No. : S/6-Misc-03/2013-14-EXP-FSP-JNCH Date: 30.06.2017 PUBLIC NOTICE NO. 86 /2017 SUB: Procedure for grant of Factory/Warehouse Stuffing Permission to the Exporters – reg. 1. Attention of the Exporters, Custom Brokers and all concerned are invited to this Custom House Public Notice No.s, 65/2016 dated 28.04.2016 and 106/2016 dated 05.08.2016 prescribing norms for grant of Factory Stuffing Permission (FSP) for factory/warehouse stuffing of export goods and procedure thereof. 2. In view of roll out of GST with effect from 01.07.2017, and to facilitate the exporters for migration to GST network, the following amendments are introduced in the procedure detailed in earlier PN 65/2016 dated 28.04.2016: (i) All exporters, both Merchant & Manufacturer, who are applying for first time for FSP or Self sealing permission are directed to mention their GSTN registration number in their application for FSP along with copy of intimation of their LoFSP to the Custom Commissionerate under whose jurisdiction their factory or warehouse has been transferred along with the verification report. (ii) The exporters having existing FSP have to submit their GSTN number and a copy of intimation of their LoFSP to the Custom Commissionerate under whose jurisdiction their factory or warehouse has been transferred along with the verification report. (iii) The exporters having existing Self sealing permissions have to submit their GSTN number and a copy of intimation of their LoFSP to the Custom Commissionerate under whose jurisdiction their factory or warehouse has been transferred. 3. All other terms and conditions mentioned in Public Notice No. 65/2016 dated 28.04.2016 shall remain unchanged. 4. It is however, clarified that exports would not be stopped at the port with the existing examination reports given by Central Excise authorities till the transition period to the GSTN frame work is completed. 5. Difficulties faced, if any, in the implementation of this Public Notice may be brought to the notice of the undersigned immediately.
