Minutes of the Meeting held on 11.05.2026 for allocation for Import of Raw Petroleum Coke (RPC) for CPC manufacturing and Calcined Petroleum Coke (CPC) for Aluminium Industry for FY 2026-27

Shri Daripelli Ramesh, Deputy DGFT, DGFT 2. : At the outset, the Committee noted that the procedure for allocation for the year 2026- 27, for import of — (i) Calcined Petroleum Coke (CPC) for the Aluminium Industry and (ii) Raw Petroleum Coke (RPC) for CPC manufacturing industry was notified vide Public Notice No. 02/2025-26 dated 10.04.2026 to file applications up to 20.04.2026. 35 In pursuance of the above, 32 applications were received for the import of RPC (ITC HS Code 27131110) and 05 applications were received for the import of CPC (ITC HS Code 27131210). Further, 01 application was received in “Other” (ITC HS Code 27131190 & 27131290) Category for import of RPC. 4. The Committee noted that pursuant to the recommendations of CAQM issued vide Order dated 15.02.2024, DGFT vide Notification 68/2023 dated 07.03.2024 and Notification no.

The Committee noted that pursuant to the recommendations of CAQM issued vide Order dated 15.02.2024, DGFT vide Notification 68/2023 dated 07.03.2024 and Notification no. 27/2024-25 dated 04.09.2024 had notified total import of 1.9 Million MTs of RPC for manufacturing CPC and 0.8 Million MTs of CPC for Aluminium Industry for 2026-27, subject to the conditions mentioned therein. 5; The committee has examined the details of the utilisation of the previous year and found that many applicants have not utilised the quantities given to them. The committee was apprised of the fact that the EFC during the earlier year allocations (Para 9 of the Minutes of the EFC Meeting dated 07.03.2025) has clearly specified that such non-utilisation/partial utilisation will be factored into the subsequent allocations. 6.

in-need of the product, while the quota given to others stays unutilised and lapsed, creating skewed access to the limited resources. 7 Considering the utilisation pattern and the requirement of the industries, the committee has adopted the following criteria for allocation of RPC and CPC: i. The production capacity of Calciners was checked from the documents to verify if the quantity sought was well within the processing capacity. ii. The total quantity permitted for import is allocated among the applicants based on the actual imports undertaken during the Financial Year 2025-26.or 10,000 MT, whichever is more. iii. For new applicants and those who have not utilised during the last Financial Year or who have not submitted their utilisation details, the allocation is limited to 10,000 MT. iv. The balance quota would be considered subsequently in the month of October based on utilization details submitted by the firms. 8. Accordingly, based on the above principles, the Committee decided the import allocation as stated at Annexure-I for CPC & Annexure-II for RPC, subject to’conditions as notified by DGFT. For Applications submitted under the “others” category, the Committee decided not to allocate the quota. Further, it was decided that the matter be referred to the Ministry of Environment, Forest and Climate Change for comments and inputs, as applicable. 9.

The copy of the Restricted Import Authorisation issued by DGFT shall be submitted by the Applicants to the concerned SPCB, CPCB and MoEF&CC for monitoring purposes. 8. Subsequent to obtaining the Import Authorisation for the year 2026-27, if the applicant is not able to utilize/import the quantity for which the license has been issued, the applicant shall intimate the quantity that the Authorisation holder would wish to surrender to DGFT through an amendment against the Authorisation in the DGFT portal on or before 30.09.2026 to facilitate re-distribution of any un-utilized quantities to other applicants who had applied initially. ° "39: The Committee further noted that the allocations are subject to the declaration from the applicants that the RPC/CPC imported against the Authorisation is subject to the actual user condition and cannot be exported. Further, the CPC.manufactured out of the imported RPC is not allowed for exports and is only meant for domestic supply. 10. provided, or the firm is found to be in violation of any of the conditions specified on the authorisation, the allocation will be cancelled ab-initio. Appropriate action shall be initiated thereafter under the relevant provisions of the FT (D&R) Act, 1992, as amended from time to -time.
