To be published in the Gazette of India Extraordinary Part-I Section-i) Government of India Ministry of Commerce & Industry Department of Commerce Directorate General of Foreign Trade Public Notice No.~4 /2015-20 New Delhi, Dated 07 October, 2020 Subject: Revision of SION H-68, H-301 & H-302 of Export Products- Double Decorative/Single side Laminates with or without Barrier Paper In exercise of the powers conferred under paragraph 1.03 of the Foreign Trade Policy, 2015-20 read with paragraph 1.01 of Handbook of Procedure 2015-20, the Director General of Foreign Trade notifies the amendment in SIONs, H-301 & H-302 for the export of single side decorative laminate with/without barrier paper and also amendment in SION H-68 for the export of double side decorative laminates with Barrier Paper in the Handbook of Procedure Vol.II. 2.The existing entry in SIONs H-68, H-301 & H-302 are amended to read as under :- H Double Side Decorative 1 Sq.Mtr x 10.00 mm 1 Kraft Paper 9.15 kg 68 Laminates with Barrier thickness of 14.5 kg +/- Paper 2.5% 2 Base Paper 0.214 kg 3 Barrier Paper 0.172 kg 4 Tissue Paper 0.027 kg 5 Phenol 3.344 kg 6 Melamine 0.362 kg 7 Paraformaldehyde (91 +/-1 % 2.90 kg Purity) OR Methanol 3.85 kg 8 B.O.P.P. Film 0.01 kg

Note:1.The above norms are based on 10.00 mm thickness with average weight of 14.5 kg +/- 2.5% and are applicable on 0.8 mm to 30 mm thickness. 2. In case of variation in thickness/weight, the quantity of item of import viz. Phenol, Para formaldehyde/Methanol and Kraft paper to be allowed may be arrived at by adopting the following formula: AxB/C where A=Quantity allowed for 10.00 mm thickness ofweight.14.5 kg +/- 2.5%B=The thickness or weight! sq. Meter of decorative laminates proposed to be exported. C = Either the Standard thickness of 10.00 mm or the Standard weight of 14.5 kg/Sq.Meter of 10.00 mm thickness. 3. The quantity of other items viz. Base Paper, Barrier Paper, Tissue Paper, Melamine and BOPP film will remain unchanged irrespective of thickness and weight of decorative laminate to be exported. 2. In Case of variation in thickness/weight, the quantity of item of import viz. Phenol, Para Formaldehyde/Methanol and Kraft Paper to be allowed may be arrived by adopting the following formula: AxB/C

Where A=Qty. allowed for 1.00 mm thickness of wt. 1.45 Kg +/-2.5%. B= The thickness or wt/sq. meter of decorative laminates proposed to be exported. C=Either the Standard thickness of 1.00 mm or the Standard wt. of 1.45 Kg/sq. meter of 1.00 mm thickness. 3.The quantity of items viz. Base Paper, Barrier Paper, Tissue Paper, Melamine and BOPP Film will remain unchanged irrespective of thickness and weight of decorative laminate to be exported. 4. The above norms are applicable only in case of Decorative Laminates having thickness range between 0.3 mm and 3.0 mm thickness. 1 sqmtr x 1 mm Thickness of wt. 1.45 Kg +/-2.5% Kraft paper (60 gsm - 205Qsm) 1.033 Kg 2 Base Paper (50 gsm - 150 0.133 kg gsm) 3 Tissue Paper (18 gsm - 38 0.033 kg gsm) 4 Phenol 0.435 kg 5 Melamine 0.133 kg 6 Paraformaldehyde (91+/- 0.300 kg 1% Purity) OR 6 Methanol 0.398 Kg 7 B.O.P.P. Film 0.011 kg H302 Single Side Decorative Laminates without Barrier Paper Note: 1. The above norm has been worked out on the 1.00 mm thickness with average wt. of 1.45 Kg +/-2.5% 2. In case of variation in thickness/weight, the quantity of item of import viz. Phenol, Paraformaldehyde, Kraft paper and Titanium Dioxide to be allowed may be arrived by adopting Formula: AxB/C Where A= Qty. allowed for 1.00 mm thickness of wt. 1.45 Kg +/2.5%. B= The thickness or wt/sq. meter of decorative laminates proposed to be exported. C=Either the Standard thickness of 1.00 mm or the Standard wt.of 1.45 Kg/sq. meter of 1.00 mm thickness. 3.The quantity of BOPP film given above will be for one sq. meter of Decorative Laminates irrespective of thickness and weight of decorative laminates to be exported.

4. The quantity of all the other items unchanged irrespective of change of thickness and weight of decorative laminates to be exported.
5. It is clarified that the above formula is applicable only in case of Decorative Laminates having thickness range betweenO.3 mm and 3.0 mm.

Effect of this amendment

The quantity of Import item Phenol was fixed long back in SIONs and with the advancement of technology etc., over a period of time, the consumption of phenol is reduced and accordingly, it was incorporated in SIONs.
