Minutes of Inter-Ministerial Working Group (IMWG) Meeting No. 01/2018-19 on Special
Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 25.04.2018 at UdyogBhavan, New Delhi

Meeting No. 01 (2018-19) of Inter-Ministerial Working Group (IMWG)was held under the chairmanship of Shri Nikunj Kumar Srivastava, Addl. DGFT on 25.04.2018 at 02.00P.M in Room No. 04, H-Wing, UdyogBhavan, New Delhi to consider the applications for export of ‘SCOMET’ items.

2.Altogether 116 Applications (including 83 deferred cases) were considered by the IMWG, out of which total 48 cases were approved (including 16 post-facto approvals) and remaining 68 cases deferred due to want of comments/NOC from concerned IMWG member agencies or in await of information/clarification from the applicants.After deliberations, the decisions of the IMWG are indicated in the tabulated statement given below: PART – A: Applications received through ONLINE system

PART – B :Applications received through OFFLINE system

PART – C:Details of cases for approved Post-Facto by IMWG:

Note : (i) Deferred cases : Cases which are shown as deferred imply pending for want of comments/NOC from the concerned Technical Agencies or requirement of additional information/clarification from the applicant firm.

(ii) Approved cases: SCOMET permissions for approved cases by IMWG are issued by DGFT(Hqrs.) through electronically generated system only and sent to Regional Authority (RA), DGFT concerned with a copy to the applicant. An SMS/E-mail alert along with reference number of concerned RA for approved cases will also be generated and sent to the applicant in this regard. The applicant may note that they need not to submit any further application or documents before the Regional office of DGFT.

(iii) Approved post-facto : Cases which are shown as Approved post-facto implies that approval against those cases have already been issued by DGFT (Hqrs), with the approval of Chairman, IMWG in terms of Para 2.74(IX) of HBP (Handbook of Procedure 2015-20). In order to facilitate export, Para 2.74 gives power to Chairman, IMWG
to issue authorization in those cases, which have been discussed by IMWG at least once in previous meeting and got deferred, and where NOCs / recommendations have been received subsequently from the concerned agency(ies) with no divergence in views. However, such cases, shall be brought before IMWG in its subsequent meeting for approval on ex-post facto basis.

(iii) Issue of export license by the RA, DGFT : RA can see the Digitally singed Authorization / Approval letter on clicking the ‘View attachment’ option after logging into online SCOMET at URL http://dgft.gov.in/ecomra/ and locate file by searching file (Example 21089 and press find button) and issue export authorization /license accordingly for such applications within three working days without waiting for any further communication(s) from the applicant or DGFT(Hqrs). In case any further clarification is required by the Regional Office of DGFT concerned, the same shall be referred to DGFT(Hqrs) only. No further document(s) shall be asked by Regional Authority (RA), DGFT for grant of SCOMET license from the applicant firm.
