It is infornmed that as part of phase-wise implementation of SCMTR messages, DG S&DM has plarned to implement the Stuffing (SF) Message module pan-India for exports with effect from 25th November 2025. Using the SF message, the export cargo details can be filed by custodian itself through the ICEGATE replacing the existing mechanism of stuffing report entered by officer. Custodian will file the SF message container-wise and the message will be approved by Customs Officers at the location i.e., ICD/CFS/SEZ. Once SF is approved, it will indicate that there is no more cargo pending for stuffing in the container.

After Stuffing, the trans-shipper needs to file the ASR (Allowed for Shipment Request) message SB-wise. ASR filing will indicate that for a SB, the stuffing has been completed and no more addition of cargo would be allowed. However, at this stage, only SF message is being made live and not ASR or subsequent messages [DP(Departure), AR (Arrival), ST (Stripping Message), AT (Arrival Time), DT(Departure Time)]. As such, during this intervening period, such SF information filed by the custodian would flow to officer's screen (same screen/ role where at present Stuffing report is entered by the officer).
