Minutes of the 19" Meeting of the Inter-Ministerial Committee (IMC) _ to consider applications for recognition as Pre-shipment Inspection Agency (PSIA)

The 19" Meeting of the IMC was held on 27.05.2022 under the Chairmanship of Shri Hardeep Singh, Addl. DGFT to consider applications for enlistment as PSIAs under Appendix 2G as per Para 2.55 of HBP 2015-20 and addition of instruments and Country of Operation of existing PSIA. 2. The following members attended the meeting: i. Shri Jai Pal, Joint DGFT ii. Shri B.K. Singh, SO/F,AERB ili. Shri Ajeet Singh, SO(D), AERB iv. Shri W.F. Anal, FTDO

3. A total of 04 applications were received. Out of these 04 applications, 01 fresh application were for empanelment as PSIA, 02 applications for addition of instruments and area of operation and 01 application for addition of instruments.

4. After examination of the documents submitted by the applicants, the Committee decided the applications as under:

x The Committee noted that despite recognition of Pre-Shipment Inspection Agencies, instances of import of radioactive items have been reported. The Committee decided that there is a need to conduct physical verification of recognised PSIAs by officers of AERB & DGFT in different territories, to check procedure for physical verification of consignments and issuance of PSIC, as was earlier conducted in areas/ territories like Singapore and Middle East.

6. The committee further noted that as per Para-2.55 (f), “a PSIA can also carry out inspections in countries, where it does not have a full time equipped branch office but which falls within its area of operation, by deputing its inspectors. However, for such inspections in other countries, the PSIA will be required to give prior intimation to DGFT by sending an e-mail (at import-dgft@gov.in) and furnishing details of visit/inspection done by the Inspector in PSIC.” Accordingly, the committee decided that a regular monitoring of the same is ensured.
