Office of Directorate General of Foreign Trade Udyog Bhawan New Delhi -110011 SCOMET Minutes IMWG Minutes of Inter-Ministerial Working Group (IMWG) Meeting No. 08/2018-19 on Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 20.11.2018 at Udyog Bhavan, New Delhi Meeting No.08/2018-19 on Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) was held under the Chairmanship of Shri Nikunj Kumar Srivastava, Addl. DGFT on 20.11.2018 in Udyog Bhavan, New Delhi to consider the applications for export of SCOMET items. 2. Altogether 140 applications (including 94 deferred cases from the previous meeting) were considered by the IMWG, out of which total 42 cases were approved (including 22 post-facto approvals), one case dropped and remaining 97 cases deferred due to want of comments/NOCs from concerned IMWG member agencies or in await of information/clarification from the applicants. (iv) Dropped : Cases which are shown as Dropped_ implies that firm is not responsive to the queries of DGFT in furnishing the documents/information/ clarification as called for or the foreign buyer / end user has not responded/facilitated to the Government agencies in verifying the credentials to complete the process. (v) Returned without action : Cases which are shown as Returned without action implies that application is incomplete in its basis parameters and can not be processed even after submission of additional documents provided by the firm. In such cases, an email will be sent by SDCOMET Cell notifying the deficiency and advise to the firm to file fresh application. (vi) Rejected cases: : Cases which are shown as Rejected implies that the IMWG, after consultation with expert agencies, decided not to grant authorisation due to reasons such as, end use / end user concern, End User EUC not valid / not verified by the end user, unresponsive foreign buyer/ end user / item or quantity not commensurate with the manufacturing activity of the end user etc. No further communication will be issued by DGFT(Hgrs) in such cases. (५) Issue of export license by DGFT(Hqrs) : W.e.f. 06.07.2018, the export licenses / authorizations for approved SCOMET applications are issued centrally by DGFT (Haqrs) generally within three working days from issue of Minutes of IMWG meeting subject to all mandatory compliance. An SMS/E-mail alert with reference number of application, is sent twice to the applicant, first when the case is electronically approved on the IMWG portal and secondly when export license is generated.
