OFFICE OF DIRECTORATE GENERAL OF FOREIGN TRADE Udyog Bhawan New Delhi -110011 SCOMET Minutes IMWG Minutes of Inter-Ministerial Working Group (IMWG) Meeting No. 10/2018-19 on Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 15.01.2020 at Udyog Bhavan, New Delhi Meeting No. 10 (2019-20) of Inter-Ministerial Working Group (IMWG) was held under the Chairmanship of Shri Vijay Kumar, Addl. DGFT on 15.01.2020 at 11.30 AM in Room No. 04, H-Wing, Udyog Bhavan, New Delhi to consider the applications for export of dual use ‘SCOMET’ items. 2. Altogether 89 applications (including 56 Deferred cases and 02 additional agenda cases) were considered by the IMWG, out of which total 19 cases were approved (including 15 post-facto approvals), 01 case dropped and remaining 69 cases Deferredred due to want of comments/NOC from concerned IMWG member agencies or in await of information/clarification from the applicant firms. Clarificatory Note on various terminology used in the Minutes of the SCOMET meeting : (i) Deferred cases: Cases which are shown as Deferred imply pending for want of comments/NOC from the concerned Technical Agencies or requirement of additional information/clarification from the applicant firm. (ii) Approved cases: Cases which are shown as Approved implies that the IMWG has recommended for grant of export autorisation for the item and quantity applied for, with or without conditions.

(iii) Approved post-facto : Cases which are shown as Approved post-facto implies that approval against those cases have already been issued by DGFT (Hqrs), with the approval of Chairman, IMWG in terms of Para 2.74(IX) of HBP (Handbook of Procedure 2015-20). (iv) Returned without action : Cases which are shown as Returned without action implies that application is incomplete in its basis parameters and cannot be processed even after submission of additional documents provided by the firm. In such cases, an email will be sent by SDCOMET Cell notifying the deficiency and advise to the firm to file fresh application. (v) Denied: Cases which are shown as Denied implies that application has been considered by the IMWG and after due consideration, the case has not been approved due to end use / user concern or break in supply chain. (vi) Dropped: Cases which are shown as Dropped implies that application has been considered by the IMWG and after due consideration, it has been decided that the case can not be processed in the present form and a fresh application need to be filed by the applicant firm with complete and correct documents. (vii) Issue of export license by DGFT (Hqrs): W.e.f.
