नि या जवकृत हो गया है उसे 200/- रुपए (िो सौ रुपए केवल) की फीस के संिाय पर प्रिान दकया िाएगा, उपयुधि को ऐसे अजभजलजखत करते हुए जिसे प्रमाणपत्र की जद्वतीय प्रजत िारी की गई है वह उसका हकिार प्रतीत होता है, उसकी सभी प्रयोिनों के जलए मूल प्रमाणपत्र के समान जवजधमान्द्यता होगी। फीस, खिाना, चालान या ऑनलाइन भुगतान माध्यम सजहत अन्द्य ढंग से िो इस जनजमत्त सरकार अजधसूजचत करे, द्वारा संित्त होगी।

यदि िांच में सजचव का यह समाधान हो िाता है दक जद्वतीय प्रमाणपत्र को िारी करने के जलए आवेिक द्वारा दकया गया कथन जमथ्या है वह सजमजत की अगली बैिक में मामले की ररपोर्ध करेगा और सजमजत का यह जववेक होगा दक वह प्रमाणपत्र या तत्काल उपयुधि जद्वतीय प्रमाणपत्र को िारी करने की अनुज्ञा या सजमजत बारह मास से अनजधक ऐसी अवजध के पश्चात् प्रत्येक मामले की पररजस्ट्थजतयों की बाबत उजचत समझे जनरस्ट्त कर सकेगी।

प्रमाणपत्र की िूसरी प्रजत के जलए आवेिन. - प्रमाण पत्र की िूसरी प्रजत िारी करने के जलए आवेिन अध्यि को इस संबंध में पुजलस में ििध प्रथम सूचना ररपोर्ध की एक प्रजत और एक स्ट्व-घोषणा के साथ दकया िाएगा जिसमें यह कहा गया हो दक इन जनयमों के अधीन दिया गया प्रमाण पत्र खो गया है।

मूल प्रमाणपत्र की अजवजधमान्द्यता. - दकसी प्रमाणपत्र की िूसरी प्रजत के िारी होने पर मूल प्रमाणपत्र जवजधमान्द्य नहीं रहेगा और यदि उसके धारक के कब्िे में है तो वह अध्यि के कायाधलय को जनरस्ट्त करने के जलए वापस करेगा।

प्रमाणपत्र की िूसरी प्रजत का अजभलेख. - इन जनयमों के अधीन प्रिान दकए गए सभी प्रमाणपत्रों की िूसरी प्रजत अध्यि के कायाधलय में अजभजलजखत होगी।

अध्याय 11 िांच 48.
प्रमाणपत्र धारक के संबंध में िांच. - यदि दकसी जिला मजिस्ट्रेर् या मुख्य जनरीिक या जनिेिक बायलर को चाहे दकसी भी कारण से यह जवश्वास करने का कारण है दक इन जनयमों के अधीन सिमता के प्रमाणपत्र धारक दकसी बायलर पररचर पर अिमता, मद्यता, किाचार या कतधव्य की उपेिा का अजभकथन दकया गया है तो स्ट्वयं ऐसी िांच कर सकेगा या अपने अधीनस्ट्थ अजधकाररयों द्वारा करा सकेगा, और - (क)
उस व्यजि की उपजस्ट्थजत में कायधवाजहयां संचाजलत होंगी जिसका आचरण िांच का जवषय है और उसे कोई कथन करने का और अपनी प्रजतरिा में कोई साक्ष्य िेने का अवसर दिया िाएगा;

(ख)
दकसी ऐसी िांच की कायधवाजहयों उसके जनष्कषों के साथ िांच का संचालन करने वाले अजधकारी द्वारा सजमजत को जवजनश्चय के जलए उस अजधकारी द्वारा भेिे िाएंगे।

ई साक्ष्य िेने का अवसर दिया िाएगा;

प्रमाणपत्र का अभ्यपधण. - िब जनयम 48 के अधीन कोई िांच संचाजलत की िाती है, ऐसे प्रमाणपत्र का धारक िांच के प्रभारी अजधकारी द्वारा मांग करने पर अपने प्रमाणपत्र को ऐसी िांच के पररणाम के लंजबत होने तक उि अजधकारी को तत्काल अभ्यर्पधत करेगा।

सजमजत का जवजनश्चय. - (1) जनयम 48 के अधीन संचाजलत दकसी िांच की कायधवाजहयों के साथ उन पर जनष्कषध की प्राजप्त पर, सजमजत प्रमाणपत्र को बनाए रखने या उसे ऐसी अवजध के जलए जनलंजबत करने के जलए िो वह उजचत समझे या प्रमाणपत्र को स्ट्थायी रूप से रद्द करने का जलजखत आिेि कर सकेगी। (2) उपजनयम (1) के अधीन कोई कारधवाई करने से पहले अभ्यथी को मामले में सुनवाई का अवसर दिया िाएगा। (3) सजमजत के जवजनश्चय से व्यजथत कोई व्यजि आिेि की प्राजप्त की तारीख से तीस दिन के भीतर सरकार को अपील कर सकेगा, जिसका उस पर जवजनश्चय अंजतम होगा। (4) यथाजस्ट्थजत, उप-जनयम (1) या उप-जनयम (3) के अधीन आिेि या जवजनश्चय की एक प्रजत, सजमजत द्वारा जनम्नजलजखत को भी भेिी िाएगी: -

(क) अन्द्य सभी सरकारों के बॉयलरों के मुख्य जनरीिकों या जनिेिकों को, और

(ख) तकनीकी सलाहकार को।

या उप-जनयम (3) के अधीन आिेि या जवजनश्चय की एक प्रजत, सजमजत द्वारा जनम्नजलजखत को भी भेिी िाएगी: -

(क) अन्द्य सभी सरकारों के बॉयलरों के मुख्य जनरीिकों या जनिेिकों को, और

New Delhi, dated the 29th September, 2025 G.S.R.721(E).—In exercise of the powers conferred by sub-section (1) read with clauses (e) and (f) of sub-section (2) of section 39 of the Boilers Act, 2025 (12 of 2025), and in supersession of the Boiler Attendants’ Rules, 2011, except as respects thing done or omitted to be done before such supersession, the Central Government hereby makes the following rules, namely:- CHAPTER-I Preliminary 1. Person holding Boiler Attendant’s Certificate to be in charge of Boilers.– The owner of a single boiler or two or more boilers connected in a battery or of many separate individual boilers should have a boiler attendant as mentioned in rule 23 in addition to such number of boiler attendants as may be specified by the Chief Inspector or Director of Boilers:

Provided that the Chief Inspector or Director of Boilers, as the case may be, may permit any Boiler Attendant to remain in-charge of a boiler for a maximum period of three months not withstanding any thing contrary contained in these rules:

Provided further that nothing in these rules shall debar a person holding a first class certificate of competency granted under these rules from remaining in attendance and in charge of a boiler or boilers of any size and any such certificate shall for the purpose of these rules be deemed to have been granted under these rules.

Production of Certificate. – Boiler attendant holding a certificate of competency under these rules shall, at all reasonable times during the period any boiler is in his charge or attendance, be bound to produce such certificate when called upon to do so by any of the persons empowered under section 20 to call for the production of a certificate or provisional order granted under the Act. 6. Limits of daily period of attendance, reliefs, and sphere of action. – (1) A person in-charge of a boiler shall be deemed to be in direct and immediate charge of the same when he is within ten meters of such boiler. (2) A person who is in-charge of a boiler or boilers for which a certificate of competency is required under these rules may be relieved of charge in any one day for not more than two periods, which when combined do not exceed two hours, in duration by a person holding a first class certificate of competency as an attendant. (3) The holder of a first class certificate of competency as a boiler attendant may also with the consent in writing of the Chief Inspector or Director of Boilers, as the case may be, relieve a person holding a certificate of proficiency as a Boiler Operation Engineer for a period which may extend to ten consecutive days which, in special circumstances, the Chief Inspector or Director of Boilers, as the case may be, may extend to any length of time not exceeding thirty days at a time.

CHAPTER III COMMITTEE OF EXAMINERS 9. Meeting of the Committee. – The Committee shall meet as often as may in the opinion of the Chairperson be necessary for transacting its business and at such place and time as may be decided by the Chairperson. 13. Notice of meeting and list of business. – (1) Notice of not less than fifteen days shall be given in regard to the time and place fixed for each meeting of the Committee to every member of the Committee, annexing therewith the list of business to be discussed at the meeting:

Committee’s endorsement on application. – The Committee shall endorse on the application form of each candidate the result of his examination for a certificate of competency as a first class and second class Boiler Attendant, as the case may be and the endorsed application shall be returned to the Secretary.

Committee power to refuse issue of Certificate.– The Committee may direct any candidate, who in the opinion of the majority of the members appears too old or physically unfit through deformity, constitutional weakness, defective eyesight, deafness or loss of a limb to efficiently perform the duties of a boiler attendant, to produce a certificate of fitness from a doctor registered with medical council of a Government or of Government of India or a Registered Medical Practitioner and if, however, the candidate fails to produce a certificate of physical fitness, the Committee shall have power to refuse the issue of a certificate of competency as a Boiler Attendant.

CHAPTER IV EXAMINATION 21. Examination. – Examination for the grant of certificate of competency as a boiler attendant shall be conducted by the Committee or any agency authorised by it in this behalf at such places and on such dates as decided by the Committee from time to time . 22. Postponement of examination. – When a date fixed for the examination is declared as a Gazetted holiday or when for any unforeseen reason an examination cannot be held on the date fixed, the Chairperson may fix some other date for holding the examination and the same shall be duly intimated to the candidates and the members of the Committee of Examiners.

CHAPTER V CERTIFICATE 23. Classes of certificates and capabilities of holders of Certificates. –
(1) Except as otherwise provided in these rules, there shall be two classes of certificates of competency granted hereunder.

A Second Class boiler attendant may, however, attend to a battery of boilers consisting of not more than three connected boilers not exceeding two hundred square meters in aggregate of total heating surface and such boilers shall be situated within a radius of thirty meters in the same premises and belong to one owner:

Endorsement on a Certificate. – (1) A person holding a National Apprenticeship Certificate in the field of Boiler Attendant under the Apprentices Act, 1961 shall on application have the certificate endorsed equivalent to the Second Class Boiler Attendant Certificate of Competency under these rules, in the State or Union territory Administration in which he applies for services and such endorsement shall be made by the Chairperson of the Committee.

A person holding a certificate as Boiler Attendant issued by an Industrial Training Institute recognised by a State Board of Vocational Examination and having a post qualification experience of not less than one year in the capacity of a Fireman or Operator or an Assistant Fireman or an Assistant Operator on a steam boiler, may make an application to the Chairperson of the Committee in that State, for endorsement, to have the certificate, equivalent to the Second Class boiler attendant Certificate of Competency. CHAPTER VI APPLICATION FOR EXAMINATION 26. Form of application. – (1) Every application for examination shall be in Form ‘A’.
(2) The applicant shall fill in such part of the Form as are to be filled in by a candidate and shall sign on it.
(3) The filled in application shall be forwarded to the Secretary and shall be accompanied by –

(d) two copies of recent passport size photographs (size 50mm x 65mm), one of which shall bear the signature of the applicant on the back: Provided that in case the applications for examination are invited on-line, testimonials, fee, photographs as mentioned in this rule shall be uploaded alongwith application as specified in the notice or advertisement or prospectus for examination.

A testimonial in respect of service in a steamship may be signed by the Chief Engineer and counter signed by the master of the vessel or may be in the form of a seaman’s discharge certificate issued by a Shipping Master. (5)

Keeping of applications and copies of testimonials. – Applications and copies of testimonials submitted by candidates shall be kept in the office of the Chairperson or by the agency authorised to conduct the examination, as decided by the Committee. CHAPTER VII ELIGIBILITY CRITERIA 31. Age, qualifications and experience for Second Class Boiler Attendant candidates.– A candidate for a certificate of competency as a Boiler Attendant of the Second Class shall not be less than twenty years of age and shall not be admitted to the examination unless he:-
(a) has passed matriculation or equivalent examination from a recognised institution or board ; and. (b) has served for not less than two years, in the capacity of a Fireman or Operator or Pump man or Water man or an Assistant Fireman or Assistant Operator on a steam boiler; or
(c) has served for not less than three years as a fitter where boilers are manufactured or erected, operated or repaired. Out of this he should have served as Assistant Fireman for at least one year; or (d) has served for not less than two years on small industrial boilers, in case of Industrial Training Institutes certificate holder. 32.

(b) produces from the head of an industrial or technical institution, a certificate stating that he has completed a three years course of training, one year of which must have been as an apprentice in a steam power plant of a mill or a factory or an engineering workshop where engines and boilers are repaired or made and in addition has served for not less than one year as sole working charge of a boiler of not less than fifty square meters of heating surface with second class Boiler Attendant certificate of competency;

CHAPTER VIII SYLLABUS FOR EXAMINATION
33. Syllabus for Second Class Boiler Attendant. – A candidate, in order to be qualified for a certificate of competency of the Second Class, shall, inter alia, satisfy the examiners that-

(vi) the need for periodical cleaning and pure water supply and for prevention of
scale or other deposits on heating surfaces ;

(vii) the need for periodical inspection of boilers and the manner in which they should be prepared for thorough inspection, hydraulic test and steam test ;

(viii) the precautions to be taken before entering or allowing any person to enter
a boiler that is connected to another boiler under steam ;

(ix) the use of the best means of firing for the prevention of smoke ;

(x) the danger of water lodging in steam pipes and the precautions to be observed in draining ;

(xiii) procedure to be adopted in bringing an economiser into commission and also for putting it out of commission while the boiler is on steam ; and that- (b) he is able -

(i) to stoke a boiler including cleaning and banking fires in a workmanlike manner ;

(ii) to explain how to avoid incomplete combustion ;

(iii) to blow through and test the correctness of water gauge glasses and test cocks;

(iv) to replace a gauge glass and show how a false water-level might be shown ;

(v) to ease a safety valve and use a blow down cock or valve ;

(vi) to adjust a high steam and low water safety valve and renew a fusible plug ;

(vii) to pack pump or valve chest glands ;

(viii) to grind and adjust cocks and valves ;

(ix) to take a feed pump or injector to pieces and replace in working order ; and

(x) to handle the appliances provided for keeping the economiser clean.

Syllabus for First Class Boiler Attendant. – A candidate, in order to be qualified for a certificate of competency of the First Class, shall satisfy the examiners that in addition to the subjects specified for candidates for certificate of competency of the Second Class, he has at least a rudimentary knowledge of the principal elementary facts relating to combustion, heat and steam ; and that he is able to explain inter alia - (a) the working and management of steam boilers, super heaters and economiser; (b) the use and purpose of various valves, cocks, mountings, fittings and other safety devices; (c) description and the functions of feed pumps, feed injector, feed regulators, feed water filters and softeners, feed heaters, air heaters, calorifiers, steam accumulators, force draught, induced draught and automatic draught control devices; (d) answer to question on fact relating to combustion, heat and steam and calculate consumption of coal and water and quantity of steam that may be generated from a given grate area of heating surface under the various systems of draught, in any land boiler and also calculate the overall efficiency of boiler plant; (e) the significance of principal appliance in use for the prevention of smoke and the principle on which they work and give description of the principal mechanical stokers, pulverisers, gas, oil and pulverized fuel systems in use;

(j) the methods adopted for the achievement of fuel economy and the use of various instruments used in a Boiler House; (k) the principal causes and effects of corrosion and incrustation and the usual remedies employed; (l) the object of the use of water softeners; (m) the principles on which feed pumps and injectors work ; (n) the principles on which appliances for the prevention of smoke works ; and (o) the purpose of super-heaters, economisers, feed heaters, feed filters, forced and induced draft appliances and mechanical stokers.

CHAPTER IX
MODE OF EXAMINATION 35. Nature of Examination. – Examination for certificate of competency as a Boiler attendant shall be of such nature as to test the practical ability and technical knowledge of the candidates to be in charge of steam generating Boilers. 36. Subjects for Examinations.

fee as follows:- (a) Examination for First Class Certificate: Rs.1,000/-(Rupees one thousand) plus Goods and Services Tax, as applicable ; (b) Examination for Second Class Certificate: Rs.600/-(Rupees six hundred) plus Goods and Services Tax, as applicable ; (2) Fee shall be paid by treasury challan or such other mode of payment including on-line mode of payment, as specified in the notice or advertisement or prospectus for examination.

Grant of duplicate certificate.– (1) Whenever the holder of a certificate proves to the satisfaction of the chairperson that the certificate granted to him under these rules has been lost, stolen or destroyed or mutilated , he shall be granted on payment of a fee of Rs.200/-(Rupees two hundred only), a duplicate certificate to which by the record so kept as aforesaid, he appears to be entitled,

Enquiry regarding certificate holders. – If the District Magistrate or the Chief Inspector or Director of Boilers has reason to believe from any cause whatsoever, that an enquiry should be made into allegations of incompetence, drunkenness, misconduct or negligence of duties on the part of a boiler Attendant holding Certificate of Competency under these rules, they shall either themselves make such enquiry or cause it to be made by their subordinate officers, and
