MINUTES  OF  THE  4th  INTER  MINISTERIAL  COMMITTEE  MEETING  CONSTITUTED  FOR  RECOGNITION  AND  REVIEW  OF  PRE­SHIPMENT INSPECTION AGENCY UNDER APPENDIX 5 OF HBP (Vol.­I).   Date                 :           12.10.2012 Venue              :           Room No.4, Udyog Bhawan, New Delhi Time                :           12.00 noon   Members present:   (i)                  Shri D.K. Singh, IAS, Addl.DGFT (ii)                Shri B.K. Singh, SD/d, RSD, AERB (iii)               Shri G.K. Panda, AERB (iv)              Shri Hardeep Singh, Jt.DGFT (v)                Shri B.K. Sachdeva, Dy.DGFT (vi)              Shri D.C. Katoch, FTDO   The Chairman welcomed the members of the Committee and informed that 14 new PSIAs have been approved as Pre Shipment Inspection Agencies (PSIA) vide Public Notice No.20 dated 1.10.2012.  Out of the 14 approved PSIA, some have represented for addition of more country / area of operation.  Therefore 24 cases have been placed before the Committee for consideration.   2.         The Committee after due deliberations took following decision in each case:­   S No Name of Applicant Decision 1 World  Wide  Inspection  Services  Pvt. Ltd,    Sarl  Senegal,      West Africa                       01/53/162/162/AM­ 13/W­3/IC The  Committee  considered  the  application  and noted that a Show Cause Notice has been issued to the firm. The firm has also furnished their reply as well as informed in the proforma prescribed by AERB indicating Serial number of the equipments.  The  representatives  of  AERB  informed  that  the information of the equipments and other technical parameters  appears  to  be  in  order.    The Committee after due deliberations decided to defer the case for finalising the SCN.  2 Gattini  &  Co,  Mumbai 01/53/162/138/AM­13/G­6/IC It was brought to the notice of the Committee that firm has not procured mandatory equipments.  The Committee, therefore, decided to defer the case. 3 Superintendence  Co,  of  India  Pvt.  Ltd, Kolkata                                     01/53/162/276/AM/13/PSIA/S­30/IC The  Committee  considered  the  application  and noted  that  the  firm  has  now  furnished  the information  in  the  proforma  prescribed  by  AERB

along with  serial  number  of  the  equipment.    The representatives of AERB informed that applicant is having two Sets of testing equipments which will be sufficient for inspection at two places / countries only  whereas  the  intended  are  of  operation  has been shown in 15 countries. The Committee after due deliberations decided to approve the applicant for two territories for which the firm shall indicate their priority. 4 TUV  Rheinland  India  Pvt.,  Ltd., Banglore                                 01/53/162/564/AM­13/PSIA/ T­14/IC The rep. of AERB informed that the equipments in possession do not meet the statutory requirement and  the  firm  may  be  asked  to  furnish  details  of Portable Spectrometer. 5 Fractal  Engineering  Solutions  Ltd., London                                                                01/53/162/433/AM­13/PSIA/F­2/IC The Committee decided to reject the request as no proof  of  testing  equipment  was  given  by  the applicant. 6 Baltic Control Ltd., Aarthus, Denmark 01/53/162/AM­13/PSLIA/B­13/IC The  Committee  considered  the  issues  raised  by the  firm  vide  E  Mail  dated  4.10.2012.  The Committee  was  of  the  view  that  more  countries can only be added after procurement of additional testing  equipments  and  that  presently  the equipment  in  their  possession  does  not  justify addition of more territories. 7 Best  Mulyankan  Consultants  Ltd., Mumbai                                 01//53/162/442/AM­13/PSIA/B­14/IC The  Committee  decided  to  defer  the  case.  The case may be placed in the next meeting on receipt of  information  from  the  firm  regarding  delivery of the Portable Spectrometer. 8 Humber  Inspection  International  Ltd, U.K                                                                      01/53/162/685/AM­13/PSIA/H­18/IC It  was  informed  to  the  Committee  that  the information  furnished  by  the  firm  through  E  Mail could  not  be  opened.    It  was  decided  that  an  E Mail may again be sent to the firm to furnish the information again. The attachment should be in a form which can be opened easily. 9 GEO  Chem  Laboratories  P  Ltd., Mumbai                            01/53/162/771/PSIA/AM13/G­22/IC The  Committee  noticed  that  the  firm  has  placed order  for  procuring  the  Portable  Spectrometer.  The case may be placed in the next meeting  on receipt  of  information  from  the  firm  regarding delivery of the Portable Spectrometer 10 World  Wide  Logistric  Survey  & Inspection (WLSI) Group and Affiliates, Deferred  till  the  finalisation  of  the  Show  Cause Notice.

SAKET, New Delhi                          01/53/162/776/AM13/PSIA/W­11/IC 11 GEO  Chem  Middle  East,  UAE    01/53/162/769/PSIA/AM13/G­23/IC Deferred  for  want  of  information  from  the  firm  in the proforma prescribed by AERB.  12 American  Quality  Assessors  India  (P) Ltd.,  Hyderabad            01/53/162/774/PSIA/AM13/A­44/IC Deferred  for  want  of  information  from  the  firm  in the proforma prescribed by AERB.  13 Inspectorate  International  Ltd.,  UK        01/53/162/775/PSIA/AM13/I­17/IC The  Committee  considered  the  issues  raised  by the firm vide E Mail dated 11.10.2012 and felt that there  should  be  no  dilution  of  mandatory requirement and the contention of the firm was not acceptable.    Radiation  Spectrometer  is  an essential  requirement  for  granting  recognition  as PSIA. 14 Geo  Chem  Far  East  P  Ltd., Singapore                          01/53/162/846/AM13/PSIA/G­25/IC The  representatives  of  AERB  informed  that  the firm  has  now  furnished  the  information  in  the proforma  prescribed  by  AERB  along  with  serial number  of  the  equipment.  The  Committee  after due deliberations decided to approve the firm as Pre­Shipment Inspection Agency for Singapore.   15 Asia Globe Trade Ltd., Hongkong 01/53/162/845/PSIA/AM13/A­48/IC The  Committee  observed  that  applicant  is  not  a member of any organisation  as  prescribed  in  the P.N. No.104 dated 23.3.2012. The Committee also noted that the firm got ISO certification and hence accepted  their  bonafides.    Representatives  of AERB informed that the firm has now furnished the information  in  the  proforma  prescribed  by  AERB along  with  serial  number  of  the  equipment.  The Committee  after  due  deliberations  decided  to approve  the  firm  as  Pre­Shipment  Inspection Agency  for  07  countries  i.e.  Malaysia,  USA, Canada,  South  Africa,  Mozambique,  Kuwait  and Singapore. 16 Marine  Inspection  &  Logistics International, Rotterdam                              01/53/162/PSIA/AM13/M­31/IC The  representatives  of  AERB  informed  that  the firm has mixed up the information furnished in the prescribed  proforma  (Tabular  information).  Therefore,  the  Committee  decided  to  defer  the case  for  want  of  information  in  the  proforma

prescribed by AERB along with photographs of the equipment.   17 World  Wide  Inspection  Services  Pvt. Ltd,  Kingsway  Camp, Delhi                                                        01/53/162/161/AM­13/W­2/IC It was brought to the notice of the Committee that the case was approved for 06 countries in the last meeting  subject  to  procurement  of  portable spectrometer.    The  firm  has  now  procured  the same  and  furnished  their  details  in  prescribed proforma.    The  rep.  of  AERB  informed  that  the details furnished  by  them  appear  to  be  in  order. The Committee after due deliberations decided to approve  the  firm  as  Pre­Shipment  Inspection Agency  for  07  countries  i.e.  UAE,  USA,  South Africa, UK, Australia and Georgia. 18 Nectar  Inspection  Services  L.  L.  Co., Dubai 01/53/162/387/AM­13/N­11/PSIA/IC It  was  brought  to  the  notice  of  the  firm  that  this case was approved for two territories one at UAE and for 2nd territory, the firm has now given their preferences as European Union.  The Committee, after  due  deliberations  decided  to  include European Union as the 2nd territory in addition to UAE. 19 World  Wide  Inspection  Services  Pvt. Ltd,  Sarl Cotonou,  Benin                  01/53/162/168/AM­13/W­4/IC It was brought to the notice of the Committee that the case was approved for one country i.e. Benin in  the  last  meeting  subject  to  procurement  of portable spectrometer.  The firm has now procured the same and furnished their details in prescribed proforma  with  the  request  to  recognise  them  for Canada and Nigeria.  The rep. of AERB informed that the details furnished by them appear to be in order.  The  Committee  after  due  deliberations decided  to  approve  the  firm  as  Pre­Shipment Inspection  Agency  for  Nigeria  as  they  have  only one spectrometer. 20 Sandeep  Garg  &  Co.,  USA 01/53/162/616/AM­13/PSIA/S­51/IC The Committee did not agree to the request of the firm  for  allowing  inspection  anywhere  in  North America  and  South  America  in  the  absence  of limited number of spectrometers.   21 Sandeep  Garg  &  Co.,  Sarl,  Mali 01/53/162/615/AM­13/PSIA/ S­50/IC The  Committee  agreed  for  inclusion  of  12 countries (Benin, Ivory Coast, Cameroon, Gambia, Ghana,  Liberia,  Nigeria,  Senegal,  Sierra  Leon,

Guinea, Togo and Morocco) on the same analogy as European Union as all these countries pertain to West Africa. The firm has sufficient equipment and  all  these  countries  are  small  and geographically next to each other.   22 Sandeep  Garg  &  Co.,  Gurgaon 01/53/162/560/AM­13/PSIA/S­46/IC It  was  brought  to  the  notice  of  the  firm  that  this case was approved for two territories one at India and  for  2nd  territory,  the  firm  has  now  given preferences  as  European  Union.  The  firm requested  to  include  other  countries  like  South Africa,  Australia,  New  Zealand,  Singapore  and Malaysia.    The  Committee  noted  that  the equipment  presently  held  by  the  applicant  are sufficient for 06 locations. Hence, the Committee decided  to  add  05  more  countries  i.e.  European Union,  South  Africa,  Australia,  New Zealand  and Singapore in addition to India. 23 Salamax 1894 (Pty) Ltd., South Africa 01/53/162/861/PSIA/AM13/S­66/IC The representative of AERB informed that as per the  information  furnished  by  the  firm  in  the proforma,  the  Radio  Nuclear  Identifier  does  not appear  to  be  automatic.  The  applicant  has indicated N.A. in Col. 10 of the table in respect of Portable Spectrometer. The committee decided to defer  the  case  for  want  of  clarification  from  the firm. 24 National Marine Consultants Inc, USA 01/53/162/858/PSIA/AM13/N­30/IC The Committee considered the application as per agenda  and  noted  that  the  applicant  has  not furnished information in the proforma prescribed by AERB.      The  Committee,  therefore,  decided  to  defer  the case for want of information from the firm.     4.         The Chairman concluded the discussions informing the participants that the next meeting will be held on 16th November 2012 at 3.00 p.m.               The meeting ended with vote of thanks to the Chair.   ­x­x­x­
