TO BE PUBLISHED IN THE GAZETTE OF INDIA EXTRAORDINARY (PART­I, SECTION­1) GOVERNMENT OF INDIA MINISTRY OF COMMERCE AND INDUSTRY   PUBLIC NOTICE No. 64 /2002­07 NEW DELHI: the  19th  February, 2003   In  exercise  of  powers  conferred  under  paragraph  2.4  of  the  Export  and  Import  Policy,  2002­07,  the  Director  General  of  Foreign  Trade  hereby  makes  the following amendment in the Handbook of Procedures (Vol.1):­   1)               The following is added at the end of para 4.6 pertaining to “Newcomers”:   However  manufacturing  companies  (  not  proprietorships  and  partnership  firms),  who  have  domestic  presence  are  not  to  be  treated  as  newcomers  if  the following conditions are met: a)               The company is registered with Central Excise authorities and has paid central excise (unless exempted) , b)               The company is registered with State sales tax authorities and has paid sales tax ( unless exempted) c)               The company furnishes copy of their audited balance sheet d)               The minimum investment in plant and machinery must be Rs 50 lakhs   In  such  cases  the  licencing  authority  would  endorse  the  licence  with  the  condition  that  the  bond/  BG  shall  be  furnished  as  per  the  terms  and  conditions stipulated by the Department of Revenue .   2)               The following amendments / additions are made in Appendix 28 A pertaining to the “List of ISO 9000 ( Series) Certification Agencies” as under:   27.              QMS Certification Services Pvt Ltd, 207, Durga Towers, RDC, Raj Nagar,
