Detailed Reasons for delay: As informed by DC, NSEZ, M/s. G.P. Realtors Pvt. Ltd. is associated with IREO Group. IREO is a leading developer & PE Investor in Indian real estate managing investment of USD 1.7 Bn. Diversified portfolio of 4500+ acres of owned land across India and global blue chip investors base like renowned global financial institutions, university endowment funds, sovereign wealth funds etc. The developer has further informed that out of total notified area of 27.3521 hectares (demarcated as 100% Processing Area), initially they are planning to develop 3.94850 hectares.

Reasons for delay: The project has not been completed as per the scheduled date for various reasons: a. In the initial stages of the project there were constrains of fund flow to the project where infrastructure development could not be implemented as planned. b. There was delay and slow-down in execution of the project due to adverse business climate due to global recession as a result there was lack of demand for space in the SEZ. 6. Due to poor road conditions leading to the SEZ, there is no business or investment in the SEZ for which the developer submitted a project proposal of Government of Nagaland for upgradation of road from Selouphe junction to SEZ at Ganeshnagar seeking financial assistance under TIES and the same was submitted to DoC on 13.06.2019 duly recommended by the DC. 4. One unit namely M/s. Zatara Pvt, Ltd. has got LoA in November, 2019 for setting up a new unit for manufacture and export of King Chilly Hot Sauce, King Chilly Pickle, Dried Chilly Powder, Dried Chilly Pods, Powdered Kind Chilly and Seeds for Germination, The unit is expected to declare Commencement of Production within one year time. Recommendation by DC: ‘The Developer and the State Government are trying their best to bring investors in their SEZ. One unit M/s, Zatara Pvt. Ltd. has got LoA on 3rd December, 2019.

It is the first ever SEZ which may come in the entire North Eastern Region and therefore a lenient view may be taken. Since the LOA of the new unit (M/s, Zatara Pvt., Ltd.) is valid upto 02.12.2020, it is recommended to extend the validity of Formal Approval of SEZ upto 02.12.2020 condoning the lapsed period from 12.10.2018 to December, 2019.
