Attention of all stakeholders is invited to Public Notice No. 11/2025 dated 24.01.2025, issued by the Commissioner of Customs (NS-General), wherein the filing of Sea Entry Inwards (SEI) and Sea Arrival Manifest (SAM) under the Sea Cargo Manifest and Transshipment Regulations, 2018 was made mandatory at JNPA Port. Ps Further, attention is invited to CBIC Circular No. 10/2029 dated 28.03.2025, which states that it has been observed that the messages to be filed by carriers (including shipping lines/ freight forwarders) for export of cargo at sea ports, and transshipment messages to be filed by transhippers (shipping lines, custodians, train operators, as the case may be), have not yet been tested sufficiently, leading to nonimplementation of SCMTR. Therefore, CBIC, vide Notification No. 40/2025 dated 31.05.2025, extended the date of implementation of the transitional provisions of SCMTR, 2018 till 30.09.2025. SF CBIC has now mandated the filing of Sea Departure Notification (SDN) and Sea Departure Manifest (SDM) at various ports in a phased manner.

It has been observed that the filing of export documents in the revised format has been successfully implemented at the ports where submission of SDN and SDM has been made mandatory. 4. Accordingly, it has been decided that export messages under SCMTR, namely Sea Departure Manifest (SDM) and Sea Departure Notification (SDN) shall be made mandatory at JNPA Port (INNSA1) with effect from 18.08.2025. Accordingly, the filing of the existing Export General Manifest (EGM) will be discontinued from the said date. The export incentives would be directly linked to the successful filing of SDM/SDN. >i This Public Notice is being issued to facilitate trade and ensure a smooth transition towards compliance with the SCMTR, 2018. 6. Any difficulties encountered in the implementation of this Public Notice may be brought to the notice of the Assistant Commissioner, SCMTR Cell, for prompt resolution.
