Sub: Import of Calcium Carbide at Nhava Sheva – reg…

Attention of Importers, Exporters, General Trade, Port Terminal Operator, Shipping Lines/Shipping Agents, CFS coming under the jurisdiction of JNCH, Nhava Sheva and all other stakeholders is invited to the import of Calcium Carbide at Nhava Sheva.

The import of Calcium Carbide is restricted as per Calcium Carbide Rules, 1987. As per Rule 10 of Calcium Carbide Rules, 1987, Calcium Carbide can be imported at specified ports only including Mumbai Port. Nhava Sheva (JNPT) is however not listed in their specified list. However some cases of import Calcium Carbide at Nhava Sheva have been allowed in the past. These bills of entries are being assessed provisionally pending clarification from Chief Controller of Explosive, Nagpur.

In this regard, Chief Controller of Explosive, Nagpur has informed that as per Rule 10 of Calcium Carbide Rules, 1987, Jawaharlal Nehru Port is not included for the purpose of import of Calcium Carbide. Further, Department of Industrial Policy & Promotion vide their letter No. 17/35/2014-Expls, dated 30.06.2015 has advised to prepare a draft amendment to Calcium Carbide Rules, 1987 to include JNPT in the lists of Ports allowed for import of Calcium Carbide.

Since, import of Calcium Carbide at Nhava Sheva is not allowed till amendment in Calcium Carbide Rules, 1987 and inclusion of Nhava Sheva in the specified list under Rule 10 of Calcium Carbide Rules, 1987 is likely to take time, it has been decided that no import of Calcium Carbide will be allowed through JNCH until the rules in this regard are amended.
