Minutes of the 14" Meeting of the Inter-Ministerial Committee (IMC) to consider applications for recognition as Pre-shipment Inspection Agency (PSIA)
The 14" Meeting of the IMC was held on 21.6.2019 in Room No. 4, H-Wing, Udyog Bhawan under the Chairmanship of Shri K.C. Rout, Addl. DGFT to consider (i) those cases deferred in the 13" Meeting of PSIA held on 28.3.2019, (ii) extension of period of validity as recognized PSIA of those PSIAs whose term is ending in 2019 and (iii) consideration of fresh applications for enlistment as PSIAs under Appendix 2G.

- The Committee was informed that 37 PSIAs have been notified in Appendix 2G. As per Public Notice No. 12/2015-2020 dated 18.5.2015, the recognized PSIAs will be notified under Appendix 2G for a period of three years. At the end of 3 years, these agencies have to make a fresh application to be notified as a PSIA under Appendix 2G. Accordingly, vide Trade Notice No. 04/2015-2020 dated 12.4.2019 applications were called from applicants who are currently enlisted as PSIA in Appendix 2G and those who wish to apply for enlistment as PSIAs under Appendix 2G by 15" May, 2019 (6.00 pm).

4, The Committee was informed that 35 fresh applications are received for extension of validity as recognized PSIA/fresh applications/addition of countries and instruments in case of recognized PSIAs (Appendix 1). The Committee noted that vide Public Notice No. 3 dated 11.4.2019 those PSIAs who have completed their tenure of three years and whose validity would expire on or before 30.6.2019 is extended up to 30.6.2019. As a result the validity of 17 PSIAs was whose validity was expiring on or before 30.6.2019 was extended up to 30.6.2019. .
- On perusal of the documents submitted by the applicants, in a number of applications, the Committee observed deficiencies in the applications/documents submitted. ‘The deficiencies observed in the applications/documents are as under:

l. Calibration percentage error is exceeding the limit of 15% in the Calibration Certificate.

Vv. Calibration certificate submitted is not as per the conventional format. ‘The calibration certificate is required to be provide details of Test Result, percentage crror, date ofcalibration and its validity etc.
- Apart from above, it was also observed by the Committee that the Serial No. of the instruments is not mentioned in some of the invoices submitted by applicants with their applications. Vherefore. the Committee was not able to establish whether the instruments mentioned in ANF 21. form submitted by the applicant actually belongs to them. In a few applications deficiencies like document not being legible, documents mentioned in the ANF 2L form not enclosed with the application or name/scrial number of the instrument mentioned in ANF 21. form and the documents enclosed do not match, Bank Draft/Demand Draft of Rs. 7500($ 200), the processing fees not submitted with the application, application received after the last date of submission of application i.e, ie May, 2019, etc. were also noticed.

i‘ The Committee was of the view that the deficiencies in the calibration certificates and in the invoices cannot be attributed to the applicants only because the calibration certificates are issued to them by the calibrating agencies and invoices are given by the manufacturing companies. The Committee after due deliberation decided to communicate the deficiencies observed in the applications to the applicants to give them an opportunity to remove the same. As regards, applications received after the last date of submission, the Committee decided not to consider those applications for recognition as PSIA. 8. The Committee noted that since obtaining revised applications/documents may take some time. it decided to recommend extension of validity of those PSIAs whose extended validity is ending on 30.6.2019 for a further period of 3 months i.c. up to 30.9.2019 and in the meanwhile decision will be taken on the basis of revised documents/applications received from the applicants.
