MINUTES OF THE 10TH INTER MINISTERIAL COMMITTEE MEETING CONSTITUTED FOR RECOGNITION AND REVIEW OF PRESHIPMENT INSPECTION AGENCY UNDER APPENDIX 5 OF HBP (Vol.I). Date : 10.07.2013 Venue : Room No.11, Udyog Bhawan, New Delhi Time : 2.30 p.m. Members present: (i) Shri D.K. Singh, IAS, Addl.DGFT (ii) Shri R. Selvam, Jt.DGFT (iii) Shri G.K. Panda, AERB (iv) Shri G. Sivaraman, SO(D), AERB (v) Shri Rajesh Malhotra, Dy.DGFT (vi) Shri D.C. Katoch, FTDO The Chairman welcomed the members of the Committee. It was brought to the notice of the Committee that all the 33 enlisted PSIA were given time limit upto 30th June 2013 for submission of purchase Invoice / delivery receipt / documents such as Calibration certificate to prove ownership of the equipment with serial number, failing which the cases may be reviewed for delisting from Appendix – 5, without any further intimation. The information has been received from 32 PSIA, which has been given in PartI of the agenda. PartII of the Agenda pertains to the request for new enlistment. 2. The Committee noted that many PSIA have submitted the details of Serial Numbers of equipment, which is under examination. PART II Request for enlistment of Agency Case No. Name of Applicant / File Number 33 American Quality Assessors India (P) Ltd., Hyderabad [01/53/162/774/PSIA/AM13/A44/IC] The Committee noted that the applicant has applied for recognition as PSIA for Iran and USA. They were asked to submit information in the format prescribed by AERB vide E Mail dated 9.10.2012, 14.11.2012, and 23.1.2013. They were also requested to furnish copy of purchase Challan / Invoice from the supplier vide E Mail dated 23.1.2013 and reminder dated 6.2.2013. The Committee further noted that the information provided by the firm vide letter dated 13.2.2013 do not pertain to purchase of hand held survey meter and spectrometer and they have also not furnished the requisite information of mandatory equipment in the AERB format, till
date despite various reminders dated 5.4.2013, 8.4.2013 & 9.5.2013, 27.5.2013 & 8.7.2013. 3. The Committee after due deliberations decided to defer the case for want of information from the firm. The case will be placed before the Committee only after receipt of information. 34 Worldwide Inspection Services SARL, West Africa [01/53/162/162/AM13/W3/IC] The Committee noted that a Show cause notice has been issued to the firm on 21.8.2012 on receipt of complaint received from Customs that war material was found in one consignment imported by M/s M/M. Alloys, Gandhidham vide B/E No.6880412 dated 12.5.2012. The applicant replied that they have not issued any such PSIC and requested to provide a copy of the PSIC. A copy of the PSIC was then obtained from Customs and the firm was requested to provide a list of all PSIC issued by them during the period. The firm vide 31.5.2013 (submitted on 27.6.2013) has submitted the detailed list of PSIC issued by them from 1.1.12 to 23.9.212, which is being examined separately. 2. The Committee, after due deliberations decided to defer the case for (i) want of comments from AERB and (ii) examination of reply to SCN furnished by the applicant. 35 Inspectorate International Ltd., United Kingdom [01/53/162/775/AM13/PSIA/I17/IC] The Committee noted that the applicant has furnished the information of Red Alert Monitors with serial Numbers 005169, 005202, 005249, 005250 and 005268 in AERB format. Since, they do not have the purchase Invoice of these equipment, they have submitted the Calibration certificate of these equipments indicating their name as the owner of the equipment. 2. The representative of AERB informed that the applicant has not furnished the details of Portable Spectrometer. The Committee, after due deliberations decided to defer the case for want of information from the firm regarding Portable Spectrometer. 36 Geo Chem Inspection (Malaysia) SDN BHD, Malaysia [01/53/162/PSIA/AM13/G30/IC] The Committee noted that the applicant has applied for recognition as PSIA for (1) Russia, (2) Pakistan & Korea, (3) European Union (4) Brazil & Argentina, (5) Ukraine. They have 15 nos. of Hand held Survey Meters and 05 Nos. of Portable
Spectrometers. They have furnished the information of these equipments in the AERB format. They were requested to provide purchase challan / invoice from the supplier of all the equipment. However, the firm has not furnished the same. 2. The Committee after due deliberations decided to defer the case for want of the requisite information / documents. The case may be placed before Committee on receipt of the same from the firm. 37 Bureau Veritas (India) P Ltd., Mumbai 01/53/8/504/AM13/PSIA/B33/IC The Committee noted that the applicant has applied for recognition as PSIA for India, Srilanka and Bangladesh. AS per the information given in AERB format, they are having one Hand held Survey meter (Micro Rad – Make Pulse Cho System (Bombay) Pvt. Ltd., Sr. No.L3044, date of calibration is 13.2.2013. They also have One Portable Spectrometer {model XL3T 970 Model Analyzer Sr. No.62230}. 2. The applicant has clarified that Micro Rad Equipment is capable of detecting radiation in the energy range of 80 keV + 15%, 25%. From 0.2 Mev to 2 Mev + 15%, with a Piezo Buzzer and can automatically detect radiation encountered contaminants like Cs137, Co60, Ir192, Norm etc. 3. The representative of AERB present in the meeting that the energy range of Micro Rad Equipment has been indicated by the firm as 80 keV. However, as per the requirement, it should start from 60 keV. 5. Therefore, the Committee, decided to defer the case to seek clarification from the firm. 38 Global Mines and Minerals FZE, UAE (01/53/171/86/AM13/PSIA/G48/IC) The Committee noted that applicant has applied for recognition as PSIA for Middle East (UAE). As per the information given by the firm in AERB format, they are having 01 Hand held Survey Meters (Sr. No.20004) and 01 Portable Spectrometers (Sr. No.81). They have also submitted copy of 2 Invoices (dated 16.3.2013 & 19.3.2013) along with Challan No.CH807 & CH808 dated 16.3.2013 for these handheld survey meter and Portable spectrometer. In the last IMC meeting, they were asked to submit (i) photograph of Portable Spectrometers (Sr. No.81) and (ii) confirmation from the applicant to the effect that the equipment has reached its destination and is in possession of the company at UAE

The firm has now furnished the photographs of both the Hand held Survey Meter and Portable Spectrometer and also confirmed that the equipment had reached its destination and are in the possession of the company in UAE. 5. The representative of the AERB confirmed that the equipments are in order. The Committee, after due deliberations decided to approve the case for enlistment as PSIA for UAE, subject to address verification. 39 Qtech Control Ltd., UK 01/53/8/159/AM14/Q3/IC The Committee noted that the applicant has applied for recognition as PSIA in UK, Switzerland, Holland, Belgium, Croatia, Finland, Sweden, Estonia, Germany. As per the information given by them in the AERB format, they are having 2 Hand held survey meter (Sr. No.54751, 222640 and 01 Portable Spectrometer (Sr. no.DL/Fw/GS F059013 and 42485/51. 2. The Committee also noted that though the applicant has signed the covering letter, ANF5A has been left unsigned. Further, the applicant has not indicated the complete address, phone number, Email address of their branch offices. 3. The Committee after due deliberations decided to seek the above detailed from the applicant. They may also be requested to send the signed copy of the applicant by Email. 40 Novatech Inspection Services LLC, Dubai 01/5/8/69/AM14/PSIA/N5/IC The Committee noted the firm has applied for recognition as PSIA in UAE, Saudi Arabia, Bahrain, Qatar, Kuwait, Oman, Jordan, Yemen, USA, Mexico, Canada, Osaka, Kenya, Tanzania & Uganda. As per the information given in AERB format, they have 15 Portable Spectrometer (MED Spec Hand Held Gamma Spectrometer having Sr. No.202461 to 202475) and 18 Hand Held Survey Meter (Inspector Handheld Digital Radiation Alert Detector having Sr. Nos. 20015 to 20034). They have also furnished Proforma Invoice, photographs in respect of these Portable Spectrometer and Hand Held Survey Meter. 3. The representative of AERB present in the meeting confirmed that the equipment appears to be in order. The Committee after due deliberations decided to enlist the application as PSIA for UAE, subject to address confirmation. 41 Cotecna Inspection India Pvt. Ltd., 01/53/171/45/PSIA/AM14/C8/IC
The Committee noted that the applicant firm has applied for recognition as PSIA in 38 territories / countries. However, they have not furnished the information of Portable Spectrometer and Handheld Survey Meter in AERB format. They have also not furnished Purchase Invoice and delivery Challan 2. The Committee, therefore, decided to defer the case for want of these information / documents. 42 Global Consortium for Inter Border Trade Inspection & Certification Ltd., 01/53/162/171/PSIA/AM14/G9/IC The Committee noted that the applicant has applied for recognition as PSIA in (i) UK, (ii) North America, (iii) South Africa, (iv) GCC Region and (v) Singapore. They are having 05 MSpecPortable Radiation Spectrometer and Dose Rate Survey Meter having Sr. Nos. 20068 to 20072, as per information given in AERB format. 2. The representative of AERB informed that the applicant is having only one type of equipment and they have indicated the details of these equipment in both the format prescribed by AERB for Portable Spectrometer as well as Handheld Survey Meter. The applicant may be asked to procure more handheld Survey meters for applied locations / countries, as the present equipment would not be sufficient for inspection in these countries. 3. The Committee, after due deliberations decided to defer the case and firm may be asked to procure more handheld survey meter. It was also decided to verify the address of the applicant firm. 43 CWM Survey & Inspection, Netherlands 01/53/8/153/AM14/C13//IC The Committee noted that the applicant has applied for recognition as PSIA in various countries. They are having 05 MSpecPortable Radiation Spectrometer and Dose Rate Survey Meter having Sr. Nos. 140500057, 54740, 54754, 12344, 18155, 137, 4138 & D723, as per the information given by them in the AERB format. The firm has also furnished some photographs, invoice and calibration certificate. 2. The representative of AERB informed that the format given by the applicant in respect of Radio Nuclear Identifier and Explosive Detection System is not matching with the Proforma prescribed by them and some columns have been deleted by the applicant. Further, the invoices given by the applicant are also not appears to be complete.
3. The Committee, after due deliberations decided to defer the case for want of above information / documents from the firm. 44 AL KHALIDIAH METAL TR. CO L.L.C., UAE 01/53/162/88/PSIA/AM14/A8/IC The Committee noted that as per the information given by the applicant in the AERB format, they are having 06 Portable Gama Spectrometer and Radiation Survey Meter having Sr. Nos. 1540010 to 1540015. 2. The representative of AERB informed that the applicant is having only one time of equipment and they have indicated the details of these equipment in both the format prescribed by AERB for Portable Spectrometer as well as Handheld Survey Meter. 3. The Committee, therefore, decided to defer the case to seek above information from the firm. 45 Trans Border Safety Control Inspection Services LLC, USA 01/53/162/191/PSIA/AM14/T6/IC The Committee noted that applicant has applied for recognition as PSIA in USA, South Africa, GCC, West Africa, and European Union. As per the information given by them in the AERB format, they are having 05 Portable Gama Spectrometer and Radiation Survey Meter having Sr. Nos. 200060 to 200064. 2. The representative of AERB informed that the applicant is having only one time of equipment and they have indicated the details of these equipment in both the format prescribed by AERB for Portable Spectrometer as well as Handheld Survey Meter. 3.
