Minutes of Inter-Ministerial Working Group (IMWG) Meeting No.11/2017-18 on Special
Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) held on 15.02.2018 at Udyog Bhavan, New Delhi

Meeting No. 11 (2017-18) of Inter-Ministerial Working Group (IMWG) was held under the chairmanship of Shri Nikunj Kumar Srivastava, Addl. DGFT on 15.02.2018 at 12.00 P.M in Room No. 04, H-Wing, Udyog Bhavan, New Delhi to consider the applications for export of ‘SCOMET’ items.

2. Altogether 114 applications (including 88 deferred cases) were considered by the IMWG, out of which total 35 cases were approved (including 10 post-facto approvals) and remaining 79 cases deferred due to want of comments/NOC from concerned IMWG member agencies or in await of information/clarification from the applicants. PART – B : Details of cases for approved Post-Facto by IMWG:

• Due to technical issue, the case number of the applications at Part A & B above have changed. The
  Case number mentioned at Colmn. No. 2 shall be referred while issuing permissions to the Regional offices of DGFT.

Note :

(i) Deferred cases : Cases which are shown as deferred imply want of comments/NOC from the concerned Technical Agencies or requirement of additional information/ clarification from the applicant firm.

(ii) Approved subject to NOC cases : Authorization letter from DGFT (Hqrs.) to the concerned Regional Authority of DGFT on those cases which are shown as approved subject to NOC from Technical Agency(ies) will be issued only after receipt of NOC in writing from the respective agency/ies.

(iii) Approved cases: SCOMET permissions for approved cases by IMWG are issued by DGFT(Hqrs.) through electronically generated system only and sent to Regional Authority (RA), DGFT concerned with a copy to the applicant. An SMS/E-mail alert along with reference number of concerned RA for approved cases will also be generated and sent to the applicant in this regard. The applicant may note that they need not to submit any further application or documents before the Regional office of DGFT.

(iv) Post-Facto approved cases : Where a case has been deferred by the IMWG in its last meeting and subsequently, NOC(s) has / have been received, before the next IMWG meeting, from all concerned agencies with no divergence in views, authorization(s) were issued with the approval of Chairman, IMWG in terms of Para 2.74 (IX) of HBP 2015-20 and subsequently the case(s) were placed before the subsequent IMWG meeting for approval on ex-post facto basis. .

(iv) Issue of export license by the RA, DGFT : RA can see the Digitally singed Authorization / Approval letter on clicking the ‘View attachment’ option after logging into online SCOMET at URL http://dgft.gov.in/ecomra/ and locate file by searching file (Example 21089 and press find button) and issue export authorization /license accordingly for such applications within three working days without waiting for any further communication(s) from the applicant or DGFT(Hqrs). In case any clarification is required by the Regional Office of DGFT, the same shall be referred to DGFT(Hqrs) only.
