OFFICE OF DIRECTORATE GENERAL OF FOREIGN TRADE Udyog Bhawan New Delhi -110011 SCOMET Minutes IMWG Minutes of Inter-Ministerial Working Group (IMWG) Meeting No. 04/2018-19 on Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 24.07.2019 at Udyog Bhavan, New Delhi Meeting No. 04 (2019-20) of Inter-Ministerial Working Group (IMWG) was held under the Chairmanship of Shri Vijay Kumar, Addl. DGFT on 24.07.2019 at 02.30 PM in Room No. 04, H-Wing, Udyog Bhavan, New Delhi to consider the applications for export of dual use ‘SCOMET? items. 2. Altogether 108 applications (including 56 deferred cases) were considered by the IMWG, out of which total 46 cases were approved (including 25 post-facto approvals), 01 case withdrawn, 01 case dropped and remaining 60 cases ‘deferred’ due to want of comments/NOC from concerned IMWG member agencies or in await of information/clarification from the applicant firms. (iii) Approved post-facto : Cases which are shown as Approved _post-facto implies that approval against those cases have already been issued by DGFT (Hgqrs), with the approval of Chairman, IMWG in terms of Para 2.74([X) of HBP (Handbook of Procedure 2015-20). (iv) Returned without action : Cases which are shown as Returned without action implies that application is incomplete in its basis parameters and cannot be processed even after submission of additional documents provided by the firm. In such cases, an email will be sent by SDCOMET Cell notifying the deficiency and advise to the firm to file fresh application. (v) Denied: Cases which are shown as Denied implies that application has been onsidered by the IMWG and after due consideration, the case has not been approved due to end use / user concern or break in supply chain. (शा) Issue of export license by DGFT(Hqrs) : W.e.f. 06.07.2018, the export licenses / authorizations for approved SCOMET applications are issued centrally by DGFT (Hqrs) generally within three working days from issue of Minutes of IMWG meeting subject to all mandatory compliance.
