Subject: Implementation of Pilot Project on Electronic Cargo Tracking System (ECTS) for Containers selected for Scanning under Mumbai Customs Zone-II - reg. Attention of all Importers, Customs Brokers, Shipping Agents, Custodians (CFSs), and other stakeholders is invited to the initiatives undertaken by the Directorate of Logistics (DoL), Central Board of Indirect Taxes and Customs (CBIC) for implementation of the Electronic Cargo Tracking System (ECTS). Reference is also invited to Public Notice No. 31/2021 dated 13.10.2021 issued by the Principal Commissioner of Customs, Inland Container Depot, Tughlakabad, Import, New Delhi, regarding operational guidelines for ECTS.

  1. In continuation to the above, the Jawaharlal Nehru Custom House (JNCH) is implementing a pilot project on the Electronic Cargo Tracking System (ECTS) for containers selected for scanning under Mumbai Customs Zone-Il. The project aims to digitally monitor and record the movement of selected containers in real time using GPS-enabled electronic seals (E-locks), emphasizing improved cargo security, reduced transit delays and enhanced Customs risk management.

3 The objective of this pilot is to enhance transparency, visibility, and control over containers sent for scanning. The system will use GPSenabled electronic locks (E-locks) to monitor container movement between port premises, scanning stations, and CFSs, ensuring real-time visibility and preventing any unauthorized tampering or diversion.

  1. The pilot will be implemented in coordination with M /s Transecur Telematics Pvt. Ltd., under the supervision of Customs Officers of JNCH.

oF Scope of the Project:

  1. The pilot project shall initially apply to containers originating from Nhava Sheva (India) Gateway Terminal (NSIGT) and Bharat Mumbai Container Terminal (BMCT) that are selected for scanning.

  2. The ECTS will be implemented on a random selection basis, covering a limited number of containers marked for scanning at the above locations.

  3. The ECTS will track container movement from the port premises to the scanning station and subsequently to the designated Container Freight Stations (CFSs) in Nhava Sheva.

  4. Operational Process Flow:

a. Registration & Data Entry:

The movement of each selected container shall be registered on the web-based ECTS portal operated by M/s Transecur Telematics Pvt. Ltd.(accessible at www.transecur.com/ects).

Authorized personnel of M/s Transecur Telematics Pvt. Ltd. shall input the required data fields, which shall include:

e Container Number,

  • e IGM Number and/or

  • e Bill of Entry Number,

  • e Vehicle Registration Number,

  • e Driver Details,

  • e Scanning Station, and

  • e Destination Container Freight Station (CFS) details.

b. Sealing at Port Premises:

Before movement of the container from the port premises, M/s Transecur Telematics Pvt. Ltd. personnel, in presence of the designated Customs Officer, shall affix the ECTS electronic lock on the container.

c. Movement to Scanning Location:

The sealed container shall move to the designated scanning facility. The ECTS portal will continuously track and record the real-time location and status of the container during transit.

d. Scanning and Clearance:

After completion of the scanning process, the container shall proceed to the respective CFS in Nhava Sheva for further Customs processing.

e. Unsealing at CFS:

Upon arrival of the container at the designated Container Freight Station (CFS) after scanning, M/s Transecur Telematics Pvt. Ltd. personnel, in presence of the Gate Preventive Officer of the respective CFS, shall remove the ECTS electronic lock.

f. Alerts and Monitoring:

The ECTS system will automatically generate alerts for:

  1. Sealing confirmation at the time of exit from the terminal.

  2. Arrival at scanning station.

  3. Route deviation.

  4. Long stoppage.

  5. Tamper detection /unauthorized access alert.

  6. Unresponsiveness alert.

  7. Unsealing confirmation.

he Responsibilities of Stakeholders:

All concerned stakeholders — including terminal operators and CFS operators — are directed to:

  • e Extend full cooperation to Customs Officers and personnel of M/s Transecur Telematics Pvt. Ltd. during sealing and unsealing operations.

  • e Ensure proper handling and timely movement of ECTS-sealed containers.

  • e Immediately report any deviations, tampering, or system irregularities to the ECTS Control Room.
