Regarding following of the specified format of Certificate of Origin (NP), issued by agencies Listed in Appendix 4-C of HBP Vol.I

Subject :    need to strictly  follow the  specified  format  of   Certificate of Origin  (NP),     issued

by  agencies  Listed    in Appendix 4-C  of HBP Vol.I   Attention is invited  to Para 2.21.2   and  Appendix 4-C of the  Hand  Book of Procedure  (Vol.-I) 2004-09.   2.       The    agencies who are listed  in  Appendix 4-C   of Hand Book of Procedure  Volume-I  are authorised to issue  Certificate of Origin (NP)   in the   format    notified     as  Annexure-II to  Appendix 4-C.  It has come to the notice that many  agencies  are  not following  the  specific  official format   already notified  and  in place of  the description,     “Certificate of Origin  (Non- Preferential)”,   the words  “Certificate of Origin”    are     mentioned  in these  Certificates.   This   creates  an  impression  that the Certificates  issued  are also for Preferential category  which  the   agencies  listed   in Appendix 4-C   are  not  authorised    to issue.  Since the word  “Non-preferential  is missing  in  such certificate(s),  certain  exporters  also try to  misuse  the same and are  submitting  the  same  as  Certificate of Origin  (Preferential)  .   3.       It is reiterated that   the   Certificate of Origin (NP)   being issued  by  the agencies  listed in Appendix 4-C  of HBP Vol. I,    should  be  strictly  as per the  official  format,  already  notified   by this Office as Annexure-II to  Appendix 4-C.  Agencies listed    in  Appendix 4-C  and  found  not issuing the     Certificate of  Origin (NP) as per the prescribed   official format,  shall invite  action  as may  be necessary,  including  delisting   from   the Appendix 4-C of HBP Vol.I.             This issues with the approval of DGFT.     (MK Parimoo)                                                Deputy Director General of Foreign Trade   To Agencies /Chamber of Commerce Listed  in   App 4-C of HBP Vol.I All  Jt.
