/ADVANCE COPY/ TO BE PUBLISHED IN THE GAZETTE OF INDIA EXTRAORDINARY (PART­I, SECTION­1) GOVERNMENT OF INDIA MINISTRY OF COMMERCE PUBLIC NOTICE NO. 9 (RE­99)/1997­2002 NEW DELHI: 19.5.99 In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997­2002, as notified in the Gazette of India extraordinary, Part­II­ Section 3 – Sub­ section (ii) vide S.O No. 283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in the Handbook of Procedures (Vol.1) (RE­99), 1997­2002.

1. The following shall be added as paragraph 4.35. Exporters eligible for green card in terms of paragraph 4.23 and 14.4 of the Policy may apply for the same in the application form given in Appendix­ 56. Such application shall be filed with Regional Licensing Authorities under whose jurisdiction the Head office/Registered Office of the firm/company is located. The green card holders shall be eligible for issuance of automatic licence in terms of paragraph 4.26. They shall also be eligible for other benefits as may be announced from time to time.
2. In the paragraph 4.26 of the Policy, the word and expression "and green card holders’ shall be inserted after the word and expression "Star Trading House".

A copy of SSI Registration/ Industrial Licence/IEM and a copy of Chartered Accountant/Cost accountant certificate certifying that the applicant has exported more than 50% of its production in the preceeding year. OR A copy of quality certification as mentioned in column 6. b. A certificate from Chartered Accountant /Cost Accountant certifying the FOB value of exports in preceeding year in the form given in Appendix­26. This issues in public interest.
