TO BE PUBLISHED IN THE GAZETTE OF INDIA EXTRAORDINARY (PART­1,SECTION­I) GOVERNMENT OF INDIA MINISTRY OF COMMERCE & INDUSTRY DEPARTMENT OF COMMERCE PUBLIC NOTICE No. 15 (RE­2000)/1997­2002 NEW DELHI: 14th JUNE, 2000. In exercise of the powers conferred under paragraph 4.11 of the Export and Import Policy, 1997­2002, as notified in the Gazette of India extraordinary, Director General of Foreign Trade hereby makes the following amendments in the Handbook of Procedures(Vol.1) (RE­ 2000), 1997­2002. i. The following note shall be added after para 4.6(v) relating to exempted categories of IEC No.: " However, the exemption from obtaining Importer­Exporter Code(IEC) number shall not be applicable for the export of Special Chemicals, Organisms, Materials, Equipments and Technologies(SCOMET) as listed in Appendix 3, Schedule 2of the ITC(HS) except in the case of exports by category(ii) above. ii. The sub paragraph of Paragraph 11.2 in Chapter 11 shall be amended to read as under: "An Inter­Ministerial Working Group under the Chairmanship of Export Commissioner in Directorate General of Foreign Trade shall consider applications for export of Special Chemicals, Organism, Materials, Equipments and Technologies(SCOMET) as specified in Schedule 2, Appendix­3 of ITC(HS) on the basis of guidelines issued in this regard from time to time. iii. Under the Declaration/Undertaking in Appendix 18 B, a new para shall be added after the existing para (v), as under:

f ITC(HS) on the basis of guidelines issued in this regard from time to time. iii. Under the Declaration/Undertaking in Appendix 18 B, a new para shall be added after the existing para (v), as under: "(vi) I/We further undertake to submit to the DGFT (PC­III Section) a copy of the Bill of Entry into the destination State Party within 30 days of delivery failing which I/We shall be liable to action under the Foreign Trade (Development and Regulation) Act 1992, or Rules and Orders made thereunder and the Customs Acts, 1962.
