COMMITTEE (EFC) HELD ON 05.09.2023 AT 03:00 PM, VANIJYA BHAWAN, NEW DELHI Meeting No.05 (2023-24) of EXIM Facilitation Committee (EFC) was scheduled in physical mode under the Chairmanship of Shri Subhash Chandra Agarwal, Addl. DGFT at 03:00 PM on 05.09.2023, Vanijya Bhawan, New Delhi to consider the applications for export of ‘restricted’ items. 2. In attendance: i. Shri 5.6. Mohapatra , Joint DGFT ii. Smt. Pratibha Kumari, Deputy DGFT 3 In terms of Para 2.48 (c) read with Para 2.68 of HBP, 2023, an online application for grant of Export Authorization in respect of restricted items [other than items in Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) List] mentioned in Appendix-3 to Schedule 2 of ITC (HS) Classifications of Export and Import Items may be made in ANF 2N to DGFT (Headquarters) along with documents prescribed therein. EXIM Facilitation Committee (EFC) shall meet once every month. EFC shall consider applications on merits for issue of export Authorization. 4. Accordingly, EFC meeting held every month to discuss/consider the applications for export of ‘restricted’ items. In the same line, an EFC meeting was scheduled to be held on 05.09.2023 at 3 PM. Meeting notice and agenda were shared with the EFC members, however, no EFC member was present to attend meeting in time. 5. EFC (Chairman), therefore, decided to defer the meeting due to non-participation of EFC members until the next date for EFC meeting \s scheduled.

Chairman, EFC also observed that in terms of Para 2.48 (c), EFC members should attend monthly EFC meeting to take suitable decision in process to consider the applications under restricted category.
