Minutes of the meeting held on 29.04.2016 at 11.00 AM to discuss the cases of import of items under Indo- Sri Lanka Free Trade Agreement ‘ In Chair: Shri K.C. As per Annexure-1 to Appendix 2A of FTP, 2015-20 read with Public Notice No. 62 dated 25.02.2016, a total quantity of 2,500 MT of Pepper, 2,50,000 MT of Vanaspati Bakery, Shortening & Margarine and 500 MT of Desiccated Coconut can be imported under the Indo-Sri Lanka Free Trade Agreement for the financial year 2016-17, 4. The committee noted that the applications for import of pepper at SI. No. 1-12 have been submitted by 28.02.2016, the last date prescribed m Annexure | to Appendix 2A. The other 11 applications for import of pepper and 2 applications for import of vanaspati were submitted after the last date and the committee decided not to consader these 13 applications. 6. Of the 12 applications that were received im time, the committee noted that 2 applicants have applied for 100 MT each and one applicant has applied for 30 MT. The committee decided that these applicants who have applied for quantity not more than 100 MT may be allotted the quantity applied by them. The balance quantity of 2270 was distributed equally among the remaining 9 applicants by the committee, as per the guideline laid down in Annexure I to the Appendix 2A of Appendices and Aayat Niryat forms of FTP 2015-20. 7. The committee also noted that the validity of the quota is till 31° March, 2017, It accordingly directed that the applicants who have been allowed to import pepper under Indo-Sri Lanka Free Trade Agreement shall submit utilization certificate of the quantity imported to the concerned Regional Authority and DGFT(HQ) by 317 October, 2016, to enable the committee to reassess the quota so available and for re-distributing the same on the basis of fresh applications, if considered necessary.

The committee further decided that failure to fully utilize the quota would debar the applicant from applying under ISLFTA for the next three financial year. The above firms have to access their import requirement and if they are not able to utilize their quota, then they have to submit fully/partially the unusilized quota by 31° October, 2016. The surrendered quota will be put up for offer to fresh applicants. Anyone who will not be able to utilize the quota and fails to surrender by 317 October, 2016, will be black listed for the next 3 years without giving any further reason. 9.
