Applicant Statement: The matter was taken up. The entire submission made by the applicant was gone through. We M/s ADDON EXPORT HOUSE holding 7IEC No 0392071851 hereby apply for extend validity of our DFIA authorization no. 0311010424, dt. 13.01.2023. The reason is due to some DGFT portal issue, our BRC realized against S/bill no. 4311022 Dt. 23.02.2017 was showing 3 times. And because of which our CIF value is coming more. Attached herewith with Licence copy that which shows CIF value is much more compare to FOB, there were mistake in the application but RA issued the Licence. Also attached letter for exact details.

Decision: The Committee examined the case in detail and in view of justification provided by the firm it decided to accede to the request and allowed revalidation of DFIA Authorization No. 0311010424 dated 13.01.2023 for a further period of 3 months from the date of endorsement. This is a defer case of PRC Meeting No.01AM26 held on 09.04.2025 (Case No.34) wherein Committee decided to refer to EGTF for comments.
Applicant Statement: The matter was taken up. The entire submission made by the applicant was gone through. We have encountered an issue with the Transferable DFIA issued on 10/10/2024, under Script No: 0311037833 Date 10/10/2024 FILE NO: 03AS07600524AM25, where the unit of measurement is incorrectly listed as Kilogram instead of Metric Tons (MTS). Export Documents such as shipping bill and Invoices and your System clearly showing the unit measurement of exports as Metric Ton so we are entitled to import the quantity as per Norms using the same unit of measurement. We further requesting kindly condone as a human error if any, and kindly amend the unit measurement of Import Quantity as METRIC TON instead of Kilogram.

Decision: The Committee examined the case in detail and noted that Public Notice No. 22 dated 09.09.2025 has been issued for enabling amendments of DFIA. Firm may follow the procedure laid down in the said Public Notice.

Applicant Statement: The matter was taken up. The entire submission made by the applicant was gone through As per the FTP 2015-20 we availed DFIA licence 0711005845 dated 23.12.2022 from RA BANGALORE(issued from file number 07AS07600034AM23), unfortunately the quantity came in the licence wrongly, Actual quantity has to come is 1110222.288 KGS but licence issued with
110222.288 KGS. As per our knowledge in DFIA amendment option not provided in the DGFT SOFTWARE, so we submitted manual amendment to office (RA Bangalore) .on 23.01.2023,AND = submitted revalidation = application online(O7AM07600015AM24) before expiry of licence, but file is under deficiency asking ‘specify the provision under which revalidation has been applied to process further’, so we are submitting PRC application, Kindly accept our request and do the needful.

We had exported 16443kgs cashew kernels under SB No.5132231/04.11.2023 instead of return container but it was made after two months of 2nd EO Period. So we request you to kindly allow us EOP extension for further six months to covering exports made by us for regularization of EO. That is need EO extension up to 07.03.2024.

Applicant Statement: EOB of 200 Kg is pending for export against AA no.0311019329. This order is for a specific quality requirement product as per customer demand. Therefore we could not achieve the yield as per the ratios allowed in license while processing the final export product due to quality restraints. Hence there is a short fall of 200 kgs in export quantity of the license. In view of above facts please issue EOP for 6 Months under PRC to enable export of 200 kgs to complete the EOB. Request for your urgent action as the goods are ready for export.

Applicant Statement: Please note that we have obtained an Advance Authorization Number 3011001812 on Dated 25/02/2022 Import Validity 25/02/2023 and extendable Export Validity 25/08/2024. The Import items as per licence is as mentioned below: - 1 PBAT Resin (PBAT Resin TH801T, Biodegradable Polymer PBAT 1908) Quantity 84787.50 Kgs and ITCHS 39079900 & The Export items as per licence is as mentioned below: - 1 Biodegradable Bag or Biodegradable Rolls (PBAT Resin TH801T (85%)/ Biodegradable Polymer PBAT 1908 (85%), Coated/Uncoated Calcium Carbonate Powder (15%) We have done import with in time against the above said license but couldn't fulfill the Export Obligation within the Original and extendable Export obligation Period. But, during this period, we have made significant progress: We have invented a new product: Biodegradable bags, Compostable Bags which needs to be tested from different laboratories (e.g., CIPET, INDIA). CIPET has given us the final pass report on 05.02.2024 (Copy enclosed for your reference) We also have made Testing from Canada Laboratories BNQ lab, Quebec. It was approved on 21.12.2023. We also would like to inform that we got orders from Canada and dispatched the material on 05.07.2024 vide shipping bill no. 2203326, but due to some clerical mistake we couldn't mention the license detail on shipping bill. After that, we had sent samples to our export customers. As it takes so much time to get the order of the said item. Buyers have confirmed their willingness to proceed with export orders.

Also, we are writing that due to some unforeseen global market challenges has impacted our industry. Despite our best efforts, we faced significant disruptions, including: Geopolitical instability in Europe and the Middle East, Iran-lsrael conflict affecting logistics, Cancellation of export orders, non-availability of containers. So, we request you to kindly grant us extension of six month to complete our export obligation.

After detailed discussion it was decided to accede to the request and allowed EOP extension of Advance Authorization No. 3011001812 dated 25.02.2022 for a further up to 25.02.2026 subject to payment of composition fee as per policy provisions. Uttam Galva Steels Limited (UGSL), Khopoli, which is also a Star exporter. Regarding the referred license we procured in 2022, we imported around 1700 Metric tonnes of CR steel in December, 2022, which could not be processed due to the following reasons: UGSL was admitted in Corporate Insolvency Resolution Process (CIRP), and a resolution professional was appointed who claimed the materials imported meant for export. Despite our best efforts to claim the materials back, we were unsuccessful. Subsequently, the resolution plan under CIRP was approved and the Company was acquired by M/s. Arcelor Mittal Khopoli Limited, with whom we raised the aforesaid issue. During the reconciliation conducted in

Norms of the said case is fixed in NC-IV Meeting dt. 13.11.2019 and one raw material i.e. N-Methyl 2-Pyrollidone (NMP) is fixed @0.7194 Kgs which is very low as this raw material is required @1.241 Kgs. However, for the reference the Applicant enclosed consumption certificate for the relevant product for FY 2014-15 to 2021-2022 i.e for 8 Years under which it can be found that the raw material NMP is never consumed below 1.241 Kgs. The Applicant also refereeing norms for similar product in other AA No. 0311020188/21.12.2022, 0310806456 dt. 21.07.2016 & 0310659072 dt. 12.10.2011 under which the same raw materials is fixed @1.241 Kgs for manufacturing of One Kgs of Finished goods i.e. ?7Metconazole Technical 94% Min.?. the lower norms is traced at the time of filing of EODC and due to the Inhouse DGFT staffs shifted and some new joining were done in the company during the last period of filing of review, we could not file the review till 31.12.2024 which is last date of filing of review in this matter in terms of Para 4.17 of HBP 2023 and Policy Circular No.
