MINUTES OF THE 7TH INTER MINISTERIAL COMMITTEE MEETING CONSTITUTED FOR RECOGNITION AND REVIEW OF PRESHIPMENT INSPECTION AGENCY UNDER APPENDIX 5 OF HBP (Vol.I). Katoch, FTDO The Chairman welcomed the members of the Committee and informed that till date 25 new PSIAs have already been approved as Pre Shipment Inspection Agency (PSIA). 2. The Committee noted that all the enlisted PSIA as well as new applicants were requested to furnish purchase Challan / Invoice to prove that they have purchased these equipments and the same is in their possession for which they have indicated Serial Number in their applications. However, only 23 PSIA have furnished the requisite documents and most of the companies have failed to give documentary evidence for purchase of equipments & the Committee decided not to consider such cases. The Committee, therefore, decided that all these applicants may be given a time limit up to 15.3.2013

The Committee also observed that instances have been brought to notice where some Invoices are same for more than 02 applicants. Therefore, the Committee was of the view that it can also inspect at random the premises of any PSIA for checking installation of stated equipments. 4. The Committee, however, decided that the request for withdrawal of the application has to be made by the same applicant on their letter head and not from any affiliate company. Now, the firm requested for amendment in the territories as North America has been indicated twice in the territory. The representative of AERB informed that the firm is having 42 radioactive radiation detectors and 5 spectrometers which are sufficient only for 5 territories. The firm has also furnished the copies of invoices for all these equipments. 2. The Committee after due deliberations decided to amend the 05 territories as under: (i) North America, (ii) European Union (ii) UAE (iv) Brazil and (v) South Korea. 19 Sandeep Garg & Co., Gurgaon 01/53/162/560/AM13/PSIA/S46/IC The Committee decided to defer the case for examination on file. 20 Sandeep Garg & Co., Houston 01/53/162/616/AM13/PSIA/S51/IC The Committee decided to defer the case for examination on file w.r.t. the report received from AERB and Customs. 4. The Chairman concluded the discussions informing the participants that the next meeting will be held on 12th April 2012 at 3.00 p.m.
