MINUTES  OF  THE  5th  INTER  MINISTERIAL  COMMITTEE  MEETING  CONSTITUTED  FOR  RECOGNITION  AND  REVIEW  OF  PRE­SHIPMENT INSPECTION AGENCY UNDER APPENDIX 5 OF HBP (Vol.­I).   Date                 :           16.11.2012 Venue              :           Room No.108, Udyog Bhawan, New Delhi Time                :           3.00 pm   Members present:   (i)                  Shri D.K. Singh, IAS, Addl.DGFT (ii)                Shri G.K. Panda, AERB (iii)               Shri Hardeep Singh, Jt.DGFT (iv)              Shri B.K. Sachdeva, Dy.DGFT (v)                Shri D.C. Katoch, FTDO   The  Chairman  welcomed  the  members  of  the  Committee  and  informed  that  till  date  19  new  PSIAs  have  been  approved  as  Pre  Shipment Inspection Agencies (PSIA).  Out of the 19 approved PSIA, some have represented for addition of more country / area of operation.  Therefore 19 cases have been placed before the Committee for consideration.   2.         The Committee after due deliberations took following decision in each case:­ Case No. Name of Applicant / File Number 1 American Quality Assessors India (P) Ltd., Hyderabad            [01/53/162/774/PSIA/AM13/A­44/IC] Decision The Committee noted that the firm has not furnished the requisite information in the AERB format.  Therefore, decided to defer the case for want of information from the firm in the proforma prescribed by AERB.  2 Worldwide Inspection Services SARL, West Africa [01/53/162/162/AM13/W­3/IC] Decision The Committee considered the application and noted that a Show Cause Notice has been issued to the firm. The firm has furnished reply stating that they have not issued any such PSIC and requested to provide a copy of the PSIC. Since, the Customs had not forwarded the copy of the PSIC, they have been requested vide our letter dated 14.10.2012 to furnish the same to examine the matter.  However, reply from Customs is awaited despite reminder dated 14.11.2012. The Committee, therefore, decided to defer the case. 3 World Wide Logistric Survey & Inspection (WLSI) Group and Affiliates, SAKET,

New Delhi    [01/53/162/776/AM13/PSIA/W­11/IC] Decision The  Committee  noted  that  on  receipt  of  a  reference  from  Customs,  Kandla  that Battery Scrap and War material, a Show Cause notice was issued to the firm on 21.8.2012.   Firm has furnished the reply vide letter dated 8.10.2012 that they have not issued such PSIC in the matter. They have furnished a list of all the PSIC issued during the period of one year and the PSIC in question are fake. Customs has been requested to inform the latest position of the case.  The representatives of AERB informed that the information furnished by the firm regarding the Handheld Survey Meter and Portable Spectrometer and other technical parameters appears to be in order.  The Committee, in principle, agreed that as per the information furnished by the firm in AERB format, they may be allowed to inspect in 09 territories. However, the same may be notified only after SCN is finalised. 4 GEO Chem Middle East, Dubai, UAE   [01/53/162/769/PSIA/AM13/G­23/IC] Decision The representative of AERB examined the information furnished by the firm in the format prescribed by AERB and confirmed by E Mail that the information provided by the firm found to be suitable. They are having 14 Nos. of Handheld Survey Meter and 08 Nos. Portable Spectrometer.  It has been decided to approve the firm as PSIA for 8 territories (i) Russia, (ii) Bangladesh, (iii) UAE, (iv) Oman, (v) Kuwait, (vi) European Union, (vii) USA and (viii) Australia. 5 Salamax 1894 (Pty) Ltd., South Africa [01/53/162/861/PSIA/AM13/S­66/IC]  Decision The  representatives  of  AERB  informed  that  the  firm  has  now  furnished  the information  in  the  proforma  prescribed  by  AERB  along  with  serial  number  of  the equipment. The Committee after due deliberations decided to approve the firm as Pre­Shipment Inspection Agency for the territory South Africa. 6 National Marine Consultants Inc, USA [01/53/162/858/PSIA/AM13/N­30/IC]  Decision   The  representatives  of  AERB  informed  that  the  firm  has  now  furnished  the information  in  the  proforma  prescribed  by  AERB  along  with  serial  number  of  the equipment. The Committee after due deliberations decided to approve the firm as Pre­Shipment Inspection Agency for the territory USA and India. 7 Best Mulyankan Consultants Ltd., Mumbai                                 [01//53/162/442/AM­13/PSIA/B­14/IC]

Decision The Committee noted that firm has placed order for procurement of Radio Nuclear Identifier and also furnished the serial number. However, they have not taken the delivery of the equipment.  The Committee after due deliberations  decided  that  a decision will be taken only after furnishing the documentary evidence that the firm has taken the delivery of the equipment. 8 TUV Rheinland India Pvt., Ltd., Banglore                                 [01/53/162/564/AM­13/PSIA/ T­14/IC] Decision The Committee noted that the firm has indicated “NO” in Column 10 and 11 of the Portable Spectrometer.  The Committee, therefore, decided that the firm is required to furnish a clarification regarding equipment not being able to identify automatically of normally encountered radionuclide’s like Co­60, Cs­137, Ir­192, Norm etc.  9 Marine Inspection & Logistics International, Rotterdam                [01/53/162/PSIA/AM13/M­31/IC]  Decision The representatives of AERB informed that the firm has now furnished the information in the proforma prescribed by AERB along with serial number of the equipment. The Committee  after  due  deliberations  decided  to  approve  the  firm  as  Pre­Shipment Inspection Agency for the two territories (i) EU and (ii) USA.     10 Valueguru Chartered Engineers and Valuers P Ltd., Chennai   [01/53/162/877/PSIA/AM13/V­13/IC]  Decision The representatives of AERB informed that the firm has now furnished the information in the proforma prescribed by AERB along with serial number of the equipment. The Committee  after  due  deliberations  decided  to  approve  the  firm  as  Pre­Shipment Inspection Agency for the one territory i.e. Singapore. 11 Pt. Proteknika Jasapratama Limited, Jakarta [01/53/162/902/PSIA/AM13/P­27/IC]  Decision The Committee noted that the firm has not filled the last two columns of Portable Spectrometer.    The Committee, therefore, decided to defer the case and the firm is required to furnish the complete information & proper details in AERB format   12 Humber Inspection International Ltd, U.K                                    [01/53/162/685/AM­13/PSIA/H­18/IC]  Decision The Committee noted that the applicant has furnished information in AERB format in respect of only Handheld Survey Meter.  However, they have not indicated the details

of Portable Spectrometer.  The committee, therefore, decided to defer the case and the firm is required to furnish information in respect of portable spectrometer.  13 GEO Chem Laboratories P Ltd., Mumbai               [01/53/162/771/PSIA/AM13/G­22/IC]  Decision The Committee noted that the firm has placed the order for Portable spectrometer and handheld survey meter and not yet received the delivery from suppliers.  The Committee, therefore, decided to defer the case.   14 Asia Globe Trade Ltd., Hongkong [01/53/162/845/PSIA/AM13/A­48/IC]   Decision   It was brought to the notice of the Committee that the firm was approved as PSIA for 07 territories (i) i.e. Malaysia, USA, Canada, South Africa, Mozambique, Kuwait and Singapore. The firm has requested for addition of UK / EU – UAE – Australia as they fulfil the eligibility criteria.  The rep. of AERB present in the meeting informed that the firm is having 11 Nos. of Digital Dosimeter, which is a combination of both handheld survey meter and portable spectrometer and can be used at 11 territories separately. The Committee after due deliberations decided to add 4 more territories i.e. (i)  UK , (ii) EU, (iii)  UAE and (iv) Australia. 15 Geo Chem Far East Pte Ltd., Singapore  [01/53/162/846/PSIA/AM13/G­24/IC]  Decision It was brought to the notice of the Committee that the firm was approved as PSIA for one territory Singapore.  The firm has now stated that they are having 18 Handheld Survey Meters and 09 Portable Spectrometers and also furnished the branch wise equipment details and requested for addition of 09 Territories. The Committee after due  deliberations  decided  to  add  09  teritories  as  South  Africa,  Thailand,  China, Indonesia, Philippines, Vietnam, Bangladesh, Japan and Taiwan.  

16 Nectar Inspection Services L.L.C. UAE  [01/53/162/387/AM13/N­11/IC (PSIA)]   Decision It was brought to the notice of the Committee that the firm was approved as PSIA for two territories (i) UAE and European Union.    Now, they have purchased additional spectrometers and furnished the information in AERB  format.    Hence,  the  Committee  decided  to  add  3  more  territories  i.e.  (i) Canada, (ii) USA and (iii) Africa.  17 Ravi Energie Pvt. Ltd., Baroda   [01/53/162/Misc/AM11/R­38/IC]  Decision  The Committee noted that the applicant has been approved for India and there is a delicacy for North America along with two other territories i.e. UAE and UK. The firm has  now  requested  for  amendment  in  the

territories.                                                                                                              The representative  of  AERB  informed  that  though  the  firm  is  having  42  radioactive radiation detectors, but they have only 5 spectrometers which are sufficient only for 5 territories.    The  Committee,  after  due  deliberations  decided  that  the  firm  should indicate their preferences for 5 territories already approved for amendment.   18 Inspectorate Griffith India P Ltd., United Kingdom [01/53/162/775/AM13/PSIA/I­17/IC]  Decision The Committee noted that the applicant firm has furnished the information regarding portable  spectrometer  and  furnished  the  information  in  AERB  format  with  serial number. However, they have not furnished the complete details of Radiation Monitor.  Therefore, the Committee decided to defer the case for want of complete details of handheld survey meters from the firm.

19 Worldwide Inspection Services Pvt. Ltd., Kingsway Camp, Delhi [01/53/162/161/AM­13/W­2/IC]  Decision The Committee noted that applicant was approved as PSIA for 6 countries i.e. UAE, USA,  South  Africa,  UK,  Australia  and  Georgia.  Now,  they  have  requested  for European Union including UK. The Committee, after due deliberations decided that the firm may be allowed for pre shipment Inspection either in EU or UK and the firm may indicate their choice for the same.   20 A/S Baltic Control Ltd., Denmark 01/53/162/438/AM13/PSIA/B­13/IC   Decision The Committee noted that applicant has been approved as PSIA European Union. Now, they have made more equipment available and furnished the information in the AERB format and requested for inspection service in North, Latin and South America. The representative of AERB informed that on the basis of the information furnished by the  firm  only  two  new  territories  can  be  allowed  for  inspection.    The  Committee, therefore, decided to approve the case for two territories.  However, the firm should indicate their preference for the same. 21 New India Shipping Corporation, Mumbai 01/53/162/973/AM13/PSIA/N­38/IC   The Committee noted that the applicant is having 04 Radio Nuclear Identifier and 7 Nos. of Explosives Detection System. The representative of AERB informed that on the basis of the information furnished by the firm 04 territories can be allowed for inspection.  The Committee, therefore, decided to approve the case for 04 territories.  However, the firm should indicate their preference for the same.

4.        The Chairman concluded the discussions informing the participants that the next meeting will be held on 7th December 2012 at 3.00 p.m.               The meeting ended with vote of thanks to the Chair.     ­x­x­x­
