MINUTES OF THE 8TH INTER MINISTERIAL COMMITTEE MEETING CONSTITUTED FOR RECOGNITION AND REVIEW OF PRE SHIPMENT INSPECTION AGENCY UNDER APPENDIX 5 OF HBP (Vol.I). Date : 12.04.2013 Venue : Room No.4, Udyog Bhawan, New Delhi Time : 3.00 p.m. Members present: (i) Shri D.K. Singh, IAS, Addl.DGFT (ii) Shri G.K. Panda, AERB (iii) Dr. S.S. Tak, Jt. IA, M/o Steel (iv) Shri Hardeep Singh, Jt.DGFT (v) Shri Rajesh Malhotra, Dy.DGFT (vi) Shri D.C. Katoch, FTDO The Chairman welcomed the members of the Committee. It was brought to the notice of the Committee that till date 30 PSIAs have already been approved as Pre Shipment Inspection Agency (PSIA). 2. The Committee noted that all the enlisted PSIA as well as new applicants were requested to furnish purchase Challan / Invoice to prove that they are the owners of these equipments and the same are in their possession for which they have indicated Serial Number in their applications. However, only a few applicants have furnished the requisite documents and few have sought some more time claiming that the equipments are very old and they need time to locate the documents. The Committee, therefore, decided that all these applicants may be given a final time limit up to 31st May 2013 for submission of purchase Challan / Invoice, otherwise the cases may be considered for delisting from Appendix – 5, without any further intimation. 3. The Committee also noted that few enlisted PSIA are repeatedly requesting for addition of new territories. The Committee decided that addition of new territories shall not be allowed in future and if a PSIA wishes to enlist new territory, they may file a new application in Appendix 5 along with prescribed documentation. 4. The Committee after due deliberations took following decision in each case:

1 American Quality Assessors India (P) Ltd., Hyderabad [01/53/162/774/PSIA/AM13/A44/IC] It was brought to the notice of the Committee that the applicant has furnished the copy of invoices of some equipment. However, it was observed that the same do not pertain to hand held survey meter and spectrometer and they have also not furnished details in the AERB format,
till date. The Committee, therefore, decided to defer the case for want of the same. 2 Worldwide Inspection Services SARL, West Africa [01/53/162/162/AM13/W3/IC] The Committee decided to defer the case, till the finalisation of SCN issued to the firm. 3 TUV Rheinland India Pvt. Ltd., Bangalore [01/35/162/564/AM13/PSIA/T14/IC] The Committee noted that the applicant filed the application on 23.8.2012 for recognition as PSIA for India. They have submitted the information in AERB format. However, they had indicated ‘No’ in Column 10 and 11 of the Portable Spectrometer and they were requested to furnish a clarification regarding equipment not being able to identify automatically or normally encountered radionuclides. Firm has furnished the clarification that the equipment is liable to identify automatically normally encountered radionuclides like Co60, CS137, Ir192, Norms etc. They have also submitted the delivery Challan, Proforma invoices for the equipments in their possession. The representative of AERB present in the meeting intimated that the information given by the firm appears to be in order. The Committee after due deliberations decided to approve the firm as PSIA for one territory as India. 4 Pt. Proteknika Jasapratama Limited, Jakarta [01/53/162/902/PSIA/AM13/P27/IC] The Committee noted that applicant filed application on 20.10.2012 for enlistment as PSIA. Now, they have withdrawn their application due to unforeseen circumstances on their letter head. 2. Therefore, the Committee allowed withdrawal of the application and decided to close this case. 5 Inspectorate International Ltd., United Kingdom [01/53/162/775/AM13/PSIA/I17/IC] The Committee noted that the applicant was asked to submit purchase invoice / delivery Challan for the equipment in their possession. The applicant has informed that they have tried to source some of the original invoices from the various suppliers of the radiation monitors. However, this information is not available for the majority of their equipment as they purchased most of hand held radiation monitors a number of years ago and their account records do not go back that far. Purchase orders are also not available for the same reason. They, however, hold calibration
details for the radiation monitors, which have to be calibrated on an annual basis by an external company. They have furnished calibration details for 04 radiation monitors. The 5th monitor is overseas with one of their inspector and they are not able to obtain a photo presently. 2. The Committee after due deliberations decided to defer the case for want of information from firm. 6 Geo Chem Inspection (Malaysia) SDN BHD, Malaysia [01/53/162/PSIA/AM13/G30/IC] It was brought to the notice of the Committee that the applicant was asked to submit purchase Challan / Invoice from the supplier and reply from the firm is awaited. The Committee, therefore, decided to give time to the applicant till 31.5.2013 and accordingly defer the case for want of the same. 7 Asia Globe Trade Ltd., Hongkong [01/53/162/845/PSIA/AM13/A48/IC] The Committee noted that the applicant was approved for 07 Territories (Malaysia, USA, Canada, South Africa, Mozambique, Kuwait and Singapore) vide P.N. No.27 dated 19.10.2012. Now, they have requested for inclusion of additional territories UK / EU, UAE, and Australia. They were asked to provide Proforma Invoice / Challan previous equipment. The applicant informed that they have obtained the Proforma invoice from the manufacturer and the actual delivery will be taken after the approval by the Committee. 2. The Committee after due deliberations decided that the firm may be advised to first take the delivery of the additional equipment and accordingly decided to defer the case. The case may be placed in the meeting on receipt of information from the firm regarding delivery of the Portable Spectrometer. 8 Bureau Veritas (India) P Ltd., Mumbai 01/53/8/504/AM13/PSIA/B33/IC The Committee noted that the firm has applied for recognition as PSIA for India, Sri Lanka and Bangladesh and also submitted the information of the equipment (Handheld survey Meter and Portable Spectrometer) in the AERB format along with purchase Challan / invoice, Photograph and other documents. The representative of AERB informed that as per the details furnished by the applicant in the AERB format, it seems that they have
Element Analyser Equipment instead of Spectrometer and do not have radiation survey meter. Therefore, they may be request to furnish a clarification. 2. The Committee after due deliberations decided to seek an explanation from the firm in this regard. 9 Controlex Limited, USA [01/53/8/489/AM13/PSIA/C51/IC] The Committee noted that applicant is having 09 Hand held Survey Meters and 09 Portable Spectrometers and they have also furnished information in AERB format along with purchase challan / invoice from the supplier. The representative of AERB examined the information furnished by the firm in the format prescribed by AERB and confirmed that the information provided by the firm is found to be suitable. 2. The Committee after due deliberations decided to approve the applicant as PSIA for 09 countries which are Brazil, Canada, Djibouti, Egypt, Iran, Mozambique, Qatar, Saudi Arabia and Sudan. 10 Global Mines and Minerals FZE, UAE 01/53/171/86/AM13/PSIA/G48/IC The Committee noted that the applicant is having 01 Hand held Survey Meters (Sr. No.20004) and 01 Portable Spectrometers (Sr. No.81). They have furnished the information in AERB format along with copy of Challan No for these handheld survey meter and Portable spectrometer. The Committee also noted that they have not furnished copy of Invoice for purchase of the equipment. 2. The Committee, therefore, decided to defer the case for want of copy of invoice from the supplier. 11 SNG Inspection Services, Noida 01/53/162/1065/AM13/S83/IC
The Committee noted that the applicant is having 01 Hand held Survey Meters (Sr. No.100191) and 01 Portable Spectrometers (Sr. No.200036). They have furnished the information in AERB format along with copy of Challan No for these handheld survey meter and Portable spectrometer. The Committee also noted that they have not furnished copy of Invoice for purchase of the equipment. 2. The Committee, therefore, decided to defer the case for want of copy of invoice from the supplier. 12 Worldwide Logistic, Survey and Inspection (WLSI) Group and Affiliates, Saket [01/53/162/776/PSIA/AM13/W11/IC] It was brought to the notice of the Committee that the firm was approved as PSIA for 09 territories i.e. Indonesia, European Union, Israel, South Korea, Bangladesh, Sri Lanka, Mauritius, West Africa and Japan. The PSIA has now requested for addition of 04 territories i.e. Saudi Arabia, Bahrain, Qatar and Jordan on the basis of 02 new spectrometers (Sl.No.212789 & 212790) purchased on 8.4.2013 and also furnished copy of their invoice, Challan along with payment proof for these equipments. The Committee after due deliberations decided to add 2 more territories i.e. (i) Saudi Arabia, and Bahrain on the basis of the two new spectrometers. 2. Rest of the cases could not be discussed by the Committee due to shortage of time and will be discussed in the next meeting scheduled for 10th May 2013.
